Re: City Facility Meeting and Recreation Space Availability and Rental Summary
Council requested a summary of meeting and recreation space usage at City facilities, along with
rental and reservation information. The first part of this memo reviews meeting space rental and
associated fees or policies. Part two of the memo includes analysis of meeting and recreation
space usage.
Part One: Meeting and recreation space rentals
City Departments that allow reservation of meeting and recreation space include Parks and
Recreation, Iowa City Public Library, Iowa City Airport, the Senior Center, and Public Works
Resource Management. The City does not have a uniform policy or fee structure for space rentals.
City Departments use a variety of policies and procedures and vary in fees charged based upon
the space which is being reserved.
In general, meeting rooms are required to be returned to the state they originated. Food and drink
are usually permitted, pending responsible clean up by the renters after the event is over. Sales,
unless it directly benefits the host facility, are generally not permitted. Unoccupied City facility
spaces that are not reserved for City programming or another event are often open and free for
public use during operational hours.

The Library charges no fees for room reservation and allows groups to reserve rooms online.
Rooms are available to 501(c)(3) non-profit corporations or other tax exempt, candidate and
political committees (as defined in Iowa Code §68A.102), a non-profit citizen's group, or
government agencies. Rooms are not available for use as a regularly scheduled classroom or
study space by educational institutions and rooms are not available for private parties. Library
policy specifically states that "Organizers of City-wide, free cultural or civic events that appeal to
a variety of ages are encouraged to use Library meeting rooms and may request exceptions to
regular practice." Due to demand, meeting rooms at the Library are not intended for use as a
group's recurring meeting space.

Emma Harvat Hall is occasionally reserved for non -City groups if space permits. Priority is given
to events and programs facilitated or co-sponsored by Iowa City and staff must be present. There
is no charge for the space and reservations are organized through a staff contact.
Part Two: Meeting Room and Recreation Space Usage
Iowa City Public Library and the Senior Center meeting rooms were not analyzed for the number
of reservations for each space, however the Library in FY2018 totaled over 1,500 meetings held.
The Center's rooms continue to be in high demand. Center rental revenue varies, based on
groups who choose to use the space during evenings and weekends; approximately $5,000 in
rental revenues is budgeted in FY2020.
Recreation staff assembled an in-depth assessment of how often recreation facilities are
programmed and reserved as well as who is reserving the space. The full report is attached for
reference but a few highlights include:
Revenues from rentals at the two recreation centers totaled $97,742 in FY18. In the last
two years, revenues from rentals at RALRC have decreased, while revenues from Mercer
rentals have increased.
A 28-E agreement is in place with the Iowa City Community School District for access and
scheduling of gymnasium time at Grant Wood Elementary. Typical rentals at this gym
include ROAR Before -and -After School Program, Iowa City Alliance (Soccer), Iowa City
Bruisers (Roller Derby), Iowa City Youth Rugby, Iowa Rockets (Volleyball), City High
Athletics, and Iowa City Parks & Recreation Department programs and events. Gym
availability is on weekday after-school hours, weekends, and throughout the summer
months.
At Robert A. Lee Recreation Center, 88% of regular gym hours is free and open to the
public.
At Mercer Aquatic Center, 67% of regular gym hours is free and open to the public.
In 2018, reservations held at RALRC and Mercer totaled 363 and 613, respectively.
A calendar year of hourly room bookings at the two recreation facilities are included in the
attached report.
Summary
City facilities are heavily used. Despite the high -demand, free to low-cost meeting space is
available in a variety of City and partner facilities for a great portion of the day, week, or month.

At the January 5, 2019 budget review session, City Council requested a closer examination of gymnasium use at Robert A.
Lee Community Recreation Center, Scanlon Gymnasium, Grant Wood Elementary School, and Alexander Elementary
School. A summary of a general weekly schedule, typical rental groups utilizing the facilities, rental fees and revenue
generated is outlined in this memo. Roller Skating, Pickleball and open gym times at both Robert A. Lee and Scanlon
gymnasium are free to the public.

Through a 28-E agreement with the Iowa City Community School District, Iowa City Parks & Recreation Department
oversees the scheduling of the gymnasium at Grant Wood Elementary School. Access for department programs and
rentals to the public are available at this gym on weekday after-school hours, weekends and throughout the summer
months. This gym is not staffed or open unless a program or rental is scheduled.

Re: Report on Iowa City Affordable Housing Funding
Thank you for the opportunity to report on the utilization of the funding that the City of
Iowa City provided to the Housing Trust Fund of Johnson County (HTFJC).
FY 17 and FY18
As you are aware, the amount provided in FY17 and FY18 totaled $825,000. City of
Iowa City funding, combined with the significant dollars that HTJC receives from the
County Board of Supervisors and the State housing trust fund program, as well as the
funding received from Cities of North Liberty and Coralville enables HTFJC to make
substantial awards toward affordable, sustainable housing projects and programs.
At this time, HTFJC has dedicated all of the City of Iowa City affordable housing
funding awarded to HTFJC in FY 2017 and FY18. As of December 31, 2018,
$599,786.90 has been paid out, and the remaining $225,231.10 has been obligated to
projects yet to request payment from HTFJC. Projects utilizing City of Iowa City funds
are estimated to assist a total of 82 households, of which eight (8) are owners and 74
renters. New construction projects will assist 53 households, and rehabilitation projects
will assist 29 households.
FY 19
Tracey Mulcahey, city of North No projects have been paid out on the $500,000 received from the City of Iowa City for
Libery FY19. In September, $1,130,000 was awarded to two projects for new construction in
Phil O'Brien, Urban Acres Real Iowa City to fund housing for 77 households at or below 80% AMI including nine (9)
Estate households at or below 30% AMI.
Scott Schroeder, MidfVestone Last month we invited applications for $175,000 available for projects and received five
Bank (5) applications requesting a total of $550,000. Last week $175,000 was awarded and
Rod Sullivan, Johnson County will help to provide permanent supportive housing for six (6) households at or below
Board of Supervisors 30% AMI.
Staff Thank you for your dedication to creating additional affordable housing in Iowa City.

Executive Director continued commitment to improve the lives of so many low -to -moderate income
residents of Iowa City.

Bar Check Report - January, 2019
The purpose of the Bar Check Report is to track the performance of Iowa City liquor license establishments in
monitoring their patrons for violations of Iowa City's ordinances on Possession of Alcohol Under the Legal Age
(PAULA) and Persons Under the Legal Age in Licensed or Permitted Establishments (Under 21). Bar checks are
defined by resolution as an officer -initiated check of a liquor establishment for PAULA or other alcohol related
violations. This includes checks done as part of directed checks of designated liquor establishments, and checks
initiated by officers as part of their routine duties. It does not include officer responses to calls for service.
The bar check ratios are calculated by dividing the number of citations issued to the patrons at that
establishment during the relevant period of time by the number of bar checks performed during the same period
of time. The resulting PAULA ratio holds special significance to those establishments with exception certificates,
entertainment venue status, or split venues, in that they risk losing their special status if at any time their PAULA
ratio exceeds .25 for the trailing 12 months. Note, while the resolution requires that bar checks and citations of
the University of Iowa Department of Public Safety (DPS) be included in these statistics, the DPS ceased performing
bar checks and issuine these citations to patrons in Mav of 2014.

The Office on Violence Against Women (OVW) is a component of the United
States Department of Justice (DOJ). Created in 1995, OVW implements the
Violence Against Women Act (VAWA) and subsequent legislation and provides
national leadership on issues of sexual assault, domestic violence, dating
violence, and stalking. Since its inception, OVW has supported a multifaceted
approach to responding to these crimes through implementation of grant

Section 405d Alcohol -Impaired Driving Incentive Program

The Iowa Governor's Traffic Safety Bureau (GTSB) administers the federally
funded Section 402 Highway Safety Program authorized on December 4, 2015,
when President Obama signed into law P.L. 114-94, the Fixing America's
Surface Transportation (FAST) Act. The FAST Act authorizes the federal surface
transportation programs for highways, highway safety and transit. Federal
highway safety programs are administered by the National Highway Traffic
Safety Administration, an agency of the U.S. Department of Transportation
established in 1966 to combat the growing number of traffic related deaths and
injuries. The Federal 405d Program is designed to help states, counties and
communities initiate programs to combat the problem of impaired driving.
Impaired driving and non-use of restraints are the leading causes of death and
injury in traffic crashes in both Iowa and the Nation.
While 405d monies focus on impaired driving, other traffic safety activities,
such as enforcement of seat belt, speed and stop violations are reported.
Applicants are encouraged to "leverage" funds from the GTSB with staff,
financial or other resources they can contribute to a proposed project. Section
405d is a one-year program with a new application required annually. Proposals
must be submitted by February 29th for consideration for a program that will
begin the following October 1st.

Monarch Butterfly Conservation Fund

NFWF's Monarch Butterfly Conservation Fund will support efforts to increase
monarch butterfly population numbers - with the ultimate goal of supporting a
resilient population and continuing its migratory phenomenon. The Monarch
Butterfly Conservation Fund will prioritize the eastern, migratory population
(roughly 20% will be directed towards the state of Texas spring breeding area
and population) and a portion of awarded funds will be allocated to the western

population. Resident populations in south Florida or elsewhere are not priorities
for the Monarch Butterfly Conservation Fund at this time. Recognizing that
research on monarchs is ongoing, we anticipate that the strategic focus of the
program may shift from year to year as we learn more about the threats to the
species and the solutions that address those threats.

Second Chance Act Reentry Program for Adults with Co -
Occurring Substance Abuse and Mental Disorders

The Reentry Program for Adults with Co -Occurring Substance Use and Mental
Disorders is designed to improve outcomes for adults with co-occurring
substance use and mental disorders returning to communities after a period of
incarceration. BJA recognizes that a significant number of individuals who are
incarcerated and return to the community have chronic substance use and
mental disorders and are in need of treatment in order to successfully complete
their supervision, reduce recidivism, and promote public safety. The
coordination of substance use and mental health treatment with correctional
planning can encourage participation in treatment and can help incorporate
treatment goals into correctional supervision and supports.
Under this solicitation, BJA is seeking applications to implement or expand
treatment programs for adults with co-occurring substance use and mental
disorders who are returning to their communities following incarceration.
Programs should expand and improve the screening and assessment for co-
occurring disorders that takes place in jails and prisons, in -reach by
community-based providers, and the reentry and community reintegration
process. Proposed programs should improve the provision of treatment for
adults (18 years and over) being treated for co-occurring substance use and
mental disorders, focusing on pre- and post -release programming for every
program participant.

The LHRD program funds units of state, local and tribal government to
implement comprehensive programs to identify and remediate lead based paint
hazards in privately owned rental or owner occupied housing. The LHRD
program is targeted to urban jurisdictions (either alone or through a
consortium) that have at least 3,500 pre -1940 occupied rental housing units.
Healthy Homes Supplemental funds may be used only in homes also receiving
HUD -funded lead hazard control work (interim controls or abatement).
Grantees must use an inspection tool that identifies all 29 hazards identified in
the Healthy Homes Rating System (HHRS) for assessing, prioritizing and
repairing the identified health and safety hazards within those units.

Wetlands Mitigation Banking Program

The Natural Resources Conservation Service (NRCS), an agency under the
United States Department of Agriculture (USDA), works with farmers, ranchers,
and private forest landowners nationwide to identify and address natural
resource objectives in balance with operational goals to benefit soil, water,
wildlife, and related natural resources locally, regionally, and nationally. The
purpose of this notice is to announce the availability of Wetland Mitigation
Banking Program grant funds for the development and establishment of
mitigation banks and banking opportunities solely for agricultural producers
with wetlands subject to the Wetland Conservation Compliance provisions of
the 1985 Food Security Act (as amended).
NRCS will accept proposals from eligible entities that include federally
recognized Indian Tribes, State and local units of government, for-profit
entities, and nongovernmental organizations. Proposals will be accepted from
applicants in any of the 50 States, the District of Columbia, the Caribbean Area
(Puerto Rico and the U.S. Virgin Islands), and the Pacific Islands Area (Guam,
American Samoa, and the Commonwealth of the Northern Mariana Islands).
NRCS will give priority to proposals from geographic areas with significant
numbers of cropped agricultural wetlands.This notice identifies the objectives,
eligibility criteria, and application instructions for mitigation bank proposals.
Proposals will be screened for completeness and compliance with the provisions
of this notice. Selected applicants will work directly with NRCS to develop a
mitigation banking instrument that will establish an operational bank, and offer
mitigation credits to interested USDA program participants for the purposes of
addressing wetland conservation compliance. Program funds cannot be used to
acquire any interest in land, including an interest acquired through an
easement.
