In 2010, the U1 student population was 30,800. In '17, it was 33,564. In zone I in Iowa City - that's within a mile of the Pentacrest and the Old Capitol - there is currently a 7.3 percent vacancy rate. That's the highest it's been In 10 years. Five percent is considered normal, and in the past years there really isn't any vacancy that close. In a year or so, with the number of units coming online, it's envisioned being a 9.2 percent vacancy factor downtown. That's pretty amazing. We'll see the most vacancies a mile from campus or more. I've looked at the number of units added since 2017. In '17 there were 832 apartments and 1,560 beds; in 2018, 1,172 units, almost 2,300 beds; and in '19 so far, there's 452 units, 700 beds and there's several projects in the planning stages that are going to tear down existing build- ings downtown and build high-rises. So, there's a lot of things going online. The primary objective of the City of Iowa City's investment activities is the preservation of capital and the protection of investment principal. The City's investment portfolio remains sufficiently liquid to enable the City to meet operating requirements that cash management procedures anticipate. In investing public funds, the City's cash management portfolio is designed with the objective of regularly exceeding the average return on the six month U.S. Treasury Bill. The Treasury Bill is considered a benchmark for riskless investment transactions and therefore comprises a minimum standard for the portfolio's rate of return. Since the city's investments are mostly between the six month and twelve month range, the yield curve for the twelve month U.S. Treasury Bill has been added to the chart. The rolling average return on the six month U.S. Treasury Bill for the prior 365 days was 2.145% and the twelve month return was 2.323%. The investment program seeks to achieve returns above this threshold, consistent with risk limitations and prudent investment principles. The rate of return on the City's entire portfolio for the quarter was 2.194%. (See exhibit A) Investments purchased by the City of Iowa City for the second quarter of this fiscal year had an average return of 2.398%. Rates on new investment purchases in our operating cash portfolio for the second quarter were 115 basis points higher than investments purchased at this time last year. The increase is due to the higher interest rates of the new investments. The federal funds rate is the interest rate at which banks lend to each other. In the December 19 meeting of the Federal Open Market Committee, the decision was made to raise the target range for the federal funds rate to 2.50 percent. The Committee will assess realized and expected economic conditions relative to its maximum employment objective and its symmetric 2 percent inflation objective. (See exhibit B) The quarterly investment report lists investments by maturity date, by fund, by institution, and investments purchased and redeemed. New official state interest rates setting the minimum that may be paid by Iowa depositories on public funds in the 180 to 364 day range during this quarter were 0.50% in October, 0.60% in November, and 0.70% in December 2018. NEW BUSINESS Community Forum Discussion — Olney reminded the Board of the annual community forum. In previous years it was held in April and there was usually a discussion topic or presentation. Galpin suggested a Police Department representative be involved in the forum, possibly having a presentation or introduction of the City's 1 st newly appointed female Captain. Chief Matherly offered to have the Police Department give a presentation and be available for questions. The Board agreed to hold the forum at the Public Library on Monday April 29, 6:00 P.M. The specific forum topic and agenda would be discussed at the next regular meeting. OLD BUSINESS Proposed Ordinance Change Discussion - Galpin and Townsend reported back regarding the 12/18 City Council work session which discussed the proposed ordinance change. Galpin stated that the Council was open to approving ordinance changes to items 1-10. The CPRB would have the option to request the Police Chief and or City Manager participate in discussions between the CPRB when their conclusions differ prior to issuing their report. Olney noted that in the future when disagreements are noted, the CPRB public reports will be placed on the regular agenda for Council discussion and transcripts of that discussion will be sent to the . CRPB. The City Attorney's Office and Police Department will be preparing an ordinance reflecting the CPRB's requested changes excluding item 11. Townsend said this was a great step but would like the Board to consider an additional ordinance change proposal which would require two designated City Council liaisons to attend CPRB meetings CPRB January 8, 2019 Page 2 twice yearly. After discussion, it was agreed upon to defer any further action until Staff can provide additional information regarding the City's policy on requesting Council attendance at Board/Commission meetings.
