Old Capital U. R. Development Plan
My name is - Richard W. Burger - President of the Iowa City Chamber of
Commerce - and I wish to address the City Council for support of the Old
Capital Corporation plan for the renewal of the downtown of Iowa City.
After ten years of sometimes very flustrating study, meetings, court
battles, total citizen input, and the like, I feel we have finally succeded'on
providing a very acceptable Urban RenewalPlanfor the downtown of Iowa City.
This plan is well conceived, very well planned and we are indebted to Old `
Capital Corporation and theirdevelopers for the excellent plan on which their
bid package is based.
This development is very compatable with the adjoining University of Iowa
and accents our major industry. The concept of pedestrian oriented is excellent,
Can we imagine no cars within the ,Core of this area, and truly a pedistrian"
oriented area? This is a downtown Iowa City that we can all be proud of in the
years to come and for our children and grandchildren and theirs. I'would be
very proud to say to my grandchildren - look what the progressive Council of
the year 1973 gave to you a well planned# pedistrian oriented, pollution
free downtown shopping center intermingled with business offices, a beautiful
hotel, open space, greenery, and all the'emenities that could be desired:
With this, concept and plan - or any 'concept it is essential that parking
ramps and/or surface parking be provided ,for car "storage" for this area; for
whether people like it or not the automobile is here to stay until something
is substituted 'for it, and I do not mean public transit for the vast majority
of the citizens of Iowa City. This bid package# if approved by the City
Council# will be built over a six year period and the Old Capital Croup has
on file with City Officials a check in the amount of nearly a quarter of a
million dollars to back up this proposal.
There are, naturally# as in any project of an size# certain problems to be
worked out that are 'really unforseen at this time. Should the acceF` nce of this
program by the Council really be based on the ,time of removal of the nton St.
Mall, and other now unimportant minor considerations that will be worked out -

or should the decision be based on the total concept for downtown Iowa City?
I do believe the answer is obvious.
I would hope that eve member of the Iowa City Chamber of Commerce would#
ressure is necessary on each and all Councilpersons
if necessary# exert whatever p.
to accept this program so we can finally get on with this development! We have
waited long enough# we have an excellent proposed plan that will be built, if
approved. The Iowa City Chamber of Commerce cannot stress strong enough it's
support for this program and strongly urges the Iowa City City Council to accept
this proposal and finally get the job done!

I am speaking as a representative of the Iowa City Clinton
Street Tenants' Association.
A few weeks ago we spoke to you informing you of our

approval of the physical concepts of the Old Capita
Redevelopment program and of certain reservations within
their proposal. We also, indicated our strong supoort of
the immediacy of the project,. presently we would like
to reiterate our concern for this.
As businesspersons, we are much, concerned with the growth
of downtown Iowa City in general
of our businesses and that
since both are inevitably, linked. In Iowa City we have,seen
only change, or in the visual sense, degrowth. At this
uoint in time Iowa City is occupied by useless and senseless
vacant lots. !his trend, as we are sure ,you will agree
must be ,reversed. As citizens we Wnt very much to be proud
of our town,Iowa City. 'de want an Urban Renewal that will
have accomp]lshed its purpose and goals of a revitalized
downtown Iowa City. As businesses, we want to be a part
of this new downtown.

However, it seems that we are no closer to a solution than
we were ten years ago• We once again urge the council to take
whatever immediate steps necessary to encourage a commencement
of whatever program they decide will benifit downtown
Iowa City as a whole.
A weeks delay will surely cause a months del.y, a months
delay, a years.

Dear Mr. Wells and members of ,the City Councils
Project GREEN welcomes, an opportunity to comment
on the Bid Proposal of the Old Capitol Business Center
Company for Downtown Re -Development.
The advantages of a unified and comprehensive
design approach and the efficient completion of the total
project that is possible under -the,"single developer"
concept make this proposal a'desirable direction for the
city to take in downtown re -development.
Project GREEN commends the proposal for itsl
provision of environmental amenities its interest in 'preserving vistas -
. and its emphasis of Old Capitol as the land-
mark that it so magnificently is.
We are pleased that much attention has been
given tat
vehicle -free zones through vacation of streets
pedestrian walkways -
limited vehicular access to some streets -
accomodation of bicycle traffic
-
open,''spaces on Capitol St. and Dubuque St.
the concept of a sidewalk cafe and
. the open space around the proposed hotel.
The inclusion/ of loading dock areas to get the
necessary but unattractive and inconvenient service to
retail establishments out of sight of the shopper and pedes-
trian is most commendable and certainly necessary.
Project GREEN wishes to re-emphasize its concern
for the use of mass transit to make the CBD an accessible
shopping center and to reduce the use of the automobile

not only in this time of crisis but for the future. We
believe that the pr.r,.,A-sion for an inter -state bus depot
(along with the antie,-ne.'ed,city development of the local
bus system as economic.=Liv feasible) will improve"the
transportation system.
The encouragecaer,t of the use of a variety of
textures:
. for pavan. •- and sidewalks
for screening - fencing -
earth berms - landscaping and water features -
is highly desirable. Project GREEN is also concerned_the.t
the choice of lightino and street furniture should reflect.
the highest "level of design.
We strongly believe that Iowa City has an
interesting and historically significant character as
Iowa's first capitol .and seat of its first university.
Appreciation for this heritage and cultural tradition
deserves expression in a distinctive design achievement
as re -development takes place.We would firmly expect
this to be reflected: through the employment of professional
designers in the fields of architecture, landscape archi-
tecture and graphics. These services should be coordinated
in all phases of the re -development.
Project GREEN BELIEVES THAT SUCH A PLAN WILL
ENCOURAGE THE DEVELOPMENT OF THE CBD AS THE COMMERCIAL,
SOCIAL AND CULTURAL HEART OF THE REGION. WITH THE
VITALITY INHERENT 'IN'SUCH A PLAN, IOWA CITY'S DOWNTOWN
CAN PRESENT THE IMAGE OF PRIDE THAT ITS CITIZENSIHAVE
EXPRESSED SO OFTEN,IN THE LAST DECADE OF ANTICIPATED
CHANGE IN THE CITY CENTER. WE FEEL THAT THE REALIZATION
OF THIS PLAN WOULD'ESTABLISHIA NEW CONSCIOUSNESS OF CIVIC
DESIGN. THIS DESIGN CONCEPT COULD ULTIMATELY BE EXTENDED
TO INCLUDE THE ENTIRE CITY.
We shall continue to oive attention to the progress
of the downtown redevelopment and to commit our resources
of involvementtowards achieving a quality of environment

Statement on Urban Renewal

The League of Women Voters has supported urban renewal for Iowa City
for many years. In 1966 we arrived at a statement of principles and
guidelines for the redevelopment of the Central Business District.'
recent series of meetings devoted to consideration of urban renewal con-
firmed that there continues to be a League consensus in support of urban
renewal.
The redevelopment proposal now under consideration by the Council
is in conformity 1, with most of the principles comprising the League

Dear Mayor Brandt;
This will be to advise you that I represent Mr, and Mrs.
Milton Rosenbaum who are the owners of the following
described property:
Lot Five (5) in Block "J" in Black's Park
Addition, Iowa City, Iowa according to
the recorded plat thereof.
The above described property is located on the east side
of Hutchinson Avenue, north of Park Road.
At one time, apparently over 20 years ago, an extension'
was made on the residence located on this property and
apparently a portion of this extension is located within
the 60 foot right-of-way', of Hutchinson Avenue.,
This matter obviouslycreates problems as far as the
Rosenbaum's are concerned In any future sale or financing
of this property.
The purpose of this letter is to ask that the east 10 feet of
the south 120 feet of Hutchinson Avenue north of Park Road
be vacated.
This will leave available right-of-way of 50 feet for the first
120 feet and for 60 feet thereafter to the north.

This letter will be to advise you that Doctor and Mrs.
Skaugstad join in this application to the City Council
for a vacation of the east 10 feet of the south 120 feet
of Hutchinson Avenue north of Park Road provided that
they receive written assurance from the planning and
zoning commission and the City Council of Iowa City
that any future application for a proposed subdivision
of their tract of property would not be denied on the
basis that the'' south 120 feet of the Hutchinson .Avenue
right-of-way is only, 50 feet wide.'
Mr.` Philip A. Leff is the attorney for Doctor and Mrs.
Skaugstad and Phil and I, will cooperate with the City
Attorney, the Planning and Zoning Commission and the
City Council in order to expedite this matter.
The legal description of the Skaugstad tract is as fol-
lows:
Commencing 120 feet cast of the S.W. corner
of Black's Park Addition to Iowa City, Iowa,
according to the recorded plat thereof, thence
N. 170 feet, W. 120 feet,, East 390 feet, South
380 feet, and then West 270 feet to the point
of beginning. Also commencing 60 feet N. and

Dear Mayor Brandt and Council Members:
Recently we borrowed some wheelchairs from University Hospital
and spent a day "negotiating" downtown Iowa City while confined to
them. We tried to do simple things like - buy a stamp, make a
phone call, go to the bathroom, do some shopping, etc. These
simple tasks were either extremely difficult or impossible to carry
out. As a result of our experiment, we would like to offer these
observations:
1. The curbs are too high. Is, it possible to build
small cement ramps at the side of each corner?
2There are no restroom facilities that can accommodate
wheelchairs.
3.' All the phones are 'either too high or enclosed in
booths.
4. The downtown theatres are not set up to accommodate
wheelchairs. Would it be possible for the theatre
owners to remove 2 or 3 of the back' row seats so
that wheelchair people could see a movie?
S. We think a directory indicating the location of
facilities and a guide to easily accessible businesses
would be an asset to wheelchair people. We would be
tilling to put this directory together with your help.

Subject: Traffic Control Device
Gentlemen:
I -have been in my present position with the May Flower Apartments
for one year. During this period of time I have observed an ever
increasing need for a traffic control device at this point of North
Dubuque Street. Although the speed limit is posted for 35 miles
per hour, at any given time one can observe traffic (cars, buses,
trucks)exceeding this limit.
The May Flower Apartments currently has approximatley,500 residents
including' children. Many of the residents are dependent upon, city
transportation and must cross North Dubuque Street to obtain a ride.
Further, since we now have children, many of them must cross this
busy, fast travelled street, especially during peak traffic flow
periods. To my amazeinent, we have not had a pedestrian accident
yet, but I am sure with the increase of traffic, residents of the
May Flower and more children, this will be an eventuality.
One only has to observe the almost weekly appearance of -,,the city
Police in action or else the daily flow of traffic to understand
why this request is being initiated.: As you are aware, this loca
tion is near the exit and entry of Interstate 80 highway. Drivers
are either still speed conscious after leaving the interstate or
else thinking they are out of the city and can speed up to reach
interstate.
Therefore, for the protection and safety of not only residents of
the May Flowea. but citizens and students, request evaluation and
positive action be taken to install:
A. A push button traffic control light at the cross walk in
front of the May Flower on both the East and West side of the
street.
B. Or a time controlled traffic control light at the same
location mentioned in (A.) above.

The League of Women Voters of Johnson County has a long-standing
committment to the importance of boards and commissions as a method for
citizen involvement in local government. In view of the study of boards
and commissions now being conducted by the Council's Subcommittee on
Rules, the League would like to inform you of the consensus reached two
years ago by our members after conducting a survey on the operation and
procedures of local boards and commissions. The following statements
comprise that consensus:
I. Meeting procedures of boards and commissions
Agenda should be published in the newspaper or at least mailed
to commission members before regularly scheduled meetings.
Minutes and other public records should be on file in the
Civic Oenter and Public Library.
II. Appointment and removal of members
Vacancies should be well publicized.
Appointments should be made on the basis of;
1) an individual's proven interest in the community and
demonstrated knowledge and/or interest in the area of
concern of the board or commission;
2) the goal of including members representative of a
broad range of socio-economic groups in each board
or commission.
A policy and mechanism for commission or board member removal
should be established.
III. Training
Each new member should be given: bylaws, regulations and pro-
cedures and short history of the board or commission.
Each year the board or commission and staff should discuss
policy formulation in relation to the local decision-making
framework.

better function as an avenue for valuable, informed citizen participation
in the local decision-making process.

Our office represents Dr. and Mrs. Charles Skaugstad who own property
abutting that of Mr. Rosenbaum on both the north and the east.
The purpose of this partial vacation request arises from the fact that
a portion of the Rosenbaum house is located in the Hutchinson Avenue
street right of way,
The Skaugstads desire to cooperate in the Rosenbaum's request with one
reservation.This portion of Hutchinson Avence located north of Park
Road furnishes access to the rear part of the Skaugstad property. The
Skaugstads have engaged the services of Lane Mashaw to prepare a proposed
subdivision to be located on that part of the Skaugstad property. That
subdivision's access will be furnished through this portion of Hutchinson
Avenue.
The Skaugstads wish assurances that the vacation of the portion of
Hutchinson Avenue as requested by the Rosenbaums will not jeopardize their
ability to use this roadway as access to their proposed future subdivision.
We therefore request that the minutes of the council meeting and the
resolution vacating the portion of the street right of way as requested
indicate that the council approves the vacation request based upon the
fact that a remaining unvacated portion of Hutchinson Avenue located north
of Park Road will provide sufficient public road access to the above
referred to future subdivision.

In the last analysis the data gathered' through this unit's operation
should be of instructional benefit for law enforcement throughout the

Listed below is the information that I have obtained from the County
Court House and our utilities division. It appears the property in question,
1329"Ester Street, was purchased by Mr. Kenneth & Grace Gibson on July 20,
1973, from Mr. Terry R. 6 Penny Cox. The property was then sold from Kenneth
Gibson to Mr. Robert Gibson on August 2, 1973. Our utility department records
do not show any transferof the utility responsibility from Mr. Cox to either
Kenneth Gibson or Robert Gibson. We at present have a $30.10 outstanding
charge against the account and have no way of differentiating the utility
bill for the Gibsons as opposed to Cox. An arbitrary proration of the July -
September bill based on days of ownership would result in a $7.75 charge to
Robert Gibson, $1.34 charge to Kenneth Gibson, and a $21.01 charge estimate
against Mr. Terry Cox. It has been our practice in the past to write off
theexpensesincurred by:a prior,property owner if we felt that the new

RE: Service Request from Ms. H. W. Hann
Triant,le Place is a small drive with two iron gates at its`,
entrance marked "PRIVATE DRIVE" and "NO PARKING" Until last'
week, the proper stop had been about 40 feet east of there at
Woolf Avenue. Most dri*-rers are familiarwith Me. Hann and have
been picking her'up at Triangle 'Place rather than the proper
stop.
With the addition of a separate left turn lane on Melrose, 'a
bus stopping at either Triangle Place or Woolf would then have
to, make a left turn from the right hand traffic lane. Since
traffic can be heavy; on Melrose,I feel that we would be taking
an undue risk of accident or injuryto regularly stop at Woolf
Avenue or Triangle Place.
Die. Hann may board the bus by crossing Melrose about 80 'feet
from, her house or; if she would rather not cross a street, by
walking about 5 houses west to the Stadium Park stop.

Dear Mrs. Hann:
I received an explanation from the Transit Superintendent con-
corning the bus stop situation and his communication with me
was essentially what`I had indicated to you in our telephone
conversation on December 3.The traffic situation on Melrose
in the area of Woolf and Triangle Place is such that it was
felt that undue risk oflinjury,or accident might occur if the
bus attempted to stop and then try a left hand turn from the
right hand lane.'
It was also indicated to me that if you wanted to avoid cross-
ing Melrose to ,get to the bus 'stop, the Stadium Park stop was
available to you approximately five houses west.
I realize you have to go a little bit further whichever bus
I stop you use, but the Melrose traffic situation and the
hazard that could develop makes the present locations best
for all people 'driving on Melrose as well as those using the
buses.
