Executive S ummary:
As directed by Title 9, Chapter 1, Section 3A of the C ity C ode, this is to advise the City Council of
the following action:
Pursuant to S ection 9-1-3A (10); Removal of (41) on-street metered parking spaces and
establishment of (41) "10 minute parking for pick-up and delivery only" spaces at the following
locations: 1) One parking space on the north side of the 200 block of Market S treet, 2) Two
parking spaces on the north side of the 300 block of Market S treet, 3) F our parking spaces on the
100 block of I owa Avenue, 4) O ne parking space on the 200 block of I owa Avenue, 5) One
parking space on the north side and two parking spaces of the south side of the 100 block of
Washington S treet, 6) Two parking spaces on the south side of the 200 block of Washington
Street, 7) Two parking spaces on the north side of the 300 block of Washington S treet, 8) Two
parking spaces on the north side of the 100 block of East Court S treet, 9) One parking space on
the east side of the 10 block of South Clinton S treet, 10) Four parking spaces on the west side of
the 100 block of South C linton S treet, 11) One parking space on the west side and one parking
space on the east side of the 200 block of South C linton Street, 12) Two parking spaces on the
west side and two spaces on the east side of the 10 block of S outh Dubuque S treet, 13) Two
parking spaces on the west side of the 200 block of South Dubuque S treet, 14) Two parking
spaces on the west side of the 100 block of South L inn Street, 15) O ne parking space on the

Background / Analysis:
T his action is being taken at the request of the Transportation S ervices D epartment to provide
temporary dedicated short-term parking for curbside pick-up and deliveries in the downtown
area during C O V I D -19. T his action will enable enf orcement of the spaces which will help ensure
there is adequate turnover and maximum utilization.

Just a quick note to say how excited I was to see the press release about the City putting up street banners to celebrate
Iowa City PRIDE in June. And that you plan to fly the rainbow flag at City Hall during the month of June. It means so
much more this year.
As you know, the 50th Anniversary Iowa City PRIDE Celebration events planned throughout the month of June had to be
cancelled due to the COVID-19 crisis. This is obviously a HUGE disappointment for not only the PRIDE Committee (who
had been planning for the special anniversary event for over a year), but also to the LGBTQ+ community in Iowa City,
Johnson County, and beyond.
This was to be another milestone year in the history of this City's inclusiveness, acceptance and overall support of its
LGBTQ+ citizens. Iowa City was ahead of the curve so many times during the past 50 years, and many groundbreaking
LGBTQ+ events and programs happened right here in our community. There have been many times Iowa City has been
at the forefront of the LGBTQ+ movement nationally.
Thank you for helping to celebrate and promote this special year and special community!

Hello,
My name is Guy Renquist and I am a rising sophomore at the University of Iowa. I am originally from Okinawa,
Japan, but I currently reside in Iowa City due to COVID-19 restrictions on international travel. This year has
been my first full year living in the United States although I have had American citizenship since I was born.
Before I came to Iowa, I followed American politics via the internet and word of mouth. However, witnessing
the political catastrophe in this country has been a whole new experience.
My main motives of this email is to encourage you all, as leaders in the Iowa City community, to strengthen
our inclusivity initiatives with the police force and further their relationships among minority groups. After
witnessing the turmoil of the last few days, the kind of police brutality seen in Minneapolis could happen
anywhere- including Iowa City. Iowa City is predominately white and has less interactions with minority groups
than many other urban areas. Coming from a military background, the lack of diversity in Iowa City was
shocking to me. Although we cannot change the makeup of our city, I know that the city and police force can
endeavor to create deeper relations with the minority groups that reside here. While I am unaware if there
has been previous events of police brutality by Iowa City PD, I know that we can never be too prepared in this
divided country.
Having said this, I do not have any strong recommendations on how to run a police force or create such
goodwill within Iowa City. I wish I did have the technical knowledge to point out the rights and wrongs of our
policing system, but I do not. However, I can assure you that I will do my part in the Iowa City community.
When I see something, I will say something; I will speak up and continue to let local officials know of behaviors
I find unsettling. I hope you all will do your part in this as well. With regards to this email, I simply wanted to
raise awareness and encourage change from the perspective of a concerned citizen. I sincerely hope that the
city council could come up with stronger guidelines and regulations in the police force to prevent future
events of racism in our community. Being the next Minneapolis, or having the the next George Floyd die, is not
an acceptable outcome in this country. Thank you for your time.

Dear Interim Chief Campbell,
I did not imagine that I would ever find myself writing to a police chief and a city council to express my
appreciation for a public statement by a police chief, but I wanted to make part of the public record my
gratitude for your near -immediate public statement condemning the actions of the officers involved, directly
and as witnesses, to the murder of George Floyd of Minneapolis.
While I believe that we have a long way to go before we achieve a world in which the police's oath to protect and
defend applies to everyone, I believe that your statement—and the actions and statements I've since seen from
officers around the country—are a start. (To be fair, I think we have a long way to go before all of those of us
who are privileged by skin color and history create a more just and equal world—I have always said that we
need to be mindful, when criticizing the police, of the times we may have passed over a job application because
of the name or address on it, before we question, as former President Obama once said, why Johnny got the job
and not Jamal.)
When I hear the reports and see the footage from friends in the Twin Cities, Chicago, and New York, I know we
have a long way to go, but I deeply appreciate your words and your willingness to make a public statement at
this time.
I would also be remiss in saying that, while I have had more reason to talk to the police than most people would
hope, I'd like to express my gratitude to Officers Jake Belay and Becki Sammons for their assistance and to
Officer Andrew McKnight for an enlightening if controversial talk about Crisis Intervention Training that he
was kind enough to give at the PEACE Iowa annual meeting some years ago. Of course, I am an upper middle
class white lady, so I would not claim that my interactions with police officers are representative. But I hope
that they may one day become so.
