HomeMy WebLinkAbout1973-08-07 Council minutes• MINUTES OF A REGUJ R ifflCIL MEETING JULY 1. y 5 4.00 P,M, The Iowa City city Council met in regular session on ,the 31st 'day of July, 1973,at 4:00 P.M. in the Council Chambers of the Civic Center.Mayor Brandt presiding. Members present: Brandt, Connell, Hickerson and White, (4:12). Absent: Czarnecki. The invocation was given by Msgr._ Cletus Madsen of St. Wenceslaus Catholic Church. The Clerk noted a correction on Page 4, Line 18 to read 22 1/2 feet', and it was 'moved by Hickerson and seconded by Connell that the minutes of the regular council meeting of July 24, 1973 be approved subject to correction.' Motion carried. It was -moved by Connell and seconded by Hickerson that the'm'inutes of the Parks and Recreation Commission meeting of July ll, 1973 and the minutes of the Planning and zoning Commission meeting of July 26,',1973,be received and filed. Motion carried. It was moved by Connell and seconded by Hickerson, to adopt the Resolution to issue Cigarette Permit for Rochester Avenue DX, 2233 ',Rochester Avenue. Upon roll, call Connell, Hickerson and Brandt voted 'aye', Czarnecki & White absent. Motion carried. It was moved by Connell and seconded by Hickerson to adopt the Resolution to refund cigarette permit for the,Blue Raider, 329 South Gilbert. Upon roll call Hickerson, Brandt and Connell voted 'ayes', Czarnecki and White ,absent. Motion carried. It was moved by Hickerson and seconded by Connell that the letter from Scott Barker, Attorney for Bryn Mawr Heights concerning readings', of the Ordinance rezoning Part Five from RIA to RIB zone, be received' and filed. Motion carried. It was moved by Connell and seconded by Hickerson that the petition from local property owners concerning use of residential property at 3104 Alpine Court for a sanitation business by Ralph Schuur, be received and filed and referred to the city Manager for report back to the Council. Motion carried. It was moved by Hickerson ,and seconded by Connell that the letter from Pamela Ruda Concerning suggestion for parking on Carriage Hill Street be received and, referred to the City or recommendation back Manager and Director of Public Works f to the Council. Motion carried. . It was moved by Connell and seconded by Hickerson that the letters from Eric Schiller and the Donald Evans', Jr. concerning a recycling project in 'Iowa City be received and filed: Motion carried'. Page 2 COUNCIL MINUTES JULY 31,-1973 • it was moved by Hickerson and seconded by Connell that the two letters from Jim Ryan, PAT Coordinator, concerning the Landlord-Tenant ordinance and the Iowa City Housing Commission, be received and filed. Motion carried. After discussion and comment by the Mayor concerning-the Council registering a protest to any increase of electrical charges, it was moved by Hickerson and seconded by Connell that the letter from,D.R. Stichnoth, Vice President of Iowa-,Illinois Gas and Electric Company, concerning notice of revision to electric rate schedule, bereceivedand filed and referred to the City 'Manager and the ,City Attorney for study and reporting', recommended action for the Council.Motion' carried; It was moved by Hickerson and seconded by Connell that the letter from J.R. Warner,i-ASC, :Inc. concerning parking on 600 Block of South Dubuque, be received and referred to the City Manager for specific inclusion in connection with review'; of all - parking and metering south of Burlington Street in the Develop- ment area. Motion', carried. Councilman Yhite arrived, 4:12 P.M. It was moved by Connell and'seconded by 'Hickerson that the letter from the Mayor and Council Members of the City of Coralville thanking the Iowa City, Police Department for ;their help ,during the Coralville Centennial, be received and filed. Motion carried. The Mayor advised that as the amendments had not been incorporated into the Ordinance and due to the vacation schedules of Councilmen, he would like to have the 2nd reading of the Sign, Ordinance deferred. It was moved by Hickerson and seconded by Connell that the second reading of the Sign Ordinance`be deferred. Motion carried. It was moved by Connell and seconded by White that the rules be suspended and the Third reading of the Ordinance Re- zoning -Tisinger property at 812 Second Avenue from R1A,to R2 Zone, be given by,title 'only. Upon roll call Hickerson, White, Brandt' and Connell voted 'aye', Czarnecki absent. Motion carried. It was moved by Connell and seconded by White to adopt the Ordinance.' It was moved by Hickerson and seconded by Connell that the rules 'be'suspended and the third reading of the 'Ordinance Re- zoning Lots 5, 6, and 8, Block 5, EIC Addition, from RIB to R2 zone be given by title only. W Page 4 • COUNCIL MINUTES JULY 31, 1973 • It was moved by White and seconded by Connell to adopt the Resolution Approving the final plat for Court Hills -;Scott Boulevard Addition, Part 1. Upon roll call Hickerson White, Brandt and Connell voted 'aye',Czarnecki absent. Motion carried. City Manager Ray Wells reported on the recommendation from the Parks and Recreation Commission concerning a.request to use a vacant lot at 333 South Lucas Street as a basketball court.- It was moved by Connell and seconded by White that the recommendation from Parks and Recreation Commission be 'referred' to the City Manager and City Attorney for further report to the Council. Motion carried. The City Manager also reported on his memo of July 27th on the establishment of.a 911 Emergency Telephone Number for Iowa City, and recommended implementing this 'service with the publication of the December 1974 telephone directory. It was -moved, by Hickerson and seconded by Counnell that the'CityLManager be authorized to pursue establishment of the '911 Emergency Telephone Number with the phone company. Motion carried. The Mayor announced that this was the time set for public hearing on the Resolution of.Necessity forthe Transit Building Modification Project. There being no interested persons present to speak for 'or,against the project, the Mayor declared the, public hearing closed. It'was 'moved by Hickersonand seconded by Connell to adopt the Resolution of Necessity. Upon 'roll call White, Brandt, Connell and Hickerson voted ''aye';, Czarnecki absent. Motion carried. The Mayor noted that at this time concurrence had not been received from the Department of Transportation on the plans and specifications, so the public hearing on the plans could not be held. Director of Public Works Ralph Speer advised that bids' would also be delayed. It was: moved by Hickerson and seconded by Connell to set a 'public hearing on the vacation of a walkway in Oakwood Addition, Part 6, made necessary by the replatting of a portion'of the Addition, on August 28, 1973 at 4:00 o'clock':in the Council Chambers. Motion carried. It was moved by Hickerson and seconded by Connell to reset a'public hearing on the vacation of the Alleys in Pleasant Place, Second Addition, on August 28, 1973, because of incorrect legal description furnished. Motion carried. City Manager ,Ray Wells reported on a request from the Transportation Security Division of the University at 131 South Capitol t p o eliminate threearkin p g meters for loading and to • reduce three additional meters to a 30 minute time limit. It was moved by White and seconded by Connell to approve the request. Motion carried, Hickerson abstaining. Page 5 COUNCIL MINUTES JULY 31, 1973 • The City Manager also reported on implementation of a temporary parking program on the 'vacant former Moose Club parking lot at the corner of College and Clinton Streets, and presented the Resolution Establishing Public Parking, 30 spaces with two hour parking at 15t per hour meters. It was moved by Hickerson and seconded by Connell to adopt the Resolution. Upon roll call Brandt, Connell,, Hickerson, White voted ,'aye', Czarnecki absent. Motion carried. Max Yocum appeard questioning action to be taken on Lafayette Street and bridge. Mr. Speer outlined previous City actions and stated that no boards would be put on ',the', bridge. The Mayor suggested that he and Mr. Yocum inspect,, the area. It was moved by Connell and seconded by White that the meeting be adjourned. Motion carried.'
