The Iowa City; City Council met in regular session onthe 20th day of November, 1973 at 4:00 P.M.,in the Council Chambers at the Civic Center. Members Present: Brandt, Czarnecki, deProsse, Hickerson, White. Absent: None. Mayor Brandt presiding. The invocation was given by Rev. Keith Gormazano'appeared questioning how many students were on boards and commissions. Fran Bullard also appeared. Nancy Sieberlin ,'co-chairman for Project Green announced receipt of the citation awarded Project Green by the American Horticultural Society as part of its national' effort to combat urban visual pollution, for, Project Green's presentation judged as best calculated to illustrate the link, between'horti culture and environment. Gretchen Harshbarger commented on the 3/4 page in the Sunday New York Times reporting on this; project and award. It was moved by Czarnecki and seconded by Hickerson that the minutes of the meetings of the Johnson County Region N Plannin Commission 10 17 73 and Iowa Cit Riverfront Commission, 10/18/73 be received and filed. George' Bonnett,'' Deputy Director of Public Works called attention to the criteria used to determine speed limits and recommended a'30 mph speed limit on Gilbert St. between US 6 By-Pass and Burlington and a 25-mphspeed limit on Gilbert / between IIur ington Street and Market Street. It was moved by Hickerson and seconded by Czarnecki that the speed limits as recommended be approved. Brandt, Hickerson and Czarnecki voted Jaye' ,,J deProsse and White voted 'no'. Motion carried. Tom Douglass` appeared concerning safety. Mr. Bonnett also gave the report on the traffic control devices at the intersection of Melrose Avenue and Mormon Trek Boulevard and noted that the review indicated si nali.zation :or,the intersection and he recommended this pro'ect for 1974. The Mayor announced that this was the time set for public , hearing on the disposal of the alley_in Block 4 County Seat., l Addition, as requested by the University of Iowa. There being no / interested persons presenttospeak for or against the disposal., it was moved by White and seconded by Brandt to adopt the, Resolution Disposing of the Vacated Alley to the State of Iowa' or use by t e University of Iowa. Upon roll call deProsse, White and Brandt voted 'aye', Czarnecki and Hickerson abstained. Motion carried.' The Mayor declared the hearing closed. The Mayor announced that this was the time set for public. hearing on the 'disposal of the cul-de-sac platted as Marquette Circle in Oakwoods AdditionPart6. The Mayor then declared the hearing closed. •y Page 6 Council Minutes November 20,',1973 Councilman Hickerson advised the Council of his meeting with 'Mr. Jamison of the Cedar Rapids'' Airport Commission concerning the hearing on Nov. 28th on the Environmental Impact Statement for the Cedar Rapids Airport. He suggested that the City Manager review thee statement and theCouncilc' 1 discuss it at the ;next Tuesday informal o al meeting J .',There were no objections from the Council. Councilman Czarnecki requested the status for the First Ave m Project and the Rochester Avenue paving. Mr. Bonnett noted that the d Rochester project was completed except shouldering, and on First l� Avenue ,the major portion of concrete has been poured. City Attorney Jay Honohan commented on the fact .that 'the Rock Island had not begun 'crossing work, and wouldhavea report on this next week. Councilwoman deProsse requested from the, City Attorney, current status'' of litigation pending, The City Attorney noted ,that he had' /. planned to present a report shortly.' It was moved by deProsse and.seconded. by Hickerson that the City buy filing cabinets for use by the two new councilwometl. [P Motioncaried, Brandt and White voting 'no'. Councilwoman deProsseuestioned when the report on Urban Renewal would come to Council, and if her questions would be A,; answered. City Manager Ray Wells proposed a special meeting the first week of December. Councilman White requested comments concerning the legislative liason program. Councilman Czarnecki questioned when the City Manager would - have the collective bargaining report. The City Manager advised he wou repor next Tuesday. City Attorney Honohan presented the draft of the Ordinance concerning School Buses. �G Arie Kroeze appeared concerning the sewer on his Bloomington Street property, requestin that the Council review the matter, —The City Manager stated that he would report on the matter at the next meeting.
