Metro Bicycle Master Plan:
Bailey/ Um, the first item on our work session agenda is the Metro Bicycle Master Plan. Kris!
Ackerson/ My name is Kris Ackerson. I'm, uh, I'm an Assistant Transportation Planner with
JCCOG. Um, in 2007 the City of Iowa City applied to become aBicycle-Friendly
Community, and uh, they received the designation of Honorable Mention, which is the
lowest that they've bestowed. Uh, in light of that result, the City, uh, and other JCCOG
entities asked, uh, JCCOG to put together a regional, um, bicycle master plan (mumbled)
the Metropolitan Planning Organization. Uh, the three main components that the, uh,
League of American Bicyclists identified, uh, as lacking, uh, from Iowa City were
educational programs, uh, on-street facilities, like bike lanes, uh, and bike routes, and
also the lack of bike land that had been adopted. So we've been working on this plan for
about seven months now, uh, this month we're visiting all the City Councils, the Board of
Supervisors, and the University to present the draft, get your final input, before we take it
to the JCCOG Transportation Technical Advisory Committee, uh, later this summer. Uh,
once the plan has been finalized we'll bring it back to you, uh, for your consideration, uh,
to adopt it. Um, today just wanted to briefly go over why cities are putting together bike
plans, uh, the planning process that we've, uh, been following, put the plan together, and
then touch on the recommendations and get any feedback that you'd like to, uh, provide.
Um, as I mentioned, a bike friendly community designation was kind of the impetus for
this project. Uh, bike plans help identify the priorities for each community, and they
provide an inventory, uh, of the facilities that are available. Uh, so they provide a road
map for communities to become more bike-friendly. Cedar Rapids, Des Moines, uh,
Council Bluffs, are all working on bike plans right now. Uh, Cedar Rapids actually just
announced that they intend to be the first bike-friendly community in the state of Iowa.
Um, in addition there's also a large population of people who bike and walk to work, uh,
the AARP magazine just had a article that showed, uh, Iowa City ranked tenth in the
country in terms of the number of people who bike and walk, uh, for commuting
purposes. Uh, and then finally, uh, for the last fifteen years, the cities have been working
really diligently on developing trails. We now have over 40 miles of trails available for
recreation purposes. This plan looks at, uh, not only trails, but expands it to look at all
the different components of bike planning, uh, we refer to them as the "five Es" uh, we
looked at, uh...the number of bike lanes, the miles of trail, the availability of bike
parking, um, in terms of education we looked at, uh, bike rodeos that are offered, uh, to
youth. We looked at...uh, we found that there are three nationally certified bike
instructors locally, uh; we also looked at encouragement programs. Iowa City as you

know provides operational space for the Bike Library. Coralville provides space for the
Iowa Bike Coalition. Those are steps that they...that the cities are already taking. In
terms of enforcement, I was surprised to learn that all of the cities, including, uh, as well
as the University, uh, have trained bike patrol officers, uh, used their three officers at a
Kinnick football game last year. Um, University Heights officer and a University, uh, of
Iowa officer and one from Marion, uh, can be seen there. And then we also looked at
evaluation measures that the cities take, like participating in the Regional Trails
Bicycling Committee. Um, so the first step is the inventory, the next step is the public
input process. Um, the...the markers on this map indicate all the places where residents
would like some sort of improvement made. And I like to show this, uh, because it helps
illustrate the variety of opinions that there are, uh, and also the quantity of opinions. Um,
so we, uh, fashioned the community input, uh, to identify what priorities people had, so
that cities in the future know that the improvements that they invest in will be well-
received. Um, and so we'll get to those in a little bit. Uh, but...it, I think this helps
illustrate that we had quite a bit of community participation. We had 495 people fill out
our online survey, and we had over 150 people attend two workshops, so we feel like we
got a pretty good sample. Not a random sample, but a good sample of cyclists locally.
Uh, the next step was to take the inventory and combine it with our input, and develop
recommendations, uh, we crafted system-wide recommendations that each entity, uh, and
member of JCCOG can work toward, uh, and we also have community-specific
recommendations. I'll get to those in a second. Uh, but the first are in terms of
engineering, installing on-street bike facilities, and I passed out a map, uh, at your, uh,
desks that, um, illustrate the streets where we would recommend installing more bike
lanes, uh, as well as shared-lane arrows. And you can see, uh, an illustration of a shared-
lane arrow here on the right. It's, uh, a tool that's implemented on streets where there's
not enough road width, uh, to accommodate afive-foot wide bike lane on either side, uh,
but it helps cyclists know where on the street they, uh, should be riding, to avoid getting
hit by car doors that open from parked, uh, vehicles (mumbled). Uh, we tried to focus
the...the recommendations for these shared-lane arrows and bike lanes to the streets that,
uh, had the, uh, most, uh, public requests during the public input process. So, uh, more
than half of the people who participated in the planning process would like to see some
improvement to these streets. So we tried to keep it to a minimum, uh, and to those
streets that would be...uh, that were in most need. Uh, the next, uh recommendation,
system-wide, is to implement a system of trail maps, uh, and way-finding signs. Um, this
is an example, uh, from Denver that shows the miles to a destination, uh, it also includes
the time that it'll take to ride there, based on the average speed. It's a, it's something that
cities are implementing more and more for folks that don't, uh, ride often. It's kind of
handy to know, when they take off with their family if it's going to be too long for their
kids, uh, to ride. LJh, the bike routes are also on your handout, just on the opposite side of
your, uh, the map. Uh, but we have bike routes that cross Iowa City, north to south, as
well as east to west, to provide access to the downtown. Uh, we also have rural bike
routes, which we worked with the County to identify, uh, that go north on Prairie de Chen
to Linder Road, uh, to the dam, uh, and even all the way to Sugar Bottom, and north to
Solon, uh, this is a very popular loop to either go out to the dam or go up to, uh, Mehaffy
Bridge. Uh, the bike route would then come back through North Liberty and Coralville,
uh, along Newton Road into downtown Iowa City, providing a way for people to

commute, uh, between communities. The pink lines on here, uh, are bike-friendly streets
that community members already use and could be advertised, uh, on our trail map, for
example, as a resource. Uh, in terms of education, uh, we were surprised when we
analyzed the DOT's crash records that, uh, half of all of the collisions with a bicycle that
have occurred in Johnson County involved either a cyclist or a motorist that was under
the age of 22, which indicates that there's a particular demographic of people that the
cities and the University can focus their education toward, to have the most benefit. Um,
so we're recommending public service announcements and uh, information offered in
driver's ed classes and what have you. Uh, in terms of enforcement, uh, I think we were
also surprised that the participants who are primarily bikers ask that they, uh, that the
local officers enforce the rules of the road, including the requirement by State Code that
you have a bike light. Um, in addition that they follow the rules of the road to, you
know, improve the relationship between motorists and cyclists locally. Get people to ride
their bikes in a predictable manner. And then in terms of evaluation, uh, we're
recommending that each of the cities reevaluate over time their bike-friendly status and
work, uh, slowly to achieve the platinum designation. The Iowa City recommendations
in particular, uh, would be implemented as time permits and as resources permit. Uh, we
recommend looking at, uh, amending the bike parking requirements for new
developments, uh, especially in the downtown. Uh, consider, uh, installing more
sheltered bike, uh, bike racks and lockers, uh, in the downtown area for commuters. Uh,
try to reduce the number of Mopeds, uh, in racks downtown. (mumbled) Evaluating, uh,
the potential of reverting Washington Street from aone-way to a two-way through
downtown. It would make it easier for, uh, cyclists to get across the river that way,
without using Burlington Street, and then also to evaluate converting Madison Street
from four lanes to three lanes, which would provide enough room for bike lanes on either
side. Uh, the last step, uh, in the planning process is the adoption and implementation,
and uh, like I mentioned, we're presenting this to the other City Councils and the Board
of Supervisors, uh, this month, and uh, next month the (mumbled) will consider giving
its, uh, approval of the plan, um, after 30 days of public comment, which we're
scheduling in, uh, June, uh, we'll bring it back to you for, uh, your adoption. Um, so, uh,
that...that timeline will allow each of the cities to submit a application to the Bike-
Friendly Community program, which has a deadline in August. And that's...that's the
end of my summary of the plan. I'd be happy to answer any questions you might have.
Bailey/ Questions for Kris?
Champion/ well, Kris, have you done the traffic study on, um, Capitol Street to see if it, if traffic
could be handled by two lanes?
Ackerson/ On Capitol Street?
Champion/ I mean, what street were you thinking about?
Wright/ Madison?

Ackerson/ Uh-huh. Traffic study to see if it could handle three lanes?
Champion/ Two lanes.
Ackerson/ Oh, two lanes. Yeah, the...generally a...a three-lane, uh, two travel lanes with a
center turn lane can accommodate around 18,000 cars, and if I remember correctly, I
think it, uh, it currently carries around 15,000. So it's a conceivable conversion, but you
know we'd have to do more research.
Bailey/ Other questions for Kris? Thank you. (several talking) All right, let's move along to

2. Iowa City Community School facility plan
Correia/ Yes, um...
Bailey/ Is your microphone on?
Correia/ Oh, no! In the correspondence, this is a question I think I know the answer but I just
wanted to make sure. In the correspondence there's some letters from folks about the
School District asking us to deny the School District, whatever their levy amount is. The
City has no goal in the School District's property tax levy decision. That's correct, right?
Helling/ I'm not aware of any role, but we...they're a separate entity. (both talking)
Correia/ ...so I think I'll just say something about that (mumbled) don't have any rule in
approving or denying the School District tax levy (mumbled)
Wilburn/ Just like we don't the County.
ITEM 10. AUTHORIZING THE FILING OF AN APPLICATION WITH THE IOWA
DEPARTMENT OF TRANSPORTATION FOR FY2010 IOWA DOT
STATE TRANSIT ASSISTANCE AND FEDERAL TRANSIT
ADMINISTRATIVE FUNDING.
Correia/ Right (both talking) okay. Um, and then I just had a question about the Transit, Chris,
about JARC. How has that...how has that been utilized, I mean, in terms of...is it being
utilized?

O'Brien/ Are you talking about the cab program?
Correia/ Yeah.
O'Brien/ Um, not really. Uh, we're still trying to push harder on that.. .
Correial Well, and I think...I think an issue is that's come up when I've talked to folks, the issue
is that it, everything has to take place within the Iowa City limits, and I understand that
the person needs to live in Iowa City, but is there a federal restriction that we couldn't
transport people to where they work, outside of Iowa City, and pick them up and take
them back to their Iowa City residence?
O'Brien/ Our understanding was that it had to make...be maintained within Iowa City. I can
follow up on that and get back to you.
Correia/ I mean, we know that people live and work, you know, outside of their (mumbled)
because if it's not being utilized because of that, I mean, I would wonder if we would
want to take that $20,000 for something else.
O'Brien/ Sure. I can follow up on that and get back to you on that.

ITEM 12. CONSIDER AN ORDINANCE AMENDING TITLE 10 OF THE CITY

CODE, ENTITLED USE OF PUBLIC WAYS AND PROPERTY," CHAPTER 3,
ENTITLED "COMMERCIAL USE OF SIDEWALKS," TO ELLIMINATE THE
CAP ON TEMPORARY SIDEWALK PERMITS AND TO EXPAND THE
PERMIT FOR FRIDAYS DURING THE SUMMER BY ESTABLISHING A NEW
SIDEWALK RETAILING PERMIT.
Correia/ I have other agenda (several talking) um, the (mumbled) sidewalk on item 12, with
the...the, uh, you know, having more...commerce happening on the sidewalk. One of
the things it says in there, something about amplification, and I was just wondering, you
know, on Fridays there's that (noise on mic) in front of the jewelry store, would that be
disallowed, or do they get a separate permit for that, because that's a wonderful kind of
community thing that happens on the sidewalk at noon, on Fridays. Would this...
Helling/ This...this is, the purpose of this was geared more toward putting merchandise (both
talking)
Correia/ ...only related to merchandise.
Helling/ Right, and...what we're trying to avoid is, you know, prohibit the use of speakers to
pipe music out from the business out into the street, so forth, and so that's the type of

thing. Um, if somebody's going t go out, move out on the sidewalk and have some sort of
a entertainment of some kind, then, uh, we may...we may want to require they get a
permit. Not that we wouldn't issue a permit. That's different than what this is meant to
address.
Correia/ Okay.
Wright/ Right now anybody that wants to set up on the sidewalk can, whether they're amplified
or not. Is that correct?
Helling/ No. No. This will allow that on Thursday through Sunday.
Wright/ (mumbled) in terms of musicians.
Helling/ Um, technically no. I think they would need a permit to use the public sidewalk.
Again, permits are, you know, they're free. There's no charge for them or anything,
so...there's no reason why they couldn't get one, and typically on something that's going
to go on periodically, weekly or whatever, we'll issue a permit for more than just one
occurrence.
Wright/ As long as we're on that one, I also noticed number 3 there - no tents or umbrellas -and
at least during the sidewalk sales downtown quite a number of stores use tents or
umbrellas to block the sun.
Helling/ Again, this is only for those Thursday through Sunday permits that those...those, uh,
rules apply to.
Wright/ Okay.
Helling/ Sidewalk sales, that type of thing where they get separate permit for an event and then,
yeah, there are tents and things out there and we understand that and.. .
Bailey/ Other agenda items?

Hayek/ Well, I was going to ask, um, under the P&Z item, sub 5, this is proposed letter to the
Johnson County Supervisors concerning the (mumbled) property. Um, I don't know if
now is the time to take this up or...at the formal.
Davidson/ If you'd like...whatever you'd like to do. I'd planned on covering it during the formal
meeting, but we can talk now if you'd like.

just for the fact of a letter to the Board of Supervisors. Is this a common practice when
there's some...
Davidson/ It is a common practice, Matt, when we have a situation like this, where (noise on
mic, unable to hear) zonings, I believe the State law is for rezonings within two miles, uh,
around a municipality if there's an agreement entered into, um, the city has the right to
actually approve subdivisions and comment on rezonings. Um, our fringe area agreement
further addresses it specifically to, um, indicate that that's the arrangement between the
County and the City. This is an example of one that is within two miles of Iowa City, but
not within our growth area. It drains into a water shed that we cannot serve with our
sewage.. .
Dilkes/ I'm sorry. Just for purposes of protocol, we normally do the rezonings at the formal, um,
agenda. We probably should save the discussion of this particular one for that.
Hayek/ That's fine.

Correial Well I just, I had, um, the Iowa City Housing Authority, um, and Steve's not here now,
Steve Rackis. Um, and I try to do a good job reviewing all the Housing and Community
Development Commission meeting, um, but I hadn't seen the action plan go through that
body, and again, I feel like I know that we're the official board of the Housing Authority,
but I know many communities have a separate citizen when it's the city council, because
it is a $7 million program. I mean, it essentially operates...it's aseparate program like
any major non-profit that has a separate board, um, so I feel like there's a big plan and we
haven't...I mean, I don't know if he's planning to do a full presentation, but.. .
Bailey/ And I don't remember that in those minutes either, I mean, and I thought (both talking)
Correia/ We had talked about wanting all types of policy...um, issues that, related to the Housing
Authority go through the Housing and Community Development Commission, that's in
the ordinance or whatever, papers establishing the Housing Commission to oversee
Housing Authority programs.

15. North Linn Street repair
Hayek/ There's a letter to us from, um, some northside Linn Street property owners, concerning
the status of infrastructure in that area, and probably be helpful to get some summary at
some point from Public Works or...
Bailey/ I talked to Wendy about that and she's...and...and from an Economic Development
perspective and she has been in correspondence with them, and I think will be generally
meeting with them and...and seeing what it is that they're concerned about and those
sorts of things.
Hayek/ Okay.
Helling/ It would be a good idea to do that. I think...and figure out what we're interested in,
because that could be a CIP project.
Bailey/ Right. And...and at one time, didn't we have plans to take that streetscape farther?
mean, that's I thought what they were referring to.
Helling/ I...I don't recall.
Bailey/ Okay.
Champion/ Well we talked about the lighting at one time.
Bailey/ Right, but I thought that was going to incorporate more of that North Market area.

Davidson/ Yeah, it...there was some thought of taking that up to the Pagliai's area. Uh, and then
there was, I think, a subsequent discussion pertaining to the lighting, but no decisions to
move forward with the project.
Bailey/ Okay, so, yeah, maybe (mumbled) yeah, I do too. Any other agenda items? Okay,
should we move on to information packet, um, info packets from 4/9 and 4/16.

Davidson/ I was going to bring it up, if somebody didn't, but just the...we need your
concurrence, I mean, I guess the memo is worded is that if you didn't say anything, we
were...going to assume it was okay to go ahead, but it's kind of a significant policy
change for the program, but we're basically suggesting that we be allowed to expand it to
non-basic systems. We had been, the first program was limited to basic systems, and
we'll certainly still have basic systems as the priority for the project, but this will allow,
you know, in particular people who might receive additional funds to expand into non-
basic systems, which would I asked them to include a few just as an example, and
cabinets, trim, flooring, these are things that were not deemed to be basic systems and
haven't been allowed so far that would be allowed, if you concurred (both talking)
Correia/ Right, so basically we have...more flood recovery funds that can be used for households
(both talking)
Davidson/ It was your decision, I think we recommended it, but it was your decision to limit the
initial program (both talking)
Correia/ ...how much we were going to have and what the need was, so, but essentially we're
going to be opening up those dollars to continue to meet the unmet needs for house...for
flood-impacted households.
Davidson/ Absolutely.

Davidson/ Well, we wouldn't suggest that you do so if we felt it wasn't a good idea, and I do
want to emphasize, it's not that we're going to funding just non-basic systems. Certainly
basic systems will (both talking)
Correia/ ...opening up the parameters.
Davidson/ And in particular someone who has already received some funds might have fulfilled
what they needed for basic systems and like to move into non-basic systems. They're still
very legitimate expenses.
Correia/ Absolutely! Of course. Getting us closer on the road to recovery. Good. Thank you!

Correia/ Well, I was concerned by the IP7, the AARP.

Correia/ Yeah. Um, it just seems to me that AARP is an important...member-driven, you know,
organization of retirees in Johnson County. It would make sense to me that the Senior
Center would have opportunities for AARP to be housed there and operate out of there.
Bailey/ I thought that was a fundamental mission of...
Helling/ Yeah...
Bailey/ ...of the Senior Center is to...to co-locate with other, um...organizations. (several

Hayek/ Yeah, I'm not real comfortable discussing this without a chance to review this response,

Bailey/ Um, Council time...I guess I can announce this here. We just got...I think Marian
handed out that the Governor will be here tomorrow at 12:30 at Old Capitol to sign, um,
for a bill signing. It's at 12:30. I'm teaching during that time and won't be able to attend.
Would, are there others who might be able to attend? So we have some representation
there.
O'Donnell/ I cannot.
Champion/ I think I can probably go.
Bailey/ Okay.

Champion/ I have Council time, as usual. Talk about parking, and it's nice that Chris is here.
Um, I'm going to bring it up at every Council meeting. I think we have some real
problems with the parking situation downtown. Uh, Dubuque Street, and I hope Chris
has observed this, is rarely used by trucks in the afternoon. I don't know about the
morning, um, I rarely see any there in the morning. I think also the enforcement of traffic
tickets has really gotten out of hand. Um, there's (mumbled) older people, a couple of
'em, um, that I think are...I think what we're doing is we're irritating our downtown
customers. How many tickets have we given out -maybe 1,400 by now? It was 1,100
something a month ago, so it must be.. .
Bailey/ To what degree can we discuss this?
Dilkes/ Well, I think if you want to talk about it you should put it on a work session.

Champion/ I think it's okay to second-guess a plan. I've made bad decisions in my life, too.

read them in the two minutes I got here. Yeah, should we put that on a work session too?
Wright/ Misha said she was going to be bringing some updated ordinances, including one...
Bailey/ Can you check and see, um, with Misha what that schedule would look like and then we
can schedule accordingly? I think it would be helpful to have...Misha would be among
the staff who would be needed in that conversation (mumbled)
Helling/ So you want it on a work session then?
Bailey/ After you check on...Misha's, if she was going to bring some recommendation. It was
indicated.. .
Wright/ ...in the newspaper. It was nothing we saw formally.
Helling/ I...there may have been some discussion on it I'm not aware of, but I'm not aware that
she was going to...but I'll follow up (both talking) if there's something we can get it in

Correia/ I have an article that I...(mumbled) is from the Housing and Community Development
magazine (mumbled) given me this issue. There's um...a article on keeping public
housing safe and it's, uh, innovative, uh, program. Can't remember where the Housing
Authority is located, but providing services and case management for difficult tenants,
um, so sort of that interim step between having a difficult tenant and have something
happen, an eviction (mumbled) so I thought I'd share that with you all.
Bailey/ Okay. Anybody else wishing Council time?
Wright/ Last time I had indicated, uh, some interest in having some conversations about crime,
perceptions of crime in the community, and I was just wondering where we were with
that?
Bailey/ We talked about that this afternoon, and...
Helling/ Yeah, I think that the Police Chief is putting together (mumbled) statistical report of
crime, back a few years and then up currently, year-to-date, sort of thing. Um, and again,
I believe he's working on that, but I will be speaking with him, following up on some of
those things shortly.

Helling/ It might be. I don't know if you have space on your work session. It's starting to fill up,
but yeah...
Bailey/ Well, we could postpone chickens!
O'Donnell/ Let's do that!
Helling/ L ..I didn't think chickens was going on the 4th anyway. (laughter) Uh, so, yeah, I'll
find out, and we'll work with the schedule, if it's going to be ready. I don't know.

Hayek/ I have one thing. On Apri130 at the Courthouse the annual Law Day program will be
held from 3:00 to 4:30, and typically sort of a...lawyer judge judicial branch focused
thing, uh, for people involved in the Bar Association and families. It also highlights for
one day the Courthouse itself and its presence in the community and...and I'm going to
be there, uh, you know, wearing my attorney hat, but I would encourage you guys to go
there to the extent you can, because I think this is an issue on which Iowa City and the
County and the surrounding municipalities will have to cooperate going forward with
respect to the Justice Center and our Courthouse needs, so I think it's just a good
opportunity to run into some folks over there, and there's a lot of exciting stuff planned
for the event.
Champion/ What's the date?
Hayek/ It's April 30, at 3:00 until 4:30 P.M.
Bailey/ Okay. All right, anything else...for Council time? We've scheduled some pending
discussion items, and that was, uh, community events, Council invitations - we talked
about that, any discussion of meeting schedules?
Champion/ The only one I want to ask, and I know May 4th is going to be really busy, um, but
Regenia, as you go through the agendas, when we have a short work session like this, it
seems like we could combine that the next meeting.
Karr/ You talking about not having a work session at all?
Champion/ We're doing it before the City Council meeting.
