An electronic meeting is being held because a meeting in person is impossible or impractical
due to concerns for the health and safety of Commission members, staff and the public
presented by COVID-19.
You can participate in the meeting and can comment on an agenda

via the internet to visit the Zoom meeting’s registration page and submit the required
information.
Once approved, you will receive an email message with a link to join the meeting. If you are

If you have no computer or smartphone, or a computer without a microphone, you may call

February 18, 2021

CALL TO ORDER:
The meeting was called to order by McConville at 4 PM.
RECOMMENDATIONS TO COUNCIL:
None.
APPROVAL OF MINUTES FROM THE JANUARY 21, 2021 MEETING:
Motion: To accept the minutes from the January 21, 2021 meeting. Motion
carried on a vote of 6/0. Vaugh/Goldsmith
PUBLIC DISCUSSION:
The Coordinator for the RSVP (Retired Senior Volunteer Program), Jane Balvanz
introduced herself. She described some of the volunteer programs this group is
involved with. They are currently making fleece blankets for various organizations
including the Ronald McDonald house. One of their main volunteer opportunities,
reading in the schools, has been on hold since the beginning of the pandemic,
but this year volunteers will be recording stories for teachers and Head Start
programs on YouTube.

DeLoach reported virtual programming continues to go well. Programs have had
some “zoom bombing” recently and security settings have been changed and all
programs will require registration. Many programs are well attended. This has
shown that hybrid programming will likely take place in the future.
Staff continues to work on written procedures that go with the policies which were
updated in the last year and a half.
The Senior Center maintenance staff have been working on various projects in
the building that are hard to complete while people are in the building. Eberly
asked how many maintenance workers the Senior Center has. DeLoach
answered that there are two whose schedules overlap to provide more building
coverage.
Vaughn stated she appreciates the Senior Center staff and has been impressed
with the variety and number of programs available. She asked if people who join
programing from outside Iowa need to become members. DeLoach stated that it
depends on the program. If it is open to the public, then anyone regardless of
where they live can attend. If the program has a membership requirement the
person needs to become a member at the Non-Iowa City member rate. She
stated that there have been a handful of people who have joined from out of
state. There are more that are attending open programs.
COMMISSION DISCUSSION:
McConville stated she is working with a multi-jurisdiction group on a community
welcoming week, which will be in September. She suggested a collaboration with
the Senior Center in conjunction with the Senior Center’s 40th anniversary.
DeLoach reported two local architectural firms had submitted proposals to finish
the building master plan. City staff will be looking at them to choose one. There is
the possibly that some of the building historical pieces (Linn St entrances and
lobby) would be the first upgrades to occur. There is a meeting with facility staff
next week to discuss this further.
McConville suggested the commission give a presentation to the Board of
Supervisors in September. She said she would send out an email to see who
would be interested in collaborating on this.

Title: Bed Bug Prevention and Infestation Policy

Background
To diminish the presence and spread of bed bugs in the facility, this policy outlines routine preventative
measures and the immediate and long-term staff response and responsibilities following any confirmed
sighting of a bed bug(s).
Response and Prevention Policy
1. The Senior Center will have bi-annual inspections of the facility using a qualified sniffer dog.
2. If bed bugs are identified in the building, the Senior Center will work with the City’s contracted
pest control service provider for the best course of action.
3. Staff is required to be able to describe the basic characteristics, signs of presence, and typical
habitat locations of bed bugs.
4. If a staff member discovers a potential bed bug in the facility, they should use clear tape to
capture the bug so it may be identified by a professional.
5. If pest control services are needed to mitigate bed bugs in the Senior Center, staff will
communicate these efforts with the public.
