Historic Review for 1207 Seymour Avenue
District: Longfellow Historic District

The applicant, Brent Caven, is requesting approval for a proposed alteration project at 1207 Seymour
Avenue, a Contributing property in the Longfellow Historic District. The project consists of the installation
of an egress window and window well on the east side of the house.

Staff Comments
This Craftsman Bungalow was built between 1910 and 1920. It features decorative brackets, square, battered
porch columns on heavy piers and four -over -one double hung windows. At some point, steel siding was
installed and the open soffits that likely had decorative purlins were enclosed. The brackets were also
enclosed on the main body of the house but not the porch. The foundation is rock -faced concrete block. The
basement windows and storms are three-lite hoppers or awning style windows.
The applicant is proposing to install an egress window for the bedroom of a new basement apartment on the
north end of the east side of the house. The window will be a casement window with muntin bars adhered to
both sides of the glass so that it appears as a three -over -one double hung window. The top, exposed course
of the egress window well will be rock -faced concrete block to match the foundation. The coursing will also
align with the existing foundation.
Section 4.5 Foundations of the guidelines says that if new window wells are required, the materials used must
appear similar to the existing foundation material. Exceptions are allowed if the foundation is stone which is
not the case on this property. Other material exceptions are allowed for Conservation Districts or non-
contributing properties in Historic Districts, neither of which is the situation with this project.
Section 4.13 Windows recommends replacing a bedroom window, if required for egress by the Building
Code, with a new one that matches the size, trim, use of divided lights, and overall appearance of the existing
window. An exception exists for all properties that allows for a change in window size as a last resort for
egress requirements. Replacement windows should be wood or metal -clad wood and accept paint. Typically,
sashes will be dark. Divided lites may be true or simulated. Simulated divided lites may be created with
muntin bars that are permanently adhered to both sides of the glass, preferably with spacer bars between the
panes of insulated glass.
In Staffs opinion, while this is a newly finished basement, it will include a bedroom for which an egress
window is required. Locating the window and window well on the back is preferred but the side is also
generally acceptable. While staff would recommend altering the window behind the east side projection,
because of the existing interior configuration and stair location, the bedroom must be located toward the
front of the basement. Given these circumstances, staff finds it acceptable to replace the existing basement
window to the front of the east side for egress requirements. Because the existing basement windows are the
typical small size, the opening must be enlarged for egress. The use of a casement window for egress with
muntin bars adhered to both sides of the glass so that the window mimics a double -hung window is an
acceptable way to use a casement window in a situation where it would otherwise be inappropriate. A metal -
clad wood window is also acceptable and because none of the other sashes are black or dark, staff finds it
acceptable for the new window to match the existing in color. While the main floor windows are four -over -
one double hung, the basement windows are just three-lites. Staff recommends a casement window that
appears as three -over -one to better blend in with the existing basement windows. At the time of the staff
report, the window product information and foundation material match had not been submitted for approval.
If the material is provided prior to the meeting, staff will present it to the Commission at that time.
Recommended Motion
Move to approve a Certificate of Appropriateness for the project at 1207 Seymour Avenue as presented in
the staff report with the following conditions:
• Window product information is approved by staff
• Window well product information is approved by staff.
