Climate Action Community -Based Social Marketing Plan - Zc1 Resolution approving and authorizing the Mayor to sign and the City Clerk to attest an agreement for consulting services for a Climate Action Community -Based Social Marketing Plan -2-1 -30 Comment This Resolution will approve an agreement for consulting services for a Climate Action Community -Based Social Marketing Plan. The developed strategy will directly support implementation of three Climate Actions and Adaptation Plan actions and address additional Climate Plan aclivities through strategic analysis, dation of marketing materials and recommendations for building community engagement The agreement is set for one year with a cost not to exceed $90,000. 7.b. Procurement- Fire Truck Resolution authorizing the procurement of one (1) new Pierce Enforcer Ascendant Aerial Tower Fire Truck. Comment: This Resolution will approve the procurement of one (1) new Pierce Enforcer Ascendant Aerial Tower Fire Truck. H -GAC cooperative contract FS12-19 will be utilized for this procurement. Total purchase price is S1,512,800.00 which exceeds the $150,000.00 spending authority of the City Manager, and so requires Council approval. 7.c. Amended AFSCME Pay Plan - Neighborhood Services Resolution amending the AFSCME pay plan by adding the position Housing Receptionist to grade 2. Comment: The FY21 Budget, adopted by the City Council on March 24, 2020 under Resolution No. 20-81, authorized a 1.0 full-time equivalent (FTE) position for the Iowa City Housing Authority for a Housing Receptionist. The duties, responsibilities and requirements of this position have been evaluated and the position is being recommended for placement in grade 2 of the AFSCME pay plan. South Gilbert Commercial Development - Final Plat 2 I - 32-_ Resolution approving the final plat of South Gilbert Commercial Development, Iowa City, Iowa. (SUB20-0003) zl - 33 7.e. 7.f Comment The City Council approved the preliminary plat of South Gilbert Commercial Development on September 17, 2019. Staff recommends approval of the final plat subject to approval of the legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and conshiction drawings will be approved prior to the February 16 City Council meeting. Approval will allow the development of a Wo -lot commercial subdivision located at the intersection of S. Gilbert Street and Southgate Avenue. Dill Street Water Main Replacement Resolution authorizing the acquisition of property interests necessary for construction of the Dill Street Water Main Replacement Project. Comment The City of Iowa City must acquire temporary construction easements to construct the Dill Street Water Main Replacement Project This project indudes approbmately 1,200 linear feet of water main replacement, 800 linear feet of sidewalk infill, and the associated appurtenances with those two improvements. Highway 6 Trail - Fair -meadows Boulevard to Heinz Road Resolution authorizing the acquisition of property interests necessary for construction of the Highway 6 Trail - Fairmeadows Boulevard to Heinz Road Project [TAP -U-3715(670) - -8I-52]. Comment: The City of Iowa City must acquire right -0f --way, fee title, permanent easements, and/or temporary eonsf� easements to construct the Highway 6 Trail — Fairmeadows Boulevard to Heinz Road Project. This project includes approximately 0.8 miles of ten -foot wide multiuse trail, ADA compliant curb ramps at its intersections with roadways and facility entrances, and signalization at its intersections with roadways and facility entrances. Highway 6 Trail — Fairmeadows Boulevard to Heinz Road Resolution authorizing the Mayor to sign and City Cleric to attest the Transportation Alternatives Program (TAP) funding agreement for the Iowa Department of Transportation (DOT) for the Highway 6 Trail — Fairmeadows Boulevard to Heinz Road Project, including a commitment to be responsible for maintenance of the trail for a minimum of 20 years following project completion. Comment: This item approves the Transportation AttemaWes Program (TAP) funding agreement from the Iowa Department of Transportation (DOT) for the Highway 6 Trail — Fairmeadows Boulevard to Heinz Road Project. This item establishes the City of Iowa City as responsible for maintenance of the trail for a minimum of 20 years follow ng project completion. 7.h. Parking Garage Structures Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Shive Hattery, Inc. of Iowa City, Iowa to provide engineering Consultant services for the Parking Garage Structures. Comment: This agenda item authorizes an agreement to provide consultant services for the Parking Garage Structure Maintenance and Repairs. The total cost of the services is $150,000 and will be funded by the Parking Facility Restoration Repair, Account Number T3004. Ti.Influent Rake and Screen Replacement Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Stanley Consultants, Inc, of Muscatine, Iowa to provide engineering services for the Influent Rake and Screen Replacement Project. Comment: This agenda item authorizes an agreement to provide consultant services for the Influent Rake and Screen Replacement Project The total cost of the services is $187,700 and will be funded by the Influent Rake and Screen Replacement account #V3153. Mercer Aquatic Center Pool Dehumidification System Improvements Z I Resolution rejecting bids received on February 9, 2021 for the Mercer Aquatic Center Pool Dehumidification System Improvements Project and setting a new date for receipt of bids for the rebidding of the Mercer Aquatic Center Pool Dehumidification System Improvements Project, directing City Cleric to post notice to bidders, and fixing time and place for receipt of bids. Comment Bids for this project were opened on Tuesday, February 9, 2021 and the following bid was received: McComas -Latina Construction Iowa City, IA $ 649,750.00 Engineer's Estimate $ 440,000.00 Public Works and Engineering recommends rejecting the bid, in accordance with the City's Purchasing Policy, and setting a new date for receipt of bids for rebidding the Project The project will be funded by Account #84369 — Mercer Park Pool Dehumidification / Tuckpointing. 7.k. Mercer Aquatic Center Masonry and Skylight Repairs Resolution rejecting bids received on February 9, 2021 for the Mercer Aquatic Center Masonry and Skylight Repairs Project. Comment: Bids for this project were opened on Tuesday, February 9, 2021 and the following bid was received: Tricon Construction Cedar Rapids, IA Engineer's Estimate $158,200.00 $135,000.00 Public Works and Engineering recommends rejecting the bid and re -bidding the project at a future date to be determined. 7.1. Asphalt Resurfacing 2019 Resolution accepting the work for the Asphalt Resurfacing 2019 Project. Comment: The project has been completed by LL Felling Company of North Liberty, Iowa, in substantial in accordance with the plans and specifications. The Engineers Report and Performance and Payment bonds are on file with the City Gerk. Water Distribution East Pressure Zone Resolution accepting the work for the Water Distribution East Pressure Zone Project. Comment The project has been completed by Dennis Spencer Construction of Trffin, Iowa, in substantial accordance with the plans and specifications. Benton Street Rehabilitation Resolution authorizing acceptance of STBG Funds from the Iowa Department of Transportation for the Benton Street Rehabilitation Project and authorizing the City Manager to sign the Project Agreement. Comment: This item authorizes the acceptance of Surface Transportation Block Grant (STBG) funds from the IDOT for the Benton Street Rehabilitation Project (STP -U- 3715(669)-70-52). Per the FY2021-2024 Transportation Improvement Program (TIP), If -e- Metropolitan Planning Organization of Johnson County (MPOJC) has programmed $1,316,000 in STBG funding for this project in FY2021. 8. Comment: At its January 7, 2021 meeting by a vote of 7-0 the Planning and Zoning Commission recommended approval of the preliminary plat The preliminary plat includes one multi -family lot, six duplex lots, 12 single-family lots, one outlot for future development. Appeal of Historic Preservation Commission Decision Deciding the appeal to the City Council of the decision of the Historic Preservation Commission denying a Certificate of Appropriateness to replace the original siding at 1133 E. Court Street in the Longfellow Historic District. lE " Comment: Gosia and Adam Clore have appealed the decision of the Historic Preservation Commission to deny a Certificate of Appropriateness to replace or cover the original siding at 1133 E. Abandoned Vehicle Towing Process Ordinance amending Title 9, entitled "Motor Vehicles," to provide that the process for towing, impounding, and reclaiming of abandoned vehicles is 5� consistent with the Iowa Code (First Consideration) Comment Both state law and the City Code authorize the towing and impounding of abandoned vehicles, but the process is slightly different. State law preempts the City from regulating the abandoned vehicle process contrary to the abandoned vehicle provision in the Iowa Code.
