I.Would like'to request that the Council and lcity staff consider
the question of a-<weekly'Farmers' Market to beheld during the summer
months, and to reach a decisioii'on this matter as'000n.a possible.
As you may know, January and February ,are the months during which the
deed companies pend out 'their catalogs, and'customers"makb their'orders
and 'planting plana If the city will announce its`°plans'at an earl
d�_te ' ti_ose individuals who would like to sei l produce' 'in` t ie market
can tiegin "to', ake,';,arr.•angements to grow the merchandise.

that fact and that the city estaff will notify the County ',Extension
Office, the local q -H organization, and the'IFarm Bureau.Farmers'
Market gardens could be ;money -making; projects for the 4-H particularly.

market 'is a, pleasant, thing to visit, and the beat`place to buy `fresh
produce;, it is also a good way to attract potential shoppers to the

The appraisals are somewhat apart and the differences deserve.
Comment' In their market comparisons on a square foot basis,
Waters is $13.16
at per squarefbot and IAR Co. is at $11.00.
IAR Co. has a Gross Return Multiplier of 6;75, while Waters
does not develop one. A G.R.M. was developed from his appraisal,
however',,and it is.about 9.15. This in my opinion is too high.
The income approach is another place where theyare somewhat'
apart: -These differences are 'as follows.

been $2,902.00 if they had not Leen a service club. In figuring
the worth of a building by using the income approach and using
estimated economic -rents, the tax.,wouldAave to be'figured
from the assessed valuation and not the discounted tax.
Waters income approach should then have.547.00 additi�onal
expenses. His income approach would then show: Net Income
$8826-00 + 7% $126,086.00,
rounded to $126,100.00.
With the tax adjustment the ap�raisers are much closer in the
income estimates of value .... 121,SOO.00 vs. $126,100.00.
I am going to recommend a Market Value of $126,100-00 because
Waters used as low a'cap rate as could possibly be justified,
