Mr. Mayor and City Council:
On the evening of November 7, 1973, the Iowa City Clinton
Street
Tenant's Association met with a representative from the
Old Capitol Business Center Company. At this meeting, Old Capitol
opened the meeting with an encapsulated history of the Iowa City
urban renewal project from the early 60's to the present time;
followed by a description of their proposal to you, the City Council,
on October 18, 1973.
After a closer and more detailed discussion of the proposal,
paying particular attention to the proposed "University Plaza"
(since we, the businesses of this association could and might
conceivably, relocate there), we the Iowa City Clinton Street Tenant's
Association would like to address the following three points to the
council:
POINT ONE. As a viable working solution to,the redevelopment
of down town Iowa City, and taking into consideration the needs of
all of Iowa City, we feel that this proposal is a productive piece
of work. Not only does this proposal rebuild down -,town Iowa City,
it does it in a way that includes the pedestrian, existing public
transportation, and the much needed parking for the motorist as well.
To do all of these things and still come up with a proposal that is
in keeping with everything which make Iowa City, Iowa City, makes us

feel the proposal is the 'roduct of great effort and close study.

are very serious and major points that
need closer and more detailed
by this Council before their final approval
study and investigation
is given. For instance the problem of lotw rent or low income
housing. At this point in time it would appear that many of these
points will require very careful negotiation. We are also concerned
about the future of the autonomous small business man in downtown
Iowa City. We urge this Council to be diligent and to continue to
seek input concerning this proposal from as ,many and as diverse
sources that is possible before making this historic decision.

As most ,of you are aware the city of Iowa City
employees have formed a chartered union with the
American Federation of State, County and Municipal
Employees, AFL-CIO.
The purpose of this union is to bring about an
employee, employer relationship, whereas the Iowa. City
employees would have a say on matters pertaining to
their job security, safety and working conditions, and
other matters concerning their employment.
At this time the employees of Iowa City request
that the City Council appoint a committee to meet and
earnestly act upon issues brought before the committee
by the employees.

ISSUES I
Two questions were asked to determine the strength of ,local issues.
The first was an'open'ended to allow for spontaneous suggestion. A
given issue was then assigned two points if it was mentioned in this way.
The second question was used to allow the individual to select from a
list of issues. ''Because the individual was given a cue to respond, the
answer here was assined pnly'one point.' Each issue was awarded points
only once even though it may have been mentioned more.than`once by an

Explanation and Cost Analysis of,One Alternative
Iowa city currently provl-,a-- qarbage pick-up to 8,345 hou90-
holds. If one trucko flat bed or ptt�.i_qr' were to be used to
pick up only newspapers running 10 routes'- a two week poriodv
each route would have an anticipated 584 stops P- -a-v. (This
assumes 70% of the houseblds cooperating. 8345 4 10 routos times
70% cooperation= 584 stops) Tbo city estimates that for a 20 yd.
packer with 3 man crew and curb line service the number of
stops would be 569; this compares favorably with our estimate of
584. Each household would be serviced every two weeks*
The city estimates thai the total cost per collection day
for one 20 yd. packer with a 3 man crew to be $124.66. This
figure can be reduced with the use of a 2 man crew and,a packer
or covered flat bed truck. Because of less weight per pick-up,
a 2 man crew could be used in place of a 3 man crew.

per ton) equal $15-42, per day.

Total savings per day = 2.06
If we include magazines and other grades of paper',in the
pick-up the voume and income would be increased. Furthermore,
this is a service that is not subsirli7,ed by the property owners

Gentlemen:
We presently have under construction at 1221 and
1223 East Bloomington, a duplex. We have proposed, that
the sewer line to this facility be connected to a line
which runs throughthe property at 1222 Rochester' Avenue
and which served a building formerly located on the
duplex lot.
We have been advised that permission for this
connection would need to be obtained from the City Council.
We are the owners of both of the properties in question.
The alternative to such a hookup is an angular connect-
ion running in two directions for a distance of approx-
imately 150 feet as opposed to a straight connection of
10 to 12 feet which we are proposing.
Your early attention to this request would be
appreciated.

The City Center Association would 'like permission to use the vacant
lot on the corner of Washington and DubuqueStreets during the holi-
day,season. We have contacted the City Administration previously and
find them agreeable with our proposal.
We would need the lot from November 19 thru December,29th and would
use it for all or 'part of the following purposes:
1. Park a camper or house trailer on the lot to be used for a

Thank you very much for your letter.
I certainly share your belief that Community Development
legislation is necessary. A Community Development and Housing
proposal is being "marked up" in the Senate Housing Subcommittee
and may be reported by the end of the month. Because of the Sub-
committee's intention to combine housing and community develop-
ment, and the Administraticds reluctance to move on housing pro-
grams, developing a bill which would be acceptable to the Admin-
istration is difficult. Further impoundments must be avoided.
I deplore the impoundments of funds for city programs, as
you know, and agree that cities need attention --not a moratorium
on concern. I hope that rapid, effective action by the Subcommittee
will get the programs moving again.
Thanks again for taking the time to write. I hope you'll keep
me informed of your views on issues of mutual concern.

wish to add Dennis.Kraft, but thus far questions at meetings haven't
emphasized that element. We can make that decision a little later.

On a continuing basis the Department of Finance, with assistance from the
Department of Community Development, provides administrative review of the City's.
parking system. The purpose of this memorandum is to document certain changes
that have taken place in the area South of Burlington Street generally between
Gilbert Street and Madison as identified by administrative review, and to reco-
mmend specific parking controls to accommodate those -changes.
During the past year this particular study area has experienced the following: -
1. The utilization of parking meters in the Southwest part of the study area
(Madison, Harrison, Capitol) has declined to the point that the meters are
now serving as no more than no parking signs for most of the day. .Revenues
are downconsiderablyin this area and the incidence of meter violations is
-increasing resulting in a non-productive use of municipal resources and per-
sonnel without a desirable service being performed.
- 2. The construction of the new Federal Building in the block bounded by Court,
Dubuque, Harrison, and Clinton Streets will result in a major change in
traffic movements in this area. The General Services Administration is
providing off-street parking for both employees and patrons on Clinton
Street between Harrison and Prentiss Streets which will allow greater
flexibility in providing street parking.
Also, the improvement of Court Street to its present width will accommodate
parking on one side from Gilbert to Madison. 'Recent demand for free curb
parking on this street would indicate that some control is desirable.
3. The City _Council and administration staff have received requests for park-
ing controls from merchants and householders on Dubuque Street between
Prentiss and the railroad tracks. This area was the subject of a personal
interview of each of the affected property owners to determine the extent
of the problem -and to obtain input on possible solutions.
Based upon an analysis of the above circumstances the following recommendations
are suggested for implementation by the Council:
Harrison Street-
No.parking anytime, except in the block immediately to the South of the
Court House where ten-hour meters would be retained.
Court .Street -
No parking anytime from Gilbert to Madison on the South side of the street.
On the North side, one-hour meters from Gilbert to the alley West of Gilbert
and five-hour meters from that point to Madison. This installation would remain
in effect until Spring of 1974 when the Burlington Street Improvement Project
will _-necessitate the use of Court as on arterial bypass.
Linn Street -
No change recommended.
Dubuque Street -
No change except the West side between Court and Harrison to be no parking
anytime. On South Dubuque between Prentiss and the railroad tracks it is reco-
mmended that nineteen (19) one-hour meters be installed to accommodate the de-
mand for controlled turnover parking 'in -this expanding commercial area.
