J uly 16, 2020 Memo from Interim Police Ch ief & F ire Ch ief: 2020 F ireworks Cal l s for Service AT TAC HM E NT S : Description Memo from I nterim P olice Chief & Fire Chief: 2020 Fireworks Calls for S ervice Date: July 13, 2020 To: Geoff Fruin, City Manager From: Denise Brotherton, Interim Police Chief & John Grier, Fire Chief Re: 2020 Fireworks Calls for Service Police Department Calls for Service During the consumer fireworks sales period of June 1 - July 8, 2020, there were no permits issued for fireworks sales within the city limits. This year shows a significant increase in calls for service and total hours spent managing fireworks related calls compared to 2019. During this period was a pandemic that caused cancellation of professional fireworks displays to encourage social distancing and alternatives to citations and arrests to lessen workload on the courts. The Iowa City Police Department received 373 calls for service (CFS) related to fireworks complaints, in which 309 officers were deployed. This is compared to 103 calls during the same period of 2019. Police spent a total of 60 hours responding to fireworks calls. This is compared to 20 hours spent responding in 2019. In 2020, there were 0 fireworks citations and 66 verbal warnings. In most incidents, officers were unable to locate the individuals using fireworks. Below are four-year historical summary charts of fireworks calls, responses, and outcomes by the police, a location map of the calls for service related to fireworks during the 2020 summer sales period, a table of the calls received by neighborhood, and comparisons to 2019 of calls for service by date and by time of day. A total of 2.5 personnel hours was spent on fireworks calls for service.
