Mr.;l9hite,explained that this was done intentionally clue to the number
ofrloca l governments in Area X. He°.stated.that a routine opinion.of
the Attorney General concerning the 28E had been.requested. .;Mr. White
stated that as Chairman he will try,to eapidite the opinion since`'
certification and 701 funding are dependent `on the outcome. He alsoIL
reported:;that staffing,of the ECIARPC will not be necessary for the
initial six months, and that:further reports will be forthcoming.
