probably occur during August or September.

to Progressive Housing of San Diego,, Calif.' Motion
carried with all: in favor.

The Coordinator stated that the Lease ;and Sublease
used by i:he.;LHP;'-perhaps;could,itemize-responsibilities
of tenant/landlord rather than -have these responsibilities
found` in. paragraph` form. Also ';lay terminology would
benefit comprehension of'the terms of';the leases.
Further discussion was tabled°for after thewJoint Meeting.

New Performance Standards
�I
The provisions'of 40 CFR § 60 (1972) require that the states;
implement standards for performance for certain new sources as
i
specified in the above reference. These sources include fossil
fuel -fired steam generators, incinerators, portland'cement ;plants,
i
'!
nitric acid plants, and sulfuric 'acid 'plants. The Department
i
has proposed a rule change,to include these standards of performance
I
for new sources as apart of the Rules; and Regulations Relating
'
to Air Pollution Control. 'The changes, considered include I:
i,
revisions in Subsection 2.1(2),Existing equipment, and Subsection
4.1(1) Application. .The rule changes as well as the standards
of performance for.new sources will have an effect on several of
the control strategies included in the Implementation Plan'. However,
because these, standards apply primarily to the larger sources,
their impact upon the applicable control
strategies, will provide
a more pronounced reduction in emissions than currently predicted.

Since it would be difficult to predict the effect of these

standards, the control strategies will be left as they are, '.
