Jonathon Munoz.
Members Absent: Barbara Kutzko.

Recommendation to Council: No.
Call to Order: The meeting was called to order at 5:33 PM
Approval of Minutes from the May 15 and May 21: Adams moved to approve the
minutes from May 15, the motion was seconded by Munoz. Motion passed 5-0.
(Maliabo, Pena and Ford not present).

Ferdig. Motion passed 5-0. (Maliabo, Pena and Ford not present).
Juneteenth: Kutzko and Adams will represent the Commission at the annual event.
Falk will accept the proclamation at the City Council meeting this evening on behalf of
Kutzko who is unable to accept it.
Social Justice and Racial Equity Grant: Staff provided an update on the grant
allocation to the Iowa City Community School District's Healthy Kids School Based
Health Clinic. The project, which was a pilot, had some unforeseen barriers in providing
mental health support to immigrant populations. An extension request was submitted for
the project that would extend it to June of 2020. The current agreement ends June of
2019. The general consensus of the Commission was for the funding to be returned
with the hope that in the future they could reapply for the funding when the project had a
greater likelihood of being successful.
Staff went over a memo prepared by the City Attorney's Office that discussed conflict of
interests. When a Commission member has a conflict of interest, the member should
state on the record that there is a conflict of interest and is therefore recusing
him/herself from the item. If the conflicted Commission member chooses not to leave
the room, the member should not sit at the table during the discussion. The member
may address the Commission as a member of the public, but again not while sitting at
the table with the other Commission members. The minutes will need to reflect that the
person is speaking as a member of the public, and not as a member of the Commission.
Ford and Munoz have conflicts and will not be participating in the grant cycle for fiscal
year 2020.

Breakfast Speaker: The Commission voted to have Dr. Melissa Shivers, Vice
President for Student Life at the University of Iowa, deliver the Keynote Address at the
event being held on Wednesday, October 23.
Inclusive High School Teacher Award: Ferdig will present the honorees at this event
with their award. The program is being held in recognition of the 65th Anniversary of
Brown v. Board of Education. Cheryl Brown -Henderson, daughter of named plaintiff in
the court case will deliver keynote remarks. Four area high school teachers will be
recognized at the program.
Iowa City Pride: Ferdig, Ford, and McGinnis represented the Commission at this year's
Pride Fest. Commissioners think that in the future it will be beneficial to have
information to hand out about the Commission and to be prepared to give an elevator
pitch when community members ask what they do. A water trough would also be useful
if it is as hot outside as it was on June 15. They would also like to have Pride flags on
display at the next Pride event.
Committee Updates: There are four committees that assist in advancing the strategic
plan. The four committees are Housing ('Falk, Adams, Pena); Public Safety ('McGinnis,
Maliabo); Education (Falk, Kutzko); and Community Outreach ('Adams, Falk, Munoz).
Asterisks designates chairs of the committees.
Public Safety: Reports that they are still working on finalizing a brochure on biased
based incidents.
Education: At its last meeting the Committee selected the recipients for the Inclusive
Teacher Award. The program will be held on June 28.
Housing: No report.
Community Outreach: No report.
Announcements of Commissioners: Pena recently received his United States
citizenship. At the swearing in ceremony he learned about James Cunningham Jordan,
who Jordan Creek Mall in West Des Moines is named after, and his work with the
underground railroad. Falk attended an Equity Comprehension Planning meeting for the
Iowa City Community School District.

Call to Order: The meeting was called to order at 5:35 PM.
Social Justice and Racial Equity Grant: Staff provided an update on the grant
allocation to the Iowa City Community School District's Healthy Kids School Based
Health Clinic. Staff has placed the project on conditional status.
Following the placement of the recipient on conditional status, the Equity Director will
meet with the recipient's director and board members to discuss the concerns/problems
as identified by the Equity Director. The Equity Director will provide the recipient with a
written memo outlining the concerns/problems, specific corrective action steps, and time
frames for completion. The recipient will provide periodic reports and meet with the
Equity Director during this period to ensure that satisfactory progress is being made.
If the recipient fails to meet the requirements of this agreement and/or the action step
memo within the appropriate time frame as specified, the Equity Director may
recommend to the City Manager that recipient be barred from receiving any future
funding from the Social Justice and Racial Equity Grant for a minimum of 2 years.
The Commission next discussed its recommendations for changes/updates to the
Social Justice and Racial Equity Grant for fiscal year 2020.
The recommendations are as follows:
1. The application should provide a definition of social justice and racial equity
2. Applicants should be encouraged to supply or give a narrative about how the
proposed project came to be. How the project developed. Examples should be
based upon City statistics and not statewide statistics.
3. A sustainability plan should be presented within the application for projects that
wish to continue their project in the future (without SJRE grant funding) with
specifics to funding (not just that the agency will continue to look for support).
Priority shall be given to projects that expect a sustainable program to continue

past the grant period. Not all projects must continue past the grant funding period if
not appropriate.
4. The application itself should state that the intent/purpose of the grant is to serve
persons who reside in Iowa City.
5. The application should ask what the deliverables are that the program plans on
giving to the community, that includes the affected community and the Iowa City
community, in general. See page 7 of 11 of application.
6. Applicants should be strongly encouraged to attend an informational session or an
open house on the grant prior to applying.
7. Awardees of the grant must be able to demonstrate at the end of first funding cycle
that they are making significant progress towards the project/outcome.
8. More evaluation of the project's impact must be reported back to the Commission.
9. Awardees of the grant must give presentations to the Commission and the
community at a scheduled Commission meeting or at a public forum after
completion of the project.
10. Grant funding should be available for some operational expenses. Operational
costs should be defined and costs that are allowed should be very explicit.
11. Place ineligible periods on organizations that have received prior funding for a
project from the social justice racial equity grant.
12. There should be a maximum amount requested by each proposal.
13.Organizations that have received City of Iowa City funding through any
department/grant should have some restrictions on whether they are eligible to
receive funding. If this is consistent with other Commissions.
14.After applications have been received Commissioners may opt to ask questions of
applicants via staff.
15. Keeping within the spirit of the grant, final rankings should serve different
populations and a statement should be given at the Commission meeting when
allocations are recommended so stating.
16. Partial funding may be given to the next highest ranked applicant, if it is clearly
stated that the project may continue with less funds.
Staff will contact Neighborhood and Development Services to inquire as to whether
there is a required form that Awardees are to utilize when reporting out quarterly.

Staff will provide summaries of past grant recipients and summarize past projects for
those who are just joining the Human Rights Commission in January each year.
Commissioners will plan to discuss how they would like the recommendations to be
implemented at a future meeting then the recommendations will be finalized and sent to
the City Council.
Commissioner Ferdig asked for the Commission to consider for a future grant process
the following:
A letter of intent (LOI) should be submitted to the Commission prior to the full grant
application period. It would be a simplified grant application that demonstrations to the
Commission if the project is worth full review. Only 10 agencies would then be invited to
submit a full grant application to be ranked by the Commission. Ultimately, this would
save time for both the agencies and the Commission.
Pena will not be in attendance at the next meeting for a planned family vacation.

to take place on Saturday, July 27th from 10am-noon downtown Iowa City located in the Ped
Mall. The rain location will be held at MERGE (136 S Dubuque St. in Iowa City). This year
marks the 29th Anniversary of the signing of the ADA! We are currently taking reservations
for vendor display space at this year's event. This is your chance to share information

Dear Stefanie,
I'm writing to share the below announcement with you (and please also share with any Human Rights Commissioners,
city councilors, or city staff who may be interested in attending). This is one of the community events taking place as
part of the launch of the apprentice recruitment/retention network funded by the Social Justice Racial Equity program,
and so I would love for city leaders to have an opportunity to join us. Some of the SJRE funding is also supporting low-
income attendees at the week-long leadership school that this event is part of (Midwest School for Women Workers), as
well as simultaneous language interpretation so that Spanish -speakers can fully participate in the school. Hope you or

Registered trades apprenticeships offer pathways to excellent careers, yet today only 1% of front-line construction
workers are women! Across the country, labor and community partners are coming together to change this reality with
effective programs to recruit and retain women in the trades.
Tarn Goelling is the Director of Civic and Community Engagement for the International Brotherhood of Electrical
Workers. As an Inside Journeyman Wireman, she started with the IBEW as an apprentice at Local 26, in Washington, DC.
She is committed to strengthening her union through engaging membership and by supporting local unions' efforts to
increase diversity and full inclusion across all branches of electrical workers. Her work is informed by her experience as a
member first, and as an activist for workers and human rights.
Goelling's presentation will focus on specific practices that have proven successful in increasing the proportion of
women in apprenticeships, through intentional investments from industry stakeholders. Strong partnerships between
organized labor, management entities, community organizations and educational institutions can lead to strategic
power building, resulting in both quantitative and qualitative accomplishments.
Free and open to the public. Sponsored by the UI Labor Center, Midwest School for Women Workers, IBEW Iowa State
Conference, and Iowa State Building and Construction Trades Council, with support from the Iowa City Social Justice
Racial Equity program.
