The Iowa City 'City Council met in regular session on the
7th day of August, 1973 at 9:00 o'clock P.M. in the Council
Chambers of the Civic Center. Mayor Brandt presiding.
Members present: Brandt, Connell, Hickerson. Absent:
Czarnecki and White. The invocation was given by Rev. Jack
Zerwas,;First'Presbyterian 'Church. '
It was moved by Hickerson and seconded by,Connell to
consider the amount read a full reading, and to approve the
minutes'of the Council meeting of July 31, 1973, subject to
correction. Motion carried.

The City ,Attorney clarified procedure necessary to place
deleted sidewalks at 1430 and 1506 Rochester Avenue back in
the 1973 Sidewalk Assessment Program._ He requested a motion
to approve the City entering into agreement with the property
" owners who would waive all requirements in Chapter 391A of the
Code of Iowa.' It was moved by Hickerson 'and 'seconded'by Connell
that this matter be handled in accordance with the 'City Attorney's
recommendations involving ',the preparation of 'appropriate agree-
ments for Council approval to accomplish the construction of
these sidewalks. Motion` carried.

Company, Inc., for 1973 Surface Treatment with Base Preparation-

the Resolution to remove and change parking meters on Capitol

City Manager Ray Wells,reported,on an agreement with the
Johnson County Department of Social Services including 1) hiring
of a'youth co-ordinator to be supervised by Social Services,
2) advisory board acceptable,' and 3) utilization of grants for
financial assistance. Henotedthat the basic intent was that
the Department of Social Services would be directly responsible'
to 'the Council for conduct of this program. It was moved by
Hickerson ''and seconded by'Connell -that the City Manager and the
City Attorney be authorized to proceed with contract development
as outlined by the City Manager. Motion carried.
