Re: UniverCity Program ll��
Previously, staff provided a comparison of the UniverCity and South District Programs that was
included in the Council Information Packet, dated May 7, 2020. This is a follow up based on
questions received by Council members after that memo was submitted.
To date, the City has purchased 70 homes under the UniverCity program. The average amount
of rehabilitation completed on the homes was $50,000 for a total investment of approximately
$3,500,000.
The UniverCity program is an innovative approach to revitalize and sustain neighborhoods
adjacent to the University of Iowa that includes an affordable housing component. The City has
used five different funding sources to create and sustain the program since 2009. The program
was launched with a State of Iowa I -Jobs grant of $1,250,000 for rehabilitation assistance. The
University of Iowa contributed $515,000 for downpayment and rehabilitation assistance, the
Iowa City Housing Authority allocated $190,000 for rehabilitation assistance, and City HOME
funds were utilized for various homes. Presently, the City utilizes General Fund dollars to
maintain the program.
