To the Mayor and City Council of the City of Iowa City,
On October 11, the Housing and Community Development Commission (HCDC) unanimously
recommended that City Council commit $200,000 from the FY19 Affordable Housing Fund local
funds to the proposed NEX Apartments Low Income Housing Tax Credit (LIHTC) Project. At their
subsequent October 16 meeting, Council approved this commitment.
HCDC also unanimously recommended that Council consider allocating additional funding if the
developer could further lower the rents of affordable units. HCDC hopes to add more units in a
range of sizes to be rented for less than $450 per month. The developer has provided staff with
the attached scenario which provides four additional units with rents of $450 per month for an
additional $200,000 in City funds.
While providing additional funds was briefly discussed at the City Council meeting on October 16,
HCDC would like Council to consider this opportunity for the NEX Apartments project to provide
more units affordable to those at 30% of the area median income. HCDC feels this is an important
request and would like to be further involved in the process.

Good Morning Kirk & Erika,
I attended the Iowa City HCDC meeting back on October 11th in which the Commission approved $200k in funding for
our NEX project. One thing requested at the meeting was that we consider an option to have additional units with rents
at $450 to provide more affordable rents in exchange for additional City funding. I was also at the Council meeting last
Tuesday in which they approved the rezoning of our site. The Council also discussed the possibility of making more units
with lower rents.
Attached is a summary of one potential option based on the current project proforma. The constant factor we need to
maintain is a debt service coverage ratio of not less than 1.15 in year one. As you will find, it appears the project could
support four additional units at $450 rents with an additional $200k in City funding. We thought this was a good starting
point for further discussion. If you like, we could run options with more or less City funding & see how that effects the
number of units with $450 rents.
If you want to have a short call on this, let us know. We will continue to move the project forward as currently planned,
but if this is an option to pursue we would like to move it along in the next month or two so we can finalize our
underwriting. Thanks.

With apologies for the delay sending the attached report and gratitude for helping facilitate opportunities to work with the
City of Iowa City. Every year, the Downtown makes improvements to attract visitors to the area. It's so rewarding to be a part
of the City's community efforts. We frequently received compliments about the downtown plantings and we are equally quick
to point out Iowa City staff share the responsibility for the beauty of downtown.
I appreciate ongoing support and cooperation from City Horticulturist Tyler Baird and his crew - Tyler's experience and
knowledge are vital. And we also appreciate assistance from Volunteer Coordinator Carol Sweeting to organize volunteers.
Both are cc'd on this message.
Attached is my report to Johnson County Master Gardeners (JCMG) for the year. Interest in DCG has grown. This past year the
Downtown City Gardens project has received assistance from two JCMG volunteers and a public volunteer to plant and
maintain garden spaces.
JCMG volunteers are doing some wonderful outreach projects and it is pleasure to bring new opportunities to the area.

Johnson County Master Gardener — 2018 Report
Downtown City Gardens
Results: Johnson County Master Gardeners recorded a record number of
volunteer hours — 71 volunteers provided 3,190 service hours (as of Dec.
1), ranking Johnson County third in the state, and donated more than
2,100 pounds of produce to area pantries. JCMGs' volunteers rank No. 3
in the state with 7.046 hours of service in 2017.
My Volunteer Hours: In 2018, 1 experienced numerous opportunities to
work on several new and ongoing JCMG projects, including Downtown
City Gardens, Demo Garden, Fairgrounds, Oaknoll Gardens, Growing
Together Grant, Thymes newsletter, Speakers Bureau, Hortline and
Steering Committee to provide more than 300 hours of volunteer
service, plus 25 training hours. JCMGs partnered with the IMCC for Seed
Share 2.0 and shared vegetable seeds with IMCC and the men started
tomato plants for our annual Plant Sale & Flea Market. JCMG seeks to
continue the relationship with IMCC sharing canna bulbs and starting
annual flowers for 2019 season.
Project Description: Downtown City Gardens works to improve and
maintain Iowa City -owned properties primarily located in downtown
areas, but ranging to the City's Northside, City Park, Ashton House and
Burlington Street

other city locations. Collaborating with the Iowa City horticulturist is necessary to protect desirable plants and
avoid and remove infestation of those less desirable. Throughout the
growing months tasks might include planting, watering, weeding,
deadheading, picking up and disposing of litter in garden beds. In the
spring and fall season, removing and disposing plant debris is a
requirement. Work days and schedules are flexible and weather
dependent. Volunteering may include opportunities to work with special
populations.
Summary of DCG activities: Two Master Gardeners and a citizen
volunteer assisted every weekend throughout the growing/fall season.
University of Iowa REACH program students helped plant along the Old
Capitol Parking Garage in the spring.
Downtown City Gardens
Visitors and Iowa City residents often greet our volunteers with generous
compliments about the Burlington Street gardens. Our new peony
garden area on Capitol Street bloomed this spring (2018). UI REACH
students removed plant debris and prepared garden areas around the
parking garage for spring planting. Last fall 2017, perennials were planted
with help from four, third -year UI REACH students, their coordinator and

mentors. UI REACH efforts were coordinated with assistance from Carol Sweeting, volunteer coordinator for
the City of Iowa City. Due to REACH program changes their students were not available to assist this fall. Iowa

JCMG & JCAA dedicate Agricultural Area at JC Fairgrounds news release
City staff provided a rope fence to protect plants, which was very
much appreciated.
2018 Successes: Numerous achievements have been enjoyed this
past year. UI REACH students helped with 2018 spring planting; a
partnership with Iowa Medical Classification Center (IMCC) continues
and we are exploring new opportunities to work with staff and men;
the 2018 Plant Sale raised more than $5,000; additional grant funds
enabled JCMGs to offer additional programming, "Grow It; Cook It;
Oaknoll Gardens
Learn It"; the Demo Garden was dedicated and continues to improve and raise awareness and opportunities
for JCMGs.
DCG plant debris recycled: Iowa City's new recycling program is wonderful! Thanks to Iowa City's newest
recycling yard waste effort, I was able to use my large recycling cart at home to recycle DCG plant debris
instead of making weekly trips to the landfill, which saved time - thank you Iowa City. Again this fall, City staff
helped remove canna stalks and sweet potato ivy debris along Burlington Street, which is a huge help and a
boost to recycling.
Grant success: Early this year, JCMGs applied for and received a second grant from Iowa State University
Extension Growing Together to address food security in Johnson County. The $3,000 grant proposed
collaborating with existing partners, Grow Johnson County, area food pantries, Table to Table and meal
program providers. Master Gardeners agreed to supply additional produce from core project gardens and our
own personal gardens. The grant also provided new opportunities for JCMGs and JC Extension to partner with
North Liberty Community Pantry to offer Growing Together programming including nutrition and food safety
education and instruction for "Grow It; Cook It; Learn it" at partner pantry locations. During the annual
Johnson County 4-H/FFA Fair children's activities centered on vegetables and pollinators in our Demonstration
Garden Education Center.
Seed Share: In March, Seed Share 2.0 was again offered. The effort,
supported by two local businesses, five proprietary seed companies
and individual gardeners who save seeds, provided nearly 1,100
packets of proprietary seeds. Sharing events were held at JC
Extension, Iowa City Public Library, and at the JCMG annual Plant Sale
& Flea Market. Remaining seeds were donated to the North Liberty
Community Pantry. Planning and local invitations have gone out for
Seed Share 3.0 in 2019. Invitations to national seed companies will follow by the end of the year. (See
summary report attached.)
Demo Garden: An antique corncrib was donated to add to the
Demonstration Garden campus at the JC Fairgrounds to create a
visible landmark for our project areas. A concrete base was poured
last fall and the corncrib was moved into place before the start of
the annual JC 4-H &I FFA Fair. The new area was dedicated with
members of the Pat Johnson family at the beginning of fair. The
new outdoor facility will provide an outdoor setting for educational

activities. Additional grant funds from Theisens and Riverside
Community Foundation were sought in 2018 to complete the
project.
Downtown Pet Relief Stations: This section is included as a
reminder that pet owners had difficulty locating the Pet Relief
Stations during the Pedestrian Mall reconstruction. The lack of
wayfinding signage is also a hindrance. "Wayfinding" is imperative
to get owners/pets to the desired location instead of using garden
spaces to relieve pets. Relief Stations are intended to protect plants from trampling plants and ammonia in pet
urine (which kills plants). Last year, we reported more signage and communication among building owners/pet
owners was needed to maintain a beautiful environment downtown. This should be a priority for a completed
Pedestrian Mall redo.
History: Downtown City Gardens (DCG) celebrated 11 gardening seasons in 2018. DCG became a JCMG core
project in 2016, after undergoing a three-year wait review/period (2013, 2014, 2015) for Master Gardner
Steering Committee approval. The project, working with Iowa City officials/staff, debuted in 2008 prior to
eastern Iowa flooding. Planting started in the Pedestrian Mall and evolved to Washington Street, Burlington
Street and Clinton Street, as well as pockets of gardening treasures elsewhere throughout the city. As Iowa City
improves utilities in the downtown area garden areas are revived and renewed.
This report is in appreciation of the Iowa City staff (past and present), Master Gardener volunteers, interns and
public volunteers for their continued interest and support to make Downtown City Gardens and the UNESCO
City of Literature inviting and a beautiful environment for all!

Master Gardeners participate in Seed Share 2.0 — Summary Report
New opportunities, partnerships in 2018
Johnson County Master Gardeners continued its Seed Share
program in 2018. "Seed Share 2.0" offered a no -risk gardening
opportunity to encourage gardening and improve food insecurity.
The program continued a partnership between Johnson County
Master Gardeners and the Iowa City Public Library.
Gardeners who wish to share their seeds with the public were
asked to place seeds in a bag or envelope and clearly label the
package to identify the seeds and planting instructions.
The project is a component of the Iowa State University and JCMG Growing Together efforts to reduce
food insecurity among individuals and families in Johnson County communities and aid those living in
food deserts. Nearly 30 varieties of vegetable and herb seeds were available. Local, national seed
companies and Master Gardeners supplied 1,100 packets of proprietary seeds for the program.
An early date for the Seed Share 2.0 was selected to allow
gardeners to start seedlings indoors before temperatures warm

and recipe cards were
available for those
participating.
Four distributions were
held. JCMG volunteers took advantage of an early date at our
annual Winter Meeting distributing 175 packets to JCMG core projects; 230 tomato and pepper packets
went to the Iowa Medical Classification Center creating a new collaborative partnership; and 45 packets
went to local community gardens for senior dining and a daycare
organizations.
Seed Share 2.0 was held at the Iowa City Public Library where
nearly 355 packets were dispensed. A final Seed Share 2.0
distribution was held at our Plant Sale & Flea Market on May 12 —
185 seed packets were dispersed.
A final distribution of nearly 100 seed packets was made to the
North Liberty Community Pantry and Garden, a JCMG partner for
the Iowa State University Growing Together grant.

All participants were encouraged to "Plant a Row" and share a part of the food to a local food pantry.
Local participating businesses include Earl May Iowa City and Pauls. National Seed companies include
Annies Heirloom Seeds, Baker Seed Company, Burpee Seeds and Seed Savers in Decorah, Iowa, and
Master Gardeners.

JCMG Demonstration Garden flourishes in its new location
IOWA CITY - In July, Johnson County Master Gardeners (JCMG) will
celebrate 25 years of gardening education at the Johnson County
Fairgrounds. The longtime partnership with the Johnson County
Agricultural Association (JCAA), also known as the JC Fair Board,
recognizes gardening during the annual Johnson County 4-H/FFA Fair
held on the grounds, 4261 Oak Crest Hill Road SE, Iowa City, every July.
Johnson County Extension (JC Extension), the organizing sponsor of the
local Master Gardener program, is celebrating 100 years of service in
2018.

Festivities during the annual fair will include a ribbon cutting to celebrate the JCMG "agricultural area"
Sunday, July 22, at 9:30 a.m. The public is invited to attend. Representatives of JCMG, Extension, JCAA
and Earl Johnson family will participate. The Earl Johnson family of rural Oxford donated an antique corn
crib to JCMGs to accent the Demonstration "Demo" Garden.
Extension, JCMG and JCAA have long shared a partner location. The relationship expanded to launch the
popular Butterfly House at the JC Fairgrounds with support from JCMG, Forever Green Landscaping,
JCAA and Butterliz of Iowa in 2013.
The Demo Garden relocated in 2017 at JCAA's request. The relocation shifted the garden from a space
adjacent to one of the cattle barns to a highly -visible, front -and -center location on the fairgrounds and
contiguous to the Master Gardener's Butterfly House. Launched in 1993, the fairground garden had
been in the same location for 24 years, which meant giving up an accumulation of highly -productive
garden soil.
JCMGs were assured by then JCAA Board President Randy Lackender the new location would have
access to water with the addition of a new line and hydrant as well as electricity. Mr. Lackender also
suggested adding an architectural component, such as an antique metal corn crib, to draw attention to
the location and the garden.
When the rural Johnson family offered an antique metal corn crib to JCMGs, they were eager to accept
the contribution and continue the vision for the Demonstration Garden partnership with the JCAA. The
corn crib was moved nearly 20 miles to its new location on the JC Fairgrounds on Wednesday, June 27.
Master Gardeners have continued active partnerships to offer the Butterfly House at the JC Fair since
2013. The Butterfly House, popular with all ages, will be open Saturday, from 4:30 to 7:30 p.m. Sunday
through Wednesday it is open 10:30 a.m. to 7:30 p.m.
Financial support and sponsors have helped Master Gardeners achieve the garden move and bin

Rolfe, Iowa, to make arrangements to move the crib. JCAA members and volunteers anchored the bin to
a concrete base poured by Foundations Unlimited of Kalona. Iowa City Ready Mix donated the concrete
for the garden project. In 2018, JCMGs received a Theisen's grant to enhance the Demonstration
Garden.
Organized in 1982, Johnson County Master Gardeners is an educational volunteer program, sponsored
by Iowa State University Johnson County Extension and Outreach. JCMG provides current, research -
based, home horticulture information and education to the citizens of Iowa through programs and
projects. Master Gardeners receive horticulture training, and volunteer to promote a mission of
education and service.

Pena called the meeting to order at 5:30 PM.
Approval of October 16, 2018 Meeting Minutes:
Coulter moved to approve the minutes; the motion was seconded by Munoz. A vote was taken
and the motion passed 6-0. (Maliabo not present).
Public Comment of Items not on the Agenda:
Andrea Cohen, Ryan Lepar§ki, and Alona Montgomery spoke on a recent interaction they had
while participating in an event at the University of Iowa on the T. Anne Cleary Walkway. At this
event, a group of persons stood near to the group and shouted, what in their opinion was hate
speech not only at them but at other students as they walked by. They are asking for the Human
Rights Commission to take a public and active stand against hate speech, and to investigate
options for redress for ordinary residents. The Public Safety Subcommittee of the Commission
will meet with Andrea Cohen in the near future to further discuss the situation and possible
options.
Correspondence:
Staff will reach out to the Iowa City Community School District's Healthy Kids School Based
Health Clinics to inquire about their underutilization of the Social Justice and Racial Equity grant
funding for fiscal year 2018.

Refugee and Immigrant Recognition Dinner: Adams and Maliabo attended the event that was
held on October 27 at the African American Museum of Iowa in Cedar Rapids. The event drew
an audience of 200 people, including the Mayor and Council Member Rockne Cole. The Human
Rights Commission was a co-sponsor of the event.
Proclamations:
Coulter accepted the Native American Heritage Month proclamation at the November 6 Council
meeting. He suggested that in the future the proclamation should provide more history on
American Indians of Iowa.
Iowa Division of the United Nations Association:
The Iowa Division of the United Nations Association is sponsoring Dr. Emile Schrijver the
General Director of the Jewish Historical Museum & Jewish Cultural Quarter in Amsterdam to
speak at the Agudas Achim Congregation on December 10. Other sponsors include the
University of Iowa Center for Human Rights, Iowa City Jewish Federation, and the Iowa City
Human Rights Commission.
Social Justice and Racial Equity Grant:
Staff held two informational sessions on the grant on Tuesday, November 13. One session was
over the noon hour and another was held in the evening. Commissioners McGinnis, Falk,
Coulter, and Willis assisted at the sessions.
Human Rights Breakfast:
The event was held on October 24. The keynote speaker was Dr. Tammy Nyden, an advocate for
persons with mental illness she spoke on the school to prison pipeline. Attendance at the event
was near 150. Awards were given to the Iowa City NAACP, the University of Iowa Labor
Center, the Refugee and Immigrant Association, Susan Craig, Sarah Ziegenhorn, and Dr. Jack
Stapleton.
Martin Luther King, Jr. Focus Day:
Commissioners Falk, Kutzko, and Maliabo will work on doing a presentation as part of Focus
Day at Liberty High School in North Liberty for the national holiday. It will center around
Martin Luther King, Jr.'s oration at the Riverside Church on April 4, 1967.
Funding Request:
University of Iowa's Lecture Committee requests $1000 to bring Ron Stallworth, a Colorado
police officer who infiltrated the KKK in the 1970's, to speak as part of Martin Luther King, Jr.,
Human Rights Week at the University. Coulter moved to approve $300 to provide refreshments
for the event, McGinnis seconded. A vote was taken, and the motion passed 7-0.

Black Voices Project requests $350 to provide Thanksgiving meals to serve youth and families
that are a part of the South District Association. The event is a tribute to the diverse families and
organizations collectively trying to restore future programs and events in greater Iowa City and
South District. Coulter moved to approve $350 for the request, Munoz seconded. A vote was
taken, and the motion passed 7-0.
December Meeting Date:
The Commission voted to not hold a meeting in December. Kutzko moved, McGinnis seconded.
A vote was taken, and the motion passed 7-0.
Reports of Commissioners:
Coulter mentioned that this is his last meeting as a Commissioner as he has served 2 full terms.
He has enjoyed his time on the Commission and looks forward to continuing the contacts he has
made over the years.
McGinnis went to an event where she was able to hear Reading with Patrick author Michelle
Kuo speak.
Falk mentioned a recent program he attended that spoke on disproportionate minority contact
with youth of color. At this event two teachers from Alexander Elementary discussed what they
try to do in their classrooms to improve outcomes for students in the school district.
Reports of Staff:
Upcoming board and commission training will be held on December 17. It will discuss open
meeting laws, public records, and overall board effectiveness.
Adjournment: Motion to adjourn at 7:08 PM.
The next Commission meeting will be on Tuesday, January 8, 2019.
