NOTICE
THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING BOARD:
AIRPORT ZONING BOARD OF ADJUSTMENT
One vacancy -Five-Year Term
January 1, 2009 -December 31, 2013
The powers and duties of the Airport Zoning Board of Adjustment are:
1. To hear and decide appeals where it is alleged there is an error in any order, requirement,
decision, or determination made by an administrative official in the enforcement of the Airport
Zoning Chapter.
2. To hear and decide special exceptions to the terms of the Airport Zoning Chapter upon which
such board is required to pass under the Airport Zoning Chapter.
3. To authorize upon appeal in specific cases such variance from the terms of the Airport Zoning
Chapter as will not be contrary to the public interest, where owing to special conditions a literal
enforcement of the provisions of the Airport Zoning Chapter will result in unnecessary hardship,
and so that the spirit of the Airport Zoning Chapter shall be observed and substantial justice done.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of
Iowa City. The Board meets at the call of the Chairperson.
Applications must be received by 5:00 p.m., Wednesday, April 1, 2009. The City Iowa City

It is the duty of members of the Board of Appeals to hold appeal hearings on matters concerning the
Uniform Building Code, Uniform Plumbing Code, National Electric Code, Uniform Mechanical Code,

qualified by experience and training to pass upon matters pertaining to building construction.

SENIOR CENTER COMMISSION
One Vacancy -Three-Year Term

The duties of members of the Senior Center Commission are to:
Serve in an advisory role to the City Council with regard to needs of the Senior Center.
Make recommendations with regard to policies and programs at the Senior Center.
Join staff and other interested persons in seeking adequate financial resources for operation of the
Senior Center.
Encourage full participation by senior citizens in the programs of the Senior Center.
Ensure that the Senior Center is effectively integrated into the community and cooperates with
organizations with common goals in meeting the needs of senior citizens.
Serves in an advocacy role with regard to the needs of senior citizens in Iowa City.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of Iowa
City. The Senior Center Commission meets the third Tuesday of each month at 3:00 p.m.

I became involved in senior citizen issue shortly after I moved here in Dec. of 1999. I was a member of the
Johnson County Task Force on Aging during 2001 through 2004. I'm currently an ex-officio member of the that Task
Force. I was involved in a volunteer senior action effort called Seniors On Guard during 2001 to the end of 200 I
have taken an active interest in the Senior Center and the Senior Center Commission since early 2000. I have a
special interest in how the senior center plans for our lower income and very elderly people.
In the past I was employed for 1 year as the Volunteer Director at a large hospital in Waterloo. Most of the
volunteers were retired people. I also worked 1 year as Activity Dir./Social Worker in a nursing home in Burlington.

WHAT IS YOUR PRESENT KNOWLEDGE OF THIS ADVISORY BOARD?
I am aware that the Senior Center Commission has not had a low income member during the time I have lived in this
city, I also know that most members have had some connection with the Ui~verSiiy of i~wa. i ti~ink the city council
Auld consider breaking that record and consider allowing a low income person on that Commission, especially a
low income member who is not afraid to ask tough questions and who will question financial decisions.
WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE
REASON FOR APPLYING)?
I am not intimidated by a high income executive and would not hesitate to question things that seem to need
',discussion. I am very concerned about protecting the interests of our lower income seniors and the interests of the
taxpayers who pay the bills. I already know that the current commission members take special interest in the higher
',income seniors. It would be fair to have a member with a special interest in the lower income seniors.
I am very concerned about how the gifts and bequeaths to the senior centeran~ being managed. I would like to be part
of the decision making on that large fund. It is very hard for the public to know how that money is being managed.
I would encourage the Commission to begin a serious effort toward reaching out to our black senior citizens to
become involved at the senior center and on the Senior Center Commission.
I am familiar with how the senior center commission operates. I have attended their meetings from time to time
through the past 9 years. I do not like what 1 have seen related to lower income elders. I'd like to help make it better.

I have a limited knowledge of the Senior Center Board. I know that my friend Jay Honohan has been active on
Senior Center issues for a long time.
WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE
REASON FOR APPLYING)?
I believe that I have been a positive contributor on boards that I have served on in the past. I have enjoyed living in
Iowa City. We have a excellent community. I would like to contribute to our community by serving on the Senior
Commission Board. As an older individual I have a personal stake in seeing that there are opportunities for myself
and my contemporaries in Iowa City.
I am comfortable in group settings. I have been able to bring a calm positive attitude to the boards I have been on.
'am a person who can help build consensus. I have worked with Jay Honohan in the past and I find the prospect of
'working with him on the Senior Center Commission appealing.
I know a fair number of people in Iowa City through work, through my children's activities and my extended family.
With those connections and my skills I am confident I bring a good perspective to the board.

I note that Charlotte Walker has applied for the Senior Center Commission, and I am writing to support her
application. While Ms. Walker's well-deserved reputation as a gadfly makes her occasionally difficult to deal with,
there is no denying that she speaks the truth and reflects the viewpoint of lower-income people, a viewpoint that is
noticeably absent in the management of the Center. I have known Ms. Walker for some time and have come to
respect her understanding of how public policy directly impacts lower-income citizens. I find that listening to her
usually leaves me enlightened on some area I previously thought I understood. While her comments sometimes
make me uncomfortable, I find it's worth a little discomfort to gain a better understanding of the issues. I hope that
you will have the courage to appoint her and provide leadership to help the Commission benefit from her
extremely worthwhile input.

I would like to speak to my support of your approving her application to the senior center commission.
She has been expressing interest in senior issues and the efficient running of a viable senior center for a

Re: Senior Center Commission appointment and transcript of the 3/10/09
Work Session
As you know, I was one of two applicants for the two positions on the Senior Center
Commission that have been vacant since the first of this year. On March 10, you
appointed Mercedes Bern-Klug, an assistant professor at the University of Iowa.
She appears to be a very good selection but it should not be necessary to have
some connection with the University to have a position on that Senior Center

Commission. Most of the members of that commission since 1999 have had some
kind of connection with the University. For some unrecorded mumbled reasons, you
decided to turn down my application for the second vacancy and to re-open the
search to fill the other position.
Last night I read the city council transcript of the discussion that took place at the
Work Session on March 10th when you decided against appointing me. I noticed
that the part about the Senior Center Commission appointment is mainly recorded
as a€oemumblesa€^. Just think how you would feel if this happened to you. Not
only was I turned down but the discussion about why you turned me down
managed to escape the transcription of that meeting.
Below I will add the portion of the transcript about the senior center commission so
you can see again how you were able to avoid putting your comments about that
decision on the public record.

Some turned down applicants would give up at this point but I will not. Some of
you know that I have had a strong interest in the senior center since I moved here
at the end of 1999. This is the third time that I made application for a position on the
Senior Center Commission and the third time I was turned down. It seems obvious
that you and previous councils see some reason to keep me off that commission. I
find it hard to understand why.
Is it because I have brought problems related to the senior center to your attention
from time to time? Is it because I take a strong interest in the needs and interests of
our lower income elders? Do you think I lack adequate experience? Do you think
that there is no room for questioning things that seem to need discussion? Its hard
to tell from your MUMBLES in the transcript just why you turned me down.
However, I will not give up over this mumbling slap.
I intend to keep my application current for a position on the Senior Center
Commission for the next round of appointments. This next time when you discuss
the selection of the Senior Center Commission appointment, I hope you will make
sure that the recorder is not operating in the MUMBLES mode. If you turn me
down again and select another upper income member, I hope that you will include
in the record why the council excludes lower income people from serving on that
commission. As far as I know, there has never been a member on that commission
who currently has a low income. I made that clear on my application. Why not
consider changing what seems to be an unspoken policy?

As you know, I was one of two applicants for the two positions on the Senior Center
Commission that have been vacant since the first of this year. On March 10, you appointed
Mercedes Bern-Klug, an assistant professor at the University of Iowa. She appears to be a
very good selection but it should not be necessary to have some connection with the
University to have a position on that Senior Center Commission. Most of the members of that
commission since 1999 have had some kind of connection with the University. For
some unrecorded mumbled reasons, you decided to turn down my application for the second
vacancy and to re-open the search to fill the other position.
Last night I read the city council transcript of the discussion that took place at the Work
Session on March 10th when you decided against appointing me. I noticed that the part
about the Senior Center Commission appointment is mainly recorded as "mumbles". Just
think how you would feel if this happened to you. Not only was I turned down but the
discussion about why you turned me down managed to escape the transcription of that
meeting.
Below I will add the portion of the transcript about the senior center commission so you can
see again how you were able to avoid putting your comments about that decision on the
public record.
