Notice is hereby given that in the Council Chambers
in the Civic Center at -1:00 o'clock p. M., or. the
6th day of December , 1973, the Council of
Iowa City, Iowa, will hold a hearing on the matter of the
issuance of $150,000.00 Bridge Bonds for the purpose of
providing funds to pay a partof the cost of constructing
bridges within said City, and on the matter of the
issuance of $450,000.00 Street Construction Bonds for
t`e purpose of providing funds to pay a part of the cost
of street improvements within said City.
At said time and place any interested persons may
aouear and make such objections as are authorized by statute-

The governing and legislative body of the City consists of a five man council all elected at large with the

GENERAL INFORMATION
Iowa City is located in the middle -east section of the State, lying 18 miles south of Cedar Rapids and 55
miles west of Davenport._ It is approximately equidistant•from-Chicago, Omaha, St. Louis and Minneapolis.
The City became the Territorial Capital in 1839, one year after tlic separation of the Territoryit Iowa from
the Wisconsin Territory. From 1846 to 1857Iowa City was the State Capital Although the Capital was later
moved to Des Moines, Iowa City has continued to grow and prosper as the seat of Johnson County and the
home of the State University of Iowa, the oldest and largest educational institution in the State.

Economics • •
The economy of the area is stabilized, by the State supported, University. Additionally, the University
Hospital with 1,094 beds is the largest short-term acute care bospital in the State of Iowa, the Veterans Ad-
ministration-Hospital (virtually;'across the street from the University Hospital) with 500-beds Wthe largest
short-tens veterans hospital in the State; 'and together'with the'238 bed Mercy Hospital-provide`Iowa City
with the second largest'ntunber of short-tern acute-care beds'of any City (Des'Momes`with 200,58Tpopu-
lation has 285 more beds) in the State and witliout'questioni another very strong support for the local'econ-
omy. The cost'of'new.educational•buildings it the 114edical'Center Campus '"since '3970'has tota1ed'$25
Million and the Hospital is in the process of a $14 Million iezpansion,program'(alrcadyf,funded).

Of growing importance is the enlarging manufacturing base. In terns of Value Added by Manufac-
ture" which the Census Bureau regards as the best measure.of the relative economic importance between
geographic areas, Iowa City is now the 6th ,most important manufacturing city. Growth in terms of value

Note: The Statewide increase in value added was 42.1% over the above period.
The major industrial employers currently include: Stellar Globe Manufacturing Co. with approximately
6.50 employees (Urethane foam' Products)`;' Owens Brush Co.- with'450'employccs (Toothbrushes); West-
inghouse Learning Corporation with 400 employees=(College Testing Forms); Procter & Gamble with 350
employees- (Toiletries); and,; Moore Business Forms with.212 employees. The most recent new industrial
residents include -W-P. Smith and -Company_a subsidiaryof Phillips Petroleum Co. which operates it paper
conversion process,: and a regional warehouse for ff. J. Heinz Co.-At thci1970 Census, a nominal 2.8%. of
the work force was unemployed: which compares favorably to the Statewide average of 3.5%.
:.Iowa City's prosperity is-further enhanced by the modern and-diverse transportation network serving
the City. The Cedar Rapids Airport, located only about 20 miles from' downtown Iowa City is served'by
both Ozark and United Airlines with numerous daily flights available. Rail`servicc'is provided'by the main -
line of the Chicago Rock Island and Pacific Railroad and by a shortline connecting Iowa City and Cedar
Rapids. This connects with mainlines of thc`Milwaukec' Road, the Illinois Central and the Chicago and
North Western. :.

mediately south of Inter -
state Route SO, the ain east-west interstate; highway througli;Io%va There are five interchanges available
to and from Iowa City. In addition, a new north-south superliighway isplanned which will 'come from the
Waterloo arca, past Cedar Rapids, through Iowa City and continue on southeast. Chicago is less than four
hours away %ia the completed Interstate Highway System.
As of October 31, 1973, the three banks and two savings and loan associations in the City reported
total deposits of $14S,353,316 and total assets of S1/77,967,806.

Subject: Street Construction Program, Road Use Tax Funds
The 1973 session of the 65th Iowa General Assembly repealed Section
312.13 of the Code which had required-sission of an annual Budg
ubmet
Report', to qualify for Road Use Tax, allocation. However, Section,
312.12 ,which requires submission of.a Street Construction.Program
remains effective. The Iowa State Highway Commission must certify
to the State'. Treasurer thecities that do not 'comply With Section
rams submitted by December 10, 1973.

The 64th General Assembly passed the "fiscal year ,law placing
political ',subdivisions on,a fiscal year basis:, instead of a calendar
year 'basis. Since the 65th General Assembly ,failed to establish a
study committee to resolve objections to this, legislation, a
transition from calendar to fiscal period prevails and is reflected
in this report. The reporting period is from January 1, 1974 to
June 30, 1975.
