CONSIDER ORDINANCE REZONING COURTCREST, INC., PROPERTY ON
MUSCATINE AVENUE (PORTION OF,THE FORMER PROPERTY OF SAINT
MARK'S METHODIST CHURCH) DIRECTLY NORTH OF THE, INTERSECTION
OF DOVER.STREET, FROM RIB TO R2, ZONE. (3RD READING)
Courtcrest, Inc., is requesting a rezoning from RIB to
R2 of 2.25 acres which contains the former St. Mark's
Methodist:.Church building., A previous rezoning request
was considered by the Planning and Zoning Commission at
its September 28, 1972 meeting. At that time 'it'was
decided to leave the zoning as R1B for this portion of
the entire tract. The Planning and Zoning Commission
voted 3-2 to deny this current, rezoning request., The

developer had then requested a public hearing on the
rezoning request. Public hearing was held on February
27. Third reading was deferred pending a meeting with

GJELLEFALD CONSTRUCTORS, INC., FOR THE 1973 SANITARY
Ify SEWER IMPROVEMENT, PROJECT NO. 1.
Comment: This resolution approves the 'Mayor's signature on the
contract and bond for, award of this contract. The
award of"this contract was 'made 'at the City Council
meeting on February 27, 1973.

Item No. 12 CONSIDER RESOLUTION APPROVING SPECIFICATIONS
AND. FORM
OF CONTRACT FOR ONE 27,500 GVW TRUCK CHASSIS WITH DUMP
BODY AND FRONT MOUNTED LOADER.
Comment: This resolution approves the specifications and sets the
date'.:for.receiving bids for one 27,500 GVW Truck Chassis
with Dump Body and Front Mounted Loader for `use 'by the
Street Division of the Department of Public Works. The
date for receiving bids will -be Monday, 'April 16, 1973,
at, 10:00 a.m. 'This truck will replace an existing unit'
Purchased in 1969: Funds were provided in the 1973
Budget in the amount of $13,000 for'the purchase of the
truck.

Item No. 13 CONSIDER RESOLUTION APPROVING CONTRACT AMENDMENT #2 FOR
THE, CIVIC PLAZA PARKING AREA DIVISION II
Comment: This contract amendment will bring the final quanities
into agreement with the work done at the site. This
contract amendment will result in an increase to the
original contract of $234.50. The staff recommends
adoption of this resolution.

Comment: This resolution approves an`agreement with E. Norman
Bailey for.review of appraisals. Mr. Bailey has` -been .
reviewing<appraisals for the LPA for two years. His
latest :contract ;.expired'March,3. In addition, 'new
acquisition regulations assign more responsibility to.
the appraisal reviewer,' including a required statement
by him of fair market value.. A copy of'the:resolution.'
and.proposed agreement-are.encl sed. The staff recom-
mends adoption of this resolution.

Safety Committee. This procedure has been reviewed by
staff with a PTA Safety Committee representative and`will
also be reviewed by the;School Board.

The aboie resolutions are necessary to carry out the

The estimated cost for, this project is $6,500. Bids will

CONSIDER RECOMMENDATIONS FROM PARKS AND RECREATION
COMMISSION.
Comment:
The Parks and Recreation Commission has sent three re-
commendations to the City Council from their meeting of
March 14 as follows:
A. The Commission recommended two 10C swim days at each
pool this summer on a rotating basis, except for Sundays.
B. The Commission recommended free instructions for youth
receiving welfare or reduced rate school lunches.
C. The Commission recommended a stop sign be installed on
Bradford Drive at Dover Street.
