HomeMy WebLinkAbout1973-08-14 Council minutesMINUTES OF A REGULAR COUNCIL MEETING AUGUST 7, 1973 4:00 P,M, The Iowa City City Council met in regular session on the 7th day of August, 1973 at 9:00 'o'clock P.M. in the Council Chambers of the Civic Center. Mayor Brandt presiding. Members present: Brandt, Connell, Hickerson.,' Absent: Czarnecki and White. The invocation was given by Rev. 'Jack Zerwas,'First Presbyterian Church. It was moved by Hickerson and seconded by Connell to consider the amount read a full reading', and to approve the minutes of the Council meeting of July 31, 1973, subject to correction: Motion carried. It was moved by Connell and 'seconded by Hickerson to'defer approval of the bills until after item 19. Motioncarried'. It was moved by Hickerson and seconded by Connell to receive the minutes of the Iowa City Housing' Commission meetings of July 5th and July 18th, and the Iowa City Human Relations',' Commission meetings of July 16th and ,July 30, 1973. Motion carried. It was moved by Connell and seconded by Hickerson toadopt the 'Resolution to Issue Cigarette Permit to Russ' Super' Standard. Upon roll call Brandt, Connell and Hickerson voted 'aye', Czarnecki and White absent. Motion carried. It was moved by Connell and seconded by Hickerson to adopt the Resolution approving the Class C Beer Permit' application for Hy -Vee Food 'Store, 227 E. Kirkwood'. Upon roll call Brandt, Connell and Hickerson voted 'aye', Czarnecki and White absent. Motion carried. It was moved by Connell and seconded by Hickerson to adopt the Resolution approving a Class B Beer Permit application for the State Board of Regents at the Iowa Memorial' Union, at University of Iowa. Upon roll call Connell, Hickerson and Brandt voted 'aye', Czarnecki and ,White absent. Motion carried. It was ,moved by Connell and seconded by Hickerson to adopt the Resolution approving a Class C Beer and Liquor Control License application for Donnellys,'119 South Dubuque. Upon roll call Hickerson, Brandt and Connell voted 'aye', Czarnecki and White absent.: Motion carried. It was moved by Hickerson and seconded by Connell to adopt the Resolution approving a Class C Beer and Liquor' Control' License Application for Fox 'N=Sams, Inc.,` 330 Washington. Upon roll call Brandt,, Connell and Hickerson voted 'aye', Czarnecki and White absent.' Motion carried. It was moved by Connell and 'seconded by Hickerson to adopt the Resolution approving Class B Beer Permit application for Pizza Hut, 1921 Keokuk Street. Upon roll call Brandt, - Connell, Hickerson voted 'aye', Czarnecki and White, absent. Motion carried. It was moved by Hickerson and seconded by Connell that the letter from Edward'Schaack concerning a recycling project jfor Iowa City, be received and filed.Motion carried. It was moved by Connell and seconded by Hickerson that the letter from Leo Morrissey, BPO Elks Lodge #590,' withdrawing :the Elks application for a Sunday Beer and Liquor permit, be received and filedl Motion carried. The City Attorney was advised to still seek the Attorney General's opinion. It was moved by Hickerson and seconded by Connell that! the letter from Donald Canney, inviting City officials to.,Annual Conference and Governmental Workshop of League of Iowa Mun- icipalities in Cedar Rapids, October 3rd through the 5th,, be received and filed. Motion carried It was moved by Hickerson and seconded by Connell that the letter of resignation from Robert L. -Morris from the Johnson County Environmental Quality Commission be 'received with regret and Mr. Morris be thanked for his services, car to convey best wishes for improved health. Motion carried. It was moved by Hickerson and seconded by Connell that the notice of public hearing from Bryce Harthoorn, Iowa Department of Environmental Quality on air pollution control as related to proposed rules and related amendments to the Implementation Plan, September 12th, be,received and referred to the City Manager for advise to the Council on its implications, and ,a copy, sent to the Johnson County Commission on Environmental Quality. Motion carried. ` It was moved by Connell and seconded by Hickerson that the letter from John Amidon, Administrative Assistant to the 'Johnson County',Board of Supervisors requesting ,the 'citytolinvestigate the possibility' for use by the County Government of Harrison Street, between ,the Court House and the Federal Parking Lot, be received and the City Manager be directedlto,contact the Chairman of,the Board of Supervisors to see if this is an official request from the; Board. Motion ca rried. it was moved, by Hickerson and seconded by Connell that the letter from Adrian Anderson, State Historic Preservation Officer, stating that the College Block Building has been designated a National Historic Place and has been :entered. in the National Register of Historic' Places; be received and filed. Motion carried. It was moved by Hickerson and seconded by Connell that the letter from Robert Hays, Executive Director.of«the ,League of Iowa Municipalities, notifying the City of the approval of a $5,000.00 grant to be used in development of the City's personnel office, and stating the procedures to be used for the receipt of'this 'money, be received and filed. The, City Manager commented that Iowa:City was chosen from among several applicants. Motion carried. It was moved by Hickerson and seconded by Connell that the letter from 'Roland Lefebure; District Director M.D.A.A., Inc., extending an invitation to the Mayor to appear on the New Jerry Lewis Labor Day Telethon, bereceivedand filed, and the Mayor encouraged to participate. Motion carried. 'It was moved by Hickerson and seconded by Connell that the second reading of the Ordinance Amending Zoning Ordinance Establishing Standards and Requirements for Signs, be deferred to August 21, 1973 meeting. Motion carried. City Clerk Abbie Stolfus gave the second reading of the Ordinance Rezoning Bryn Mawr Heights, Part 5, from R1A to R1B' Zone.
