Groups of the Public to"be Served:
Service to Adults: As'implied in the in formation'.. and
education:function,'adults'will be ,one of the, primary groups
to be served.
Service to Young Adults:'., No basic distinction will be made
by';the library in the'service:to young adults, (7th grade
through the fourth collegiite, year),since the growing sopl{is-
tication in education as reflected in library ,use ;would lindi-
Cate 'such"distinctions to be'artificial. some efforts will
'
be made,'however;'to Increase!;programming,to attract the
young adults.
Service to'Children': Children's services should continue as
asi'gnificant"function,'but increasing. national .and local
emphasis, on school libraries, should. ;limit ,expansion: of,;public
library, services"ito"school age, chi ldren aTlowing,,the library
to :concentrate a larger, portion of its resource to children
of, pre- school 'age:
Service to the Disadvantaged:f One of the major objectives
for, the ;1970's will be service to.the disadvantaged, but the
library feels an obligation to continue good library service
also' to tkie' aarge middle "class groups "who :have been the,
greatest users of the libraries up to this''point.
The library -,system should make every, effort to obtain state
L. and federal ass istance'for service to the disadvantaged:' d,
shouldidevote local funds to this service so long as service
to thelong established users is not seriously impaired. it
ij
Service to other -disadvantaged groups: Experimental service
to 'other disadvanhaged groups --including the elderly Land the

andicapped, as,•well as to the homebound --should be tried, and
after the'Main Library has been made ready; such services should

such areae can 'be shown; specifically.
The homebound, the penal inmate, and the senior citizen'should
be,given;service as part of the library program insofaras

.Chose -and the other .'possible 'ex explanations are
wild guesses, and the unavailability of complete statistics, the
changing nature of loop operation 'and the addition or removal of
towns-from the, loop;dureing,`the year make any kind of statistical
conclusions impossible.:
In regard to the possibility ofchangingor strengthening
our part of the 'operation, I"feel;we try to fill every request we,,,
get. We do not give preferential,,treatment to .Iowa City patrons .when
they compete with a loop request for a popular title. I think that
our high circulation rate often makes it impossible for us .to send
requests immediately, so that the request is filled by a library
with a less active ,rate. Once again, this is ppeculation without
akn owledge of-circulation rates of otherlloop,,members.
