M, The Iowa City City Council met in informal session 'on'the Gth day Of December, 1973 at 1:45 P.m. in the Conference Room at the Civic Center. Councilmembers present: Brandt, Czarnecki; deProsse, Hickerson, White. Others present:Davidsen, Wells, Honohan, Klaus, Bonnett, Hayek, Zelenka, Kraft, Wollmershauser, Nelson, Stolfus. City Manager Ray Wells discussed the question of procedure for the Urban Renewal proposal discussions, and presented staff analysis of the proposal, noting need of input of Council on some items, specifically the need'to resolve one key issue parking. After citing the cost 'estimates for the underground Mall parking, he proposed alternatives, l) parking on top of the Mall, 1000 spaces -700 spaces at hotel -500 on -street spaces. 2) keeping the housing area south of Burlington and parking there, 3) or a ramp next to the Lindquist Center, with skyway to the 'Mall. He stated that maintenance costs for underground' would be three times that for above ground, because of lighting, ventilation, and safety. He noted that the Washington Street project could start this summer. The Council discussed the placement of the ramp; air -rights; Sioux City ramp; relationship to mass transit, a possibility of eligibility for 808 federal funding for physical facilities; commitment to provide 2200 spaces; when ramp would be built, if agreement on placement above the Mall; need for citizen reaction to the alternative proposal; and agreement on proposal contingent upon HUD environmental impact statement publication. on. Freda Hieronymus commented on the necessity for the second ramp, and the need for Council's indication that Old Capitol Development Company had presented an acceptable plan. MayororBrandt noted general concensus of the Council and advised Mr. Meyer to analyze alternative parking ;1 with their proposal. The City Manager stated that he would go ahead with the air - rights consultant.
