Dear Mayor and 'Council Members:
The University administration has reviewed with the campus planning con-
sultant and the Campus Planning Committee the Urban Renewal proposal sub-
mitted by the Old Capitol Business Center Company.' As ,the character and
quality of the redevelopment program selected will have an extensive im-
pact on the!University, I wish to convey the results of our review for
your consideration.
The proposal is strongly based on the creation of vehicle -free pedestrian
zones which we believe to be a sound planning principle in general and
which is also supportive of the University's posture on pedestrian/vehicular
use of the',campus.
The proposal recommends the closing of portions of Washington, College,
Madison and Capitol Streets. This recommendation is in agreement with
street vacations suggested recently by the University in "A Proposal for
a Pedestrian Oriented Campus."' Furthermore the land use configuration
of the Urban Renewal proposal limits the need for other than emergency
vehicle and public transit access into the campus from the southeast.
The proposal denotes' Burlington and Gilbert as the major arterials for
vehicular movement to and from the Central Business District. In'addi-
tion all proposed major parking would connect to and be fed by one or
the other of these two arterials'. Both the designation of these arterials
and the 'funneling of major parking to them is consistent with the Uni-
versity's "A Proposal for a Pedestrian Oriented Campus" because they de-
emphasize Iowa, Madison, Jefferson and lMarket which go through the heart
of the campus.
The proposal has properly identified Old Capitol as the most significant
landmark in the area and has rather successfully provided a series of
vistas and a sense of its presence from several points within the project
area.
The proposal illustrates both in narrative and graphic form a multi -block
development that generally responds to the existing, scale and massing
of Iowa City and to the adjacent University structures.
The foregoing features of the proposal are consistent with University
objectives, and I am appreciative of this positive response on the part
of the developers to the concerns of the University.

A matter of concern to the University is the need for low-cost housing
within walking distance of the campus' for students and staff. We are
disappointed that while the plan does not preclude the later inclusion
of low-cost or subsidized housing, it does not provide for it at this
time. We hope that the City Council also shares this concern and will
continue in its efforts to provide low-cost housing in the urban renewal
area.
Another matter of concern to the University is our desire to rely on busing
as the principal method of motorized :vehicular movement through the campus
and as a vital part of transportation! within the community to the campus.
We urge the Council to consider our busing concerns in evaluating the
proposal. Certainly an additional issue related to busing is the energy
crisis.
The scale and massing of the.proposeld multi -block development
is responsive
to existing University buildings. The digest specifications for materials
are so broad as to preclude evaluation. We hope that if the proposal is
adopted that the developer will workwith the City and the,
University in
developing a palette of acceptable materials and in their appropriate use.
We request that if the Council elects to accept the proposal the University' :
have an advisory role in its development decisions.

Dear Mayor Brandt;
Pie urge you to support the citizens for a centras shopping
service center, with plenty of easy access for shopping families,
r The two parking ramps will permit a complete central downtown,
for easy, availability to existing, as well as new services which
will grow on our now blank urban renewal areas.
The underground facilities are glens of.the present and future,
enabling ,open spaces as well as housing closer to the services needed.
This is our last chance to use underground spaces in'areas close to
existing as well as reconstructed areas, 'a 1980! plan for us, the
citizens. Let's not lose this marvelous opportunity now.
To see the jammed shopping centers, as well as downtown during
Thanksgiving weekend shows urgent need for greater availability to
central downtown with easy parking in addition to good mass transit NOW.
The crines of the 70swill be past history when completion in 1920
enables citizens to realize the full pleasure and convenience of
the centralized services.
Citizens will LOVE the Covered Mall where fun events will be able to
occur free from elements of weather 12 months of the year. Better yet,
an ice skating rink would even ,further enhance its popularity!
Considering Dubuque, We'erloo, C.B „ Des 14oines, etc., how can
an impact even be mentioned for little Iowa City and our relatively
small downtown area:

The City delayed the Melrose Ave. project pending results
of the Area Transportation Study.Why doesn't the City now
apply the same logic to the Burlington Street project? The
ATS, which the City Staff agrees is important, will provide us
with'a better perspective of Iowa City's transportation needs.
The Burlington St. widening is a major street construction
projeat,,which is a long term commitment and should be
evaluated in light of the long range plans presented in the
Area Transportation Study.( See appendix A, pages 7,8,10 )
The fuel shortage should be viewed as a serious reality
which will have far-reaching consequences for all of Society.'
( See appendix B ) At the appeal hearing the City attorney gave
little credence to the serious implications of the fuel situation.
What evidence does the City staff have to show that the fuel
shortage,will not be long,4erm and will not decrease usage?
Now thatlit is upon us, it will inevitably have an effect
on gasoline supplies and the production of autos as well as other
goods and services. These willall restrict the a5..,e of the car
rather than increase usage.' In Time magazine, Nov. 26, 1973,
it was reported that there is a trend of decreased sales of
automobiles. Ford is down 13.800 Chrysler 19%, GM 5% and s
American Moters,,which;sells compacts is up 20%. These factors
should be carefully analyzed and statistics such as auto
registrations should be re-examined taking into''censideration
the above trends.

Furthermore, it should be noted that there is a national

trend towards increased usage and supportfor, mass transportation,
and efforts to restrict and discourage use of the automobile.
(See appendix C) This trend is evident in Iowa City as well
where there has been a 3-8% decrease in downtown parking as
a result of mass transit and a steady increase in bus
ridership.' We would praise the council for helping to make this
possible.'Also, there is substantial room for expansion, for
example,, this fall when a day of free bus rides was offered
ridership doubled. Furthermore, registration and use of the
bicycle in IowaCityis at an all time high. These trends in
use of alternate modes of transportation come at a time when
we are told that our car registration is at a peak. We are sure
that in the past because4there has been an availability of an,
expanded network of roads and highways automobile ownership and
usage has been facilitated. On the other hand', we might assume
that by making driving more difficult, auto usage will decrease
and bus ridership increase.
We would like to direct, your attention to the graph
showing.the ISPIRG survey of traffic.( See appendix D) This
is a rough survey but it does indicate that most "of 'the traffic'
on Burlington occurs during peak hours i.e. 8,-9 a.m., 12-1, and
5-6 p.m. Many people are asking, is it worth the taxpayer's
money,`to provide a widened facility which is intended to meet
the 'needs primarily of peak loads. Efforts should be made to
try 'to smooth out those peaks, to distribute traffic more
evenly by such means as staggering work hours.',In addition,
by widening the facility you will be generating tripmaking.

Improved auto facilities generate more traffic and at an
accelerated rate. This is an accepted principle of highway
planning. Along with accommodating more carslit can be
expected that accident rates will increase. Efforts should be
made:to restrict auto access and decrease the potential for
accidents.
In light of an expected increased restriction of
automobile usage,( See appendix E, President Nixon's energy
plans) as the price of gasoline and the need for1conservation
of fuel oils increase and in view of other costs such as
land use, air quality and1noise, and safety, we are asking
ation
the Council to look for other means of solving transport
problems instead of street widenings. Methods for doing this
are available but it will mean experimenting and putting aside
the traditional transportation panaceas. We suggesti 1)
-parking meter revenue might be used
expanding the bus system
to facilitate thist 2) offering commuter passes, 3Yencouraging
the use of car pools and 4) staggering work hours. All of these
are ways which could be further developed by the City and could
be used to redistribute existing traffic and to prevent
growing traffic pressures. The savings in terms of saving
energy would be considerable. For example, increasing the
average,auto occupancy to 2.4 for work trips would involve a
savings,of over 9.3 billion gallons annually( over 14% of the
total fuel consumed by automobiles). Doubling transit ridership
(increase 100%) would result in a savings of over 3.8 billion

Neighborhoods United wishes to protest strongly the proposed widening
of Burlington StreeC between Madison and Gilbert Streets for the following
reasons
1. The proposed widening will eliminate sidewalks for 'all practical
purposes. :It will also notprovide for any bicycle paths. Thus, pedes-
trians and birycle riders will be heavily discriminated against - which
is directly contrary to the city°s often reiterated call for a�Ybalanced
transportation system".
2. The present trend is sway`from cars and highways. Gas, rationing and
the energy shortage genera 1).y.. anticipated ccncrete shortage, the
pruposed legislation favoring smaller cars, the announcement'Mandey
(yesterday, Nov. 26),.on ,the public news inedi.a that 247 less passenger
car travel is expected.oper the next year - all these items are harbingers
of a radical change .i.n trars'it mode in the near future. It seem imprd-
dent therefore to 'spend this sum ($420,C00) in view of the fluidity of
the situation.

This plan is presently,lieing examined by the City Council but the con-
tract hes not been Red, _pted; althcagh we are in favor of a strong C. n-
tral businessdistrict, :t seems premature to undertake these street
changes at this time,
