They cannot self the land. They, can only build the buildings and then may sell them or rent them., Hieronymus stressed that if old Capitol !does :not receive the bid, they have "lost a lot of money," nothing more. They do not have any connection with any other developer. The Old Capitol gr oup would merely have:the satisfaction of knowing they had gotten off "dead center." Link is now conducting a feasibility:and?marketab3'.lity study. one In -7 Old Capitol's goals is to wind up the planning while :the Present:Council is still in ',office. Jack then explained the developer usually provides the leg work and not too often the money. The developer will go to a lending company for the money. Link is presently. in Phase I of the development stage. Mrs. Louis wondered if any other:cities had participated in this type of Project, using this typehthere' of program. �(Jack answered t ati had been a project similar to R-14 in Sioux City,but it had only been sponsored by time participation of businessmen, no monetary support had been given. Vt � :a. • � 1 U IOWA CITY HOUSING COMMISSION SPECIAL SESSION MINUTES APRIL 26, 1973 MEMBERS PRESENT: Stier, Duncan, Frimml, Hamer, Litton, Walker MEMBERS ABSENT:White` STAFF PRESENT: Schierbrock Chairman Stier called the meeting to order. He presented an excerpt from a Jacksonville, Florida newspaper about the proposed Flordia Residential,,Landlord-Tenant Act. In essence the article stated: In addition -to meeting the local code the landlord would be required to provide extermination of insects,. pests, heat, running water and garbage removal: Tenants could take"delinquent landlords to court to force proper maintenance of the rental units. In cases lof serious neglect, tenants -would; be authorized to stop paying rent. This provision,' would only be valid in cases of 'serious violation of the 'local',code.,` Tenants are required to notify the'"landlord of reasons forlwithholding rent. If the _landlord brought 'suit for -non-payment of :rent, the tenant would have to pay the rent into'the court's registry until the.,judge;reached a decision. If tenants must vacate an uninhabital cental unit, this proposed act would relieve tenants of the lease terms for continuing_ rental payments. Motion was made by Litton and seconded by Walker, car- ried'6/0. Minutes.of April 12,. Special Session were approved as s corrected. The motion was made by Litton and seconded by Duncan, carried 6/0. The corrections were: April 4, 1973 --- It was decide6 that a roll call vote was necessary for these minutes under section 3a: Old Business paragraph • three. The vote 'should read: Stier, Duncan,' Frimml, Hamer as No;,and Litton and Walker as Yes. In discussion it was felt by the Commissioners that pin -pointing who should take action to bring about'' the'desired response, was theirintent-They felt the City should appoint a landlord -tenant committee,to'de- velop a'lease in'which 'both landlords and tenants have input. They felt that:a well ''written lease could pos- sibly solve many of the landlord -tenant problems that exist. Motion was made by carried6/0: Walker and seconded by Litton, , Section B. The Commissioners believedlithat the enforce- ment of present codes would, possibly bring about -improved conditions for better landlord -tenant relations. , Section C. The Housing Commission urges the City to establish safeguards for 'tenants in buildings that have code violations'that wil ' , l case,these deficiencies to be`corrected, without tenant; harassment and eviction. Motion was 'made by Litton,:.Hamer seconded and approved PP ed 6/0. 2. Old Business: a. Copies of the March 28 1Public! .. 973 i Meeting will be sent to the City, Council; no action was taken on these minutes by'the Commissioners:, b. Litton moved that receipt of PAT's letter dated April 19, should have a written acknowledgement to PAT by the 'Commission's:Chairman• Motion was seconded by Walker wi il; all in favor. c. Johnson County Regional Planning Commission's re- quest for a representative for their Housing Commit- tee has been tabled until the May 2,meeting.,'Select- ion of arepresentative should be made at that time. d. "Litton questioned how the work and study ,was .pro- gressing 'on the proposed packet for housing for the elderly. The packet was submitted by Progres- sive Housing, Inc. Report will be'made 'by Seydel at; May '2 meeting. 3. New Business: ,Litton requested Seydel to inquire what the, Council was. ,proposing for the revenue' sharing funds in the area of housing.- She felt that if the City were proposing some ,• funds for housing, out of the general revenue sharing money, that the Housing Commission ought to know what is being proposed. She thought they should also have some ideas'as`Commissioners'of what might ;best be the 'possible way of`expending such money. It was the consensus of the 1i Minutes of Iowa City Airport Commission, April 19, 1973 Members Present; Perkins, Peterson, Summerrill Members Absent:,F1t11, Hartwig Others Present: ',Jones, l3 students WSUI Radio The meeting was called to order at 7:30 P.M. by Sumrerwill as, neither the Chairman nor the Secretary were present. Minutes of the Com*aission's March meeting were read. It was moved, by Perkins, seconded by Peterson, that the minutes be approved as read. Motion carried. The Commission studied the airport's income and disbursements pre- pared by the City°s ,Finance Department. Jones presented the bills for April. It was moved by Peterson, seconded by ,Perkins,, that the bills!:be paid as presented. Motion carried. Jones read the 1973,Crop Plein, prepared by Doane Agricultural Service, for the farm -.,'land on the airport. A letter written to Mayor Tim Brandt from Mr. Bud Jamison, Airport Manager of the Cedar Rapids Airport, and President of the`Iowa Airport Executives, urging ,the Iowa City Council to support a bill, House File 200 was presented. Jones., presented House File 200 and a copy of Iowa Aviation Trades Association nresentation'given before the Senates Sub -Committee on Commerce. It was the Commission's opinion that House File 200 would be of no benefit to the, Iowa City Municipal Airport. There being no other business the meeting was adjourned. Next meeting will be Mrty 17th, Civic Center, at 7:30 P.M.
