RESOLUTION NO. 09-112
RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND
AMEND A GRANT AGREEMENT (CONTRACT N0.08-DRH-210)
WITH THE STATE FOR SUPPLEMENTAL COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS FOR DISASTER
ASSISTANCE.
WHEREAS, the State of Iowa has awarded the City an additional $1,029,295 in
supplemental Community Development Block Grant (CDBG) from the second federal
disaster appropriations for the following disaster housing programs: Jumpstart repair,
homeowner repair, homebuyer assistance, rental rehabilitation, and interim mortgage
assistance;
WHEREAS, the City needs to sign a grant agreement with the state for the use of these
funds; and
WHEREAS, the City Council finds that the public interest will be served by signing the
grant agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
IOWA CITY, IOWA, THAT:
The Mayor is authorized to enter into a grant agreement (Contract No. 08-DRH-210) with
the Iowa Department of Economic Development for Community Development Block Grant
(CDBG) funds for housing disaster programs.
The City Manager is designated as the authorized representative for the City in the grant
agreement (Contract No. 08-DRH-210).

Re: Additional Supplemental CDBG Flood Recovery Funds
The City was awarded $1,050,964 in additional Jumpstart Community Development
Block Grant (CDBG) funds from the Iowa Department of Economic Development for
flood recovery efforts. These funds can be used for the same activities as the first
CDBG award. Those activities include housing repair/rehabilitation, homebuyer
assistance and interim mortgage assistance; however, these new funds can also be
used for the rehabilitation of rental residential structures.
Staff will use the existing list of Jumpstart applicants and work with the eligible
applicants with household incomes at or below the area median income. Staff has
already contacted the owners of rental property damaged by the flood and will begin
processing those applications immediately.
There will be a resolution at your April 13 Council meeting to accept the Supplemental
CDBG funds.
