Bailey: This is a time for the, um, for people to comment on items that are not on tonight's agenda. If you wish to make a comment, please approach the podium, state your name for the record, and limit your comments to five minutes or less. Walker: Hello, my name is Jean Walker and I am the representative of the Melrose Neighborhood, and the Melrose Neighborhood would like to present the City with this poster. Champion: How cute! Walker: Um, it's a poster of some of our historic garages with the hope that this can be displayed in City Hall so that the public can enjoy it. It has both garages and carriage houses, thus showing the transition from the use of carriages to cars in our neighborhood. The garages have many different styles, and these styles match those of the houses to which they belong, and the houses range in age from 1870 to the early 1950s. For example, this carriage house here originally built as quarters for house servants belongs to a Greek revival Italianate house built in 1870. And this garage down here belongs to a house built in the early 1950s in the architectural style of Frank Lloyd Wright. We hope that when people see this poster they will be encouraged to take a detailed look at the architectures of the houses and garages in their own neighborhoods, and that they will value their garages as an integral part of the properties, along with their matching houses. Thanks. Bailey: Thank you. (several responding) Okay. (several talking) Champion: That is a neat idea! (several talking) Bailey: Thank you. Anyone else wishing to speak at public comment? All right. CONSIDER A RESOLUTION AMENDING THE BUDGETED POSITIONS IN THE TRANSPORTATION SERVICES DEPARTMENT AND THE AFSCME PAY PLAN BY DELETING ONE FULL-TIME MAINTENANCE WORKER II -TRANSIT BUILDING MAINTENANCE POSITION AND DELETING THREE FULL-TIME MAINTENANCE WORKER II -PARKING SYSTEMS -DAYS POSITIONS AND ADDING FOUR FULL-TIME MAINTENANCE WORKER II -TRANSPORTATION SERVICES POSITIONS. Hayek: Move adoption of the resolution. O'Donnell: Second. Bailey: Moved by Hayek, seconded by O'Donnell. Discussion? I see Chris O'Brien is here if you have any questions. Correia: I do have a question. So will the...persons in those positions be eligible to bid for the new positions, I mean, how does that work (mumbled) O'Brien: Um, there are three of them are already from the Parking side in those positions. It's...what this is, is just moving the person that was at Transit. They're a pay grade below those that were at Parking, and they're doing the exact same duties. Um, this was an item that we discussed when we first, uh, restructured into Transportation Services, there might be some clean-up items. Correia: Right. O'Brien: So it's just putting everybody (both talking) Correia: Okay, so it's nobody's loosing or... O'Brien: There are four people in those positions and it's just basically moving one up since he's performing the same duties. Bailey: Any other questions for Chris? O'Brien: Thank you. Bailey: Thanks for being here. Roll call. Item carries 7-0. This represents only a reasonably accurate transcription of the special formal Iowa City City Council meeting of July 6, 2009. Bailey: Moved by Wright. Hayek: Second. Bailey: Seconded by Hayek. Discussion? Roll call. Item.. . Wright: I was just going to add on that one, um, these had not been changed since about 2001, so it basically....these are inflationary catch-up (mumbled) Bailey: And those charges carry 7-0. Bailey: Yes (unable to hear person away from mic) if necessary. Yes. Walker: Submit this...of what I said. Bailey: Oh, absolutely! Do we have a motion to accept correspondence? O'Donnell: So moved. Correia: Second. Bailey: Moved by O'Donnell, seconded by Correia. Discussion? All those in favor say aye. Thank you, motion carries. Is that all, Jean? Okay. Bailey: Correia: Helling: Bailey: Hayek: Bailey: Page 5 CITY COUNCIL INFORMATION. Amy? Yeah, I was just...regarding the (mumbled) I'm sure we can find a place. Matt? Uh, excellent fireworks, and uh, we dodged some bad weather. That's it! Ross? Wilburn: Just want to thank everyone, all the volunteers, um, and folks from Hope House that helped with, um, the Jazz Festival this weekend and um, as previously stated, we dodged some, uh, some poor weather there, uh, it was a good time had by all. O'Donnell: I want to echo what Matt said about the fireworks and compliment the Master of Ceremonies for doing an outstanding job. That was Marian Karr. Great job! Champion: Nothing! Wright: It's already been said! Bailey: Okay. Um, on behalf of Council and the rest of the community I'd like to express our sympathies to the Terry Trueblood family, um, Terry was a beloved and incredible member of the City staff and he will be definitely missed. We flew the flags at half-staff today in recognition of Terry's passing. And I think Dale will have some information for us at your comments. Okay. And then I know that we all commented on the fireworks, and I'd like to thank the volunteers for Jazz Fest. It was a wonderful festival, and I'd particularly like to thank our partners in the fireworks -the University -it's been an incredible partnership in the last two years and I think it provides a very, um, wonderful community experience for everyone to see those fireworks over Old Capitol, and I hope that it can continue in that location. Helling: I would just, uh, echo your comments, Madame Mayor. LJh, Terry Trueblood, he was a wonderful, uh, co-worker and...and he will be sorely, sorely missed in this community. Um, my understandings that services will be...there will be a visitation next Monday the 13th from 4:00 to 8:00 P.M. at Parkview Church and then on Tuesday at 11:00 a funeral service also at Parkview Church, and that's Tuesday the 14th. Bailey: And we will be sending something on behalf of the Council....Marian will arrange (mumbled). Thank you, Dale. Anything else? Helling: That's all. Bailey: Okay. City Attorney? City Clerk? I would entertain a motion to adjourn. O'Donnell: I move we adjourn. Bailey: Moved by O'Donnell. Hayek: Second. Bailey: Seconded by Hayek. All those in favor say aye. Thank you very much.
