To annually certify the amount of taxes within the limitations of the Statutes of the State of Iowa to be levied for Airport purposes. I have attended several meetings of the Airport Commission over the past 2-3 years. I have spoken informally at these meetings, offering my thoughts on a variety of issues under discussion. Through these meetings, I have gained some knowledge of the general activities of this committee and have met the current commission members, a~ 'll as the individuals working routinely with the Commission (e.g., operations specialist, FBO personnel). WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE REASON FOR APPLYING)? I have alluded to some contributions in my responses above concerning my experiences and activities. I have a very ,good practical understanding of the needs of the GA community. On the one hand, I can offer input to the ~ICommission from the perspective of a pilot who is concerned about the continued success of the airport. On the other hand, I can also serve as a liaison to foster effective communication and partnerships between the City and the GA community. The University is a major client utilizing the airport services, and my familiarity with the University community will also facilitate contributions to the Commission in this area. Some of the discussions that occur on the Commission are aided when members have some technical background, and I feel that my educational background and aviation training will be useful to the Commission and the City. I believe that mygrant-writing experience may be of some value when pursuing extramural funding opportunities on behalf of IOW improvements. I wanted to take a moment to introduce myself to the Council and to let you know that I would welcome an opportunity to talk with you about my interest and enthusiasm for serving on this commission. First, I moved to Iowa City in July 1998 after accepting a faculty appointment at the University of Iowa. have always enjoyed working here, and more importantly, making Iowa City my home. While I may have had some initial qualms about moving from a city of 6 million (Chicago) to a city of 60,000, it was an easy fit and it's hard to believe that 10 years has flown by. I believe-that I have embraced living here because the community is so open and welcoming, and in addition, the range of activities that folks can pursue and enjoy. One activity that I undertook here in Iowa City is learning to fly. I can't honestly say that it was a dream that I've always had, but I've always liked flying commercially and followed the space program since I was a kid in the 60's. Nearly six years ago, I happened to visit the Iowa City Municipal Airport and picked up a "Learn to Fly" brochure. I tried an introductory flight and loved it. Today, I am a licensed private pilot with an instrument rating (600+ hrs). I co-own a 1978 Cessna Cardinal Classic (4-seater) with another Iowa City resident and his family. Between us, we fly this plane about 250-275 hrs per year (125-140 hrs each), which is probably above average for the usual plane owner. I fly the plane for both recreational and work-related missions. I am a member of the Iowa Chapter of the Ninety-Nines, the international organization of women pilots, that was founded by a group of women pilots in 1929 including Amelia Earhart. As an aside, an Iowan -Ida Loetscher Fox - was a charter member of this historic group of women. Beyond Iowa, I have flown on business trips to areas of the country such as Florida, Illinois, Indiana, Michigan, Missouri, Texas, and Washington DC. Last year, I participated in the annual Air Race Classic, offspring of the original Powder Puff Derby all-women transcontinental air races. We flew from Bozeman MT to Mansfield MA and used the adventure to raise $3,000 for the National Multiple Sclerosis Society. I have just been accepted into the Hawkeye Chapter of Angel Flight Central and am looking to my first charity flight for this great organization. So why am 1 applying for a position on the Airport Commission? In a nutshell, I tend to be a "do-er" rather than a "spectator". As an academician, I am very familiar with the ideas of collegiality, service, and teamwork on committees. The general aviation (GA) community in Iowa City is quite active and interactive, and it has provided my introduction to the Airport Commission. I have followed the dialogue in the community between pilots, area residents, and the City for the past 5 years, and I have attended a number of Commission meetings over the past 2-3 years and contributed to this dialogue. I have reached a point where I believe that my experiences, insights and perspectives can be helpful to both the Commission and the GA community. Clearly, there are items brought before the Commission where my background as a pilot will be helpful to the group. On other matters, my knowledge of the University might be useful. As an academic researcher, I have extensive experience as a grant writer, and I am fairly confident that this might have some value to the group. It's easy to sit on the sidelines and be an City of Iowa City - Airporf Commission opening Page 2 of 2 armchair coach, but it's another level of commitment to get in the game. I would look forward to an invitation to take this next step. Finally, I have one other personal consideration in pursuing this opportunity. Women remain woefully under-represented in aviation. Among pilots, they are only about 6%. Among professional Airline Transport Pilots, they are only about 3%. Among non-pilot positions in the aviation field, they are less than 4%. These numbers are partly due to the fact that women remain under-represented in fields involving science, engineering and math. If I am invited to join the Airport Commission, I believe that it is just a small grass roots effort to try and raise the visibility of women in this field. It still amazes me after 5+ years that virtually every aviation weather briefer and air traffic controller still refers to me as "sir" when speak with them. Clearly, I don't mean to infer this is a problem for the Airport Commission, but rather, I suggest that I can serve and put another face on aviation that is a little different from the usual face seen by the public. I much enjoy it when I can talk about aviation and piloting, especially to women and young girls. Again, I would be happy to speak with members of the City Council to discuss my application further. As already noted, I work at the University and would prefer to meet at the beginning or end of the work day if possible. I am very concemed about how the gifts and bequeaths to the senior centeranw being managed. I would like to be part of the decision making on that large fund. It is very hard for the public to know how that money is being managed. I would encourage the Commission to begin a serious effort toward reaching out to our black senior citizens to become involved at the senior center and on the Senior Center Commission. I am familiar with how the senior center commission operates. 1 have attended their meetings from time to time through the past 9 years. I do not like what I have seen related to lower income elders.
