Call to Order
Truitt called the meeting to order at 3:33 p.m.
Introduction of Members and Public Attending the Meeting
There were none.
Public Discussion of Any Item Not on the Agenda

Consideration of Minutes of the February 4, 2021 Meeting
Purington said that she would like further discussion on the categories mentioned in the minutes
(“under/over 18,” “established,” “emerging,” and “official” artists) in order for the Committee to
have a cohesive understanding of what these terms mean. Ford said that they could make it an
agenda item for the next meeting.
Motion: Purington moved to accept the minutes. Seydell-Johnson seconded. Approved
unanimously.
Election of Officers
Bollinger said she notified Miller and Truitt and asked them if they would be interested in
continuing their officer positions, to which they responded yes. Bollinger said they are both open
to be nominated as Chair and Vice Chair, so someone would have to nominate them and then
the Committee could vote on it.
Motion: Knoche moved to maintain the current Committee Chair and Vice Chair for the
next year. Purington seconded. Approved unanimously.

Updates – Public Outreach and Community Arts Subcommittees
Bollinger said that she plans on getting updates out to everyone and a meeting scheduled for
this month in order to continue previous discussions about the guidelines for the Strategic Plan.
She said that the Artists Registry has been wonderfully successful and that there has been a lot
of positive feedback so far.
She said that April 15th seems to be a good date for everyone to meet, instead of on the 1st.
In regard to the Kiwanis Park Community Garden Art Project, Bollinger said that she has been
having discussions about qualifications with their purchasing folks, and they have asked that
some evaluation review criteria included. She said the project schedule will be pushed back by
a week in order to allow for more time, so the submission deadline will be March 26th.
Bollinger showed the Public Art Funding Distribution for Fiscal Year 20/21 and said that there
are a lot of funds outstanding that have not yet been committed. She said that there needs to be
discussion about how it is spent, but that they need to prioritize the maintenance needs.
Purington asked if the Water Plant Project would be a budgeted item, and Bollinger said no but
the Committee would still be involved with reviewing the proposals and such.
Purington asked if Bollinger could forward the Committee the emails with the Matching Fund
press release callouts.
Temporary Art Program
Bollinger said that the subcommittee went through what had been in place in the past and
incorporated a number of changes. Purington asked about the locations for the temporary
displays, and Bollinger said that they do not have any yet. Purington asked if the City had
insurance for these, and Bollinger said that the artist would be responsible for insuring the
artwork. Purington said that she thinks that is a little much, especially when they are putting their
work out for free. She said when an artist loans their work out to a facility, it is usually the
facility’s responsibility to provide the insurance. Purington said that she would like for this to be
seriously reviewed, since most artists don’t have insurance on their artwork. Seydell-Johnson
said that they could possibly reword it to say that the City will not provide insurance on the
works, so it is up to the artist on whether or not they choose to move forward with that.
Purington said that was a good idea. Knoche said that was the first disclaimer already listed.
Bollinger said that they would reword it. Steil asked if it was only artists who could display work,
or if members of the community who have a prominent art collection would also be able to loan
pieces out. Bollinger said that the art can come from any number of sources.
Purington asked if there was any way that the City could insure responsibility on the pieces.
Steil said that they would probably have to get the work appraised from a third-party if that were
to happen. Seydell-Johnson said that they could certainly ask that question, but she just does
not see the City covering liability insurance for expensive pieces. Purington suggested that the
work could have a limited value of $2,500. Steil said that she doesn’t know if they could legally
do that. Bollinger said that she just does not see it practically happening, since it would be the
artist’s loss and not the City’s. She said once they get the inventory completed, then they will
see what the artists’ responses are and evaluate further steps from there. Miller asked what the
plan is for rolling the program out. Bollinger said that it will be an ongoing process on the
website that allows artists to submit a proposal at any time.
Motion: Steil moved that the Temporary Art Program be approved as presented and to
proceed with the inventory for potential sites. Seydell-Johnson seconded. Motion carried
on a vote of 7-1.

Neighborhood Art Program
Bollinger said that she made some adjustments to the process in order to make sure the Public
Arts Advisory Committee was involved. She said the Committee would help with two steps in
the program: fully reviewing participation requests by neighborhoods and having the opportunity
to approve the proposed art concept and schedule. Purington asked if there is a line item on the
budget, and Bollinger said that there is a line item for $12,000 that the Committee had
previously decided would be allocated for this program. Knoche asked if they had already
approved of and committed to this project, and Bollinger said yes.
Motion: Knoche moved to approve the new procedure for the Neighborhood Art Program
with the typos fixed. Steil seconded. Approved unanimously.
Review Potential Locations for 2 Rotating Sculpture Pads
Seydell-Johnson showed photos of potential locations in Terry Trueblood Recreation Area,
Mercer Park, and a few others as well. She said that she chose locations based on several
factors: visibility to pedestrians and cars, places that have been difficult to maintain and grow
grass (to fix issues with landscaping), and public accessibility. Seydell-Johnson said there are
six potential locations at Terry Trueblood Park: the first three near the trail access, the fourth by
the shelter, the fifth in an area where the trail splits off from the main parking lot, and the sixth
right at the entrance in front of the boat rental area. She said that the first three offer the most
visibility from the road, the sixth offers the most visibility to park users, and the fourth and fifth
locations are just really nice areas within the park. Miller said that he liked the second option
best because it had a nice neutral background for art. Steil said she echoed Miller’s opinion, but
also noted that the utilities could be a risk there. She said the second location was her favorite
followed by the sixth. Truitt said that she liked the second spot because it fit with their discussed
themes the best. Boyken said that he agrees with what has been said about the second spot,
but he also likes the sixth as well. Dongilli voted for #2.
Seydell-Johnson showed an aerial view of Mercer Park and the five potential locations there:
the first in front of the entrance to the Rec Center, the second by the shelter, the third near the
southwest entrance to the playground, the fourth near the southeast entrance to the playground
and by the other shelter, and the fifth on the north side of the playground very visible from
Bradford Street.
She said that there are several other potential locations in Court Hill Park, Wetherby Park, and
Fair Meadows Park. Steil said that she is not familiar with some of these areas, but would love
to check them out, and asked if the Committee had to vote on this today. Bollinger said that
there isn’t any rush, but they want to have an idea within the next few months in order to get the
call out to artists. Seydell-Johnson said that she would feel more comfortable with the
Committee actually seeing the locations before voting.
Strategic Plan Follow-Up
Bollinger showed a list of uncompleted action items in the Public Art Strategic Plan and said that
she thinks that many of these concepts can be included in other components of the plan.
Purington asked what the meaning of “functional art installations” is, and Bollinger said that they
are things like bike racks and benches. Purington asked if they could change the wording from
“functional” to “applied” so that the meaning is clearer to the reader. Bollinger said that they can
work on that as well since they need to define what is functional art in the Strategic Plan
anyway.

Bollinger asked if anyone had any ideas on how to approach the list, if they were interested in
setting up any committees, and/or ask any questions. Purington asked if it would be possible for
Iowa City to set up their public art inventory in a format similar to Kansas City’s. Bollinger said
that their existing website would not support that, but the new one might. She said that they will
get that information out, one way or another. Truitt said that a graphic designer could put
together a book-like format using Adobe, and then an external link could be put on the website.
Bollinger said that it is currently up to the Staff to update the website, so the process would have
to be something accessible to Ford and herself. Purington asked if they could hire a graphic
designer with what they have in their budget. Bollinger suggested that they continue talking
about this at a later meeting. Miller asked the Committee to continue thinking about suggestions
for the Strategic Plan so that they can have discussion on it at the next meeting.
Committee Announcements and/or Committee/Staff Reports
Bollinger said that a mosaic art installation installed 10-12 years ago (as a neighborhood art
project) in Pheasant Hill Park is starting to see some deterioration. She said that she has talked
with the artist about it, and they are considering just removing it. Bollinger said the Committee
needs to approve the de-assessing of the artwork. Purington asked if the pillars could be moved
to an interior location. Bollinger said that they are on concrete footings that are about four feet
deep, so they would not be able to remove them without causing further damage. Miller asked if
repairs are completely out of the question. Seydell-Johnson said that the glass mosaic tiles are
really more of a safety hazard now. Purington asked how much this project had cost, and
Bollinger said that it was about $14,000. Truitt asked if there is a plan to formally and historically
document this project before it goes away. Bollinger said that they have a lot of pictures already,
but they don’t have a plan necessarily in place for archiving future projects. Purington said that
she still recommends that it be put in the inventory, with a special note about the nature of its
destruction.

Project Details
The covid 19 pandemic has hit the world's population including Iowa and our county. In Iowa, 5,716 have been
filed to date. Many of these deaths have occurred in the family distance, due to confinement and high pollution
index, many families did not have the opportunity to properly say goodbye to their deceased.
In the Mexican tradition, the Day of the Dead is celebrated on November 1 and 2, this is a celebration that
comes from pre-Hispanic times and focuses on celebrating all those who have died, and have left this earthly
world, it is celebrated at death with joy, love, color, and community. The Community Offerings installation is a
symbol of unification and a form of mourning, a space to remember the dead with love and joy, Iowa City
deserves a celebration to celebrate their dead, a celebration to continue living in the community.
The Ofrenda ( offering) will be placed on public display with easy access and providing the proper Social
Distance and mask requirements to be visited by the public in the city. The place will be chesed by the South
District Neighborhood and the Artist.
Everyone in the Iowa City area and outside visitors. Including minority groups like Black, Latino, and Indigenous
groups that had been unproportionate affected by the COVID 19 pandemic, throughout the entire country.

Project Details
Utilizing the full capabilities the lighting system in the S. Dubuque Alley, Stephanie Miracle and I will develop,
perform, and record a dance concert. She will wear 2 Myo motion-sensing wristbands that will wirelessly
communicate her motion data to my computer. I will use a custom software to receive and translate her
movements into:
1) sound, playing from a rented sound system in the middle of the alley space;
2) light responses in the alleyway’s lighting system above her.
This will empower her to create a light- and soundscape with her movements. Here is a video link to a similar
dance performance I developed in Los Angeles:

Stephanie and I will develop a sound palette together, capturing sounds from our lives in the pandemic. These
will include indoor sounds, like the hum of appliances, footsteps, opening and closing the same doors every
day. Also outdoor sounds from the isolated landscape of our lives in isolation, like wind, empty sounds in a
parking garage, the rattle of the steam tunnel gates on campus. This performance is an exploration of the year
we’ve all weathered apart and a reintroduction to ourselves, each other, and the overall community in our
public art space.
We will hire a videographer team to capture the entire performance’s audio and video footage. The team will
edit and produce two videos, one of the full performance and one trailer. Both videos will highlight and
celebrate Iowa City’s Public Arts Program and the City’s new alleyway art space and lighting system.

The concert will be a free performance for the public in Iowa City’s public art alley. We will time it to work with
public health guidelines for outdoor gatherings. The video featuring the performance will also be publicly
accessible and a digital copy delivered to Iowa City for use and distributions at their discretion. Our hope is the
performance and video will promote Iowa City Public Arts and the new alley art space.
We want this performance to be an acknowledgement of the pandemic and celebrate coming back to together
safely. The dance component is specifically featured to help the Iowa City community feel reembodied after a
year of staring at zoom meetings and being mostly stuck indoors. Free, public accessibility of both the
performance and video are intended to reach as many residents as possible.

I plan to gauge the short-term success by how well-attended the performance is and its press coverage. We
can also survey the businesses near the alley and ask if it was helpful to their business.
For the video, I would like to get feedback from Iowa City Public Arts to see if they feel it is helpful to promoting
Iowa City Public Arts, and doing edits to make sure it is.
The long-term success would be gauged by seeing other artists and organizers get inspired by this
performance and create their own performances or exhibits in this public art space.

As the dancer moves around the alley, the lights above her will follow her. Her
movements will manipulate the color, brightness, and patterns of the lights, as
well as trigger sounds from the sound system in the center of the alley. Her

This 8 1/2 x 11 booklet will have a color cover and 32 black and white inner pages. The pages will be created
by approximately 30 area artists and include line drawings suitable for coloring, b/w photographs, and activity
pages for cut out, pop up, and assembly. In addition, prose and poetry by a local writers group, The Gray
Hawks, will be included.
This booklet will be created, printed, and distributed in Iowa City and surrounding communities. It will be a
venue to showcase work by some of the talented people in in our community. Individuals who may not consider
themselves artists will have the opportunity to participate in making art by coloring or assembling projects in
this book.
Our audience will be “Everyone”. The booklets will be FREE. We plan to distribute the booklets through all area
libraries, the Ronald McDonald House, Shelter House, local care centers, and Arts Fest. The ArtiFactory’s
stated vision as an organization is to enhance the cultural, social, and economic vitality of the Iowa City area by
engaging with the public through the arts. With this book project we are offering a place for the practice of art,
first by the artists creating the book and second, by inviting the public to add their own expression through
coloring or completing the projects inside its pages.

PracticexPractice (PxP) is an experimental curatorial collaboration that elevates women artists and their
creative research. The funding opportunity through The Iowa City Matching Grant will offset costs incurred with
an exhibition partnership for PxP Project 02 with Public Space 1 (PS1), a nonprofit artist run space in Iowa City.
This partnership is designed to bring more local exposure for under-presented women artists from the Midwest.
The PxP Project 02 exhibition will consist of 3 women visual artists working in video, installation, photography,
and sculpture in a free exhibition in the fall of 2021. In Project 2 we are looking at women artists who expand
the possibility of what a female-centered art practice can be. Thus far we have confirmation from 1 of three
artist, Anahid Ghorbani, a video and installation artist currently based in Chicago. We are in conversation with
Carmen Winant, working in photography and sculpture, in Ohio and Priya Kambli, a photographer, in Missouri.
PxP seeks to expand the community’s experience of women made art through this free exhibition at PS1. PS1 is
a public exhibition space in the downtown corridor of Iowa City. Our partnership demonstrates our shared
commitment to community creative endeavors. Easily accessible through foot traffic or public transportation,
this opportunity to engage with remarkable works of art by professional women practitioners adds a unique
experience to an already culturally vibrant area.
The intended audience for this project starts with making connections with local female ideating artists who
don’t often see themselves reflected in the larger contemporary art world. In addition to this community impact,
we see the project as an educational tool to broaden local art patrons’ understanding of the female experience
expressed through a variety of media.

There are several outcomes we have for this project, first is to bring pivotal Midwest women artists to Iowa City
for an exhibition. Second is to allow safe space for the community to have thoughtful and meaningful
engagement with the art works. If COVID prevents ample in-person attendance, we are working with PS1 to
design several virtual viewing options; namely a curators interview, online still and motion preview of the work,
and installation images via social media. Third, is to elevate the conversation of the lack of presence, support,
and representation of women artists in art spaces, we will achieve this by holding a free public talk with one of
the exhibited artists during the exhibition. All three of these goals will be supported by the community outreach
of PS1 as well as the curators’ own Iowa City and University of Iowa communities.

The three artists we are hoping to bring are Anahid Ghorbani, Carmen Winant, and Priya Kambli (works below).
Ghorbani has confirmed her participation including the video piece and we are in the process of reaching out to
the other two artists to coordinate a selection of works appropriate for the unique characteristics of the PS1
exhibition space. These artists will bring a breadth of image-based works including video, darkroom photography,
vintage photograph manipulation, as well as unique installation techniques.

Open Air Media Festival (OAMF) invites Iowa-based artists to create site-specific, video projection works and
performances to be located in several IC neighborhoods over the course of two evenings presented by Public
Space One’s Media Arts Co-op (MAC). Building from the success of our inaugural event last year, our 2021
program will expand our artist network through an open call for participants to make time-based works in
response to the theme of “Drifting and Driftless” and the many ways these concepts address time and place.
The mobile projection program and radio broadcast will be included again to further expand community
engagement to neighborhoods throughout Iowa City.

Open Air Media Festival (OAMF) will invite artists to intervene in public spaces throughout Iowa City over the
course of two evenings, through video projection works and performances. Expanding beyond video
projections, this program will also include all forms of time-based media, itinerant performances, readings,
situations, sound walks, virtual works and more. Five local artists committed to participate and more will be
selected through a public call for artist proposals.
All artworks in this program will be installed in outdoor, publicly accessible locations. These include the two PS1
houses on Gilbert Street. Last year, this location allowed for a fluid circular viewing of three concurrent
installations. The facade of MAC and its surrounding parking lot will serve as the third PS1 location.
The mobile projection program of OAMF will show a selection of short video works that will be screened in
multiple locations throughout the evening. These locations expand the reach and engagement of the visual
projections by selecting buildings that are known locations of commerce and recreation in addition to formal art
spaces.
This year’s program will also include a radio broadcast on KRUI, enabling the public to engage with artworks
sonically from vehicles or streamed online.
An online map of site locations will be promoted and available for download through the PS1 website. Viewers
are encouraged, though not required, to travel throughout Iowa City on bicycles to experience the different
outdoor installations. Locations will be publicized and promoted well in advance via PS1 and PAAC channels.
Each installation will be designed by an artist or team of collaborators creating the images and sound, with PS1
staff and volunteers on site to ensure no technical shortfalls.
With the help of the PAAC matching grant we received last year, we successfully launched our inaugural event
in August, providing an outdoor, socially distant, communal art experience for the public. In addition to PS1
owned buildings, we plan to engage neighborhoods beyond the downtown district and Northside neighborhood.
The mobile projection program plans to begin its route stationed at Mercer Park, projecting onto one side of
the Aquatic Center to engage the surrounding residential neighborhood. We plan to return to the shopping
center located off Highway 6 to project on the side of Stuff Etc.
Making the series multi-site, supports bicycling and walking and general participation in people enjoying the
civic life of a city by participating in one event throughout several neighborhoods. We are hoping to connect
with the Bike Library this year to form a bicycle tour during the event.
For promotion, we will bolster our bi-monthly advertising in Little Village with additional social media adverts.
We have connected with FilmScene, Summer of the Arts, and Front Porch Music Festival to amplify this two
night event and will purchase additional online advertising for the events. ICDD has also expressed support in
helping us find locations for projections. The program will run for two nights allowing multiple opportunities for
audience engagement. Working with KRUI again to host the radio-broadcast of the event will add additional
promotional opportunities.
The intended audience includes those who would find our advertisements and promotional materials in addition
to residents and visitors to the city who would unexpectedly encounter projected artworks on buildings in higher
trafficked public spaces.

We found a lot of success in how we approached the OAMF last year and our goal is to build off that. We are
approaching the funding model similarity. PAAC matching funds will be used to:
1) to pay participating artists, curator, and staff for their work on the project
2) to purchase materials to build custom projection screens for some of the event locations
3) to promote the event through printed posters and web advertising.
These funds will be matched with in-kind use of the audiovisual equipment necessary for the event, in-kind
work from the curator, PS1 staff, volunteers, and community partners, and in-kind print advertising from Little
Village magazine.
We have added a couple areas for larger community sponsors to bolster our ability to pay artists and
organizers this year.

During last year’s program, we received numerous comments from the public sharing their sincere appreciation
for the event during a challenging time. “I didn’t know how much I needed this,” one viewer shared. Site
volunteers counted 350+ people visiting the art installations at all locations over the course of two nights, both
on foot and from vehicles. We received anecdotal accounts from numerous individuals after the festival,
including from Nancy Bird who mentioned many of the ICDDs constituents praising the unique, and timely
festival.
This year, we will gauge the project’s success by our ability to meet or grow both the number of artist
participants (through curation of an open call) and audience members who attend various sites (through
increased promotion, partnerships, and word of mouth from last year’s event). We will continue to collect
audience comments at and after the event through participation surveys and build on the success of last year’s
project by replicating its structure.

ONE OF THE BASIC situationist practices is the dérive [literally:“drifting”],a technique of rapid
passage through varied ambiances.Dérives involve playful-constructive behavior and awareness
of psychogeographical effects,and are thus quite different from the classic notions of journey or
stroll.

In his essay,“Theory of the Dérive,”French theorist,philosopher and filmmaker Guy Debord discusses
urban landscapes as “psychogeographical”spaces or “centers of possibilities and meanings.”His
interpretation of the term “drifting”suggests we engage the landscape in which we live and work through
intentional actions,as both an artist creating frameworks and as witness/participant in the role of
audience.
The theme for Open Air Media Festival 2021,combines multiple interpretations of drifting and driftless.
During a recent trip to the Driftless region of NE Iowa,I encountered the landforms of bedrock emerging
from the landscape mosaic as ruptures,or glitches,that developed over significant time.The passage of
time over the first year of living under the threat of a fast-moving virus,time has felt surreal,suspended
and driftless as if in some kind of vortex.Drifting also references a technical glitch in video timecode
when recordings begin in sync and slowly drift apart.
Open Air Media Festival participating artists will engage this theme to create site-specific,time-based
works that will intervene several public spaces throughout Iowa City.Through temporarily illuminating
locations in new and imaginative ways,audiences will be invited into these time-based situations to be
“drawn by the attractions of the terrain and the encounters they find there.”

Zen Cohen makes her work using video,sound,digital photography,installation and performance.She
received her MFA in Art Studio at the University of California at Davis and her BFA in Media Art from the
California College of the Arts in Oakland,CA.Her work has been exhibited throughout the San Francisco
Bay Area at the deYoung Museum,Yerba Buena Center for the Arts,SFMOMA,SOMarts,The Lab,
Montalvo Arts Center,and nationally at ARTSpace New Haven in CT,Vanity Projects in NY,Public Space

This grant would make possible a large scale, fully rendered mural on the public facing side of Trumpet
Blossom Cafe in Iowa City overlooking Ralston Creek and the Riverfront Crossings neighborhood. Working
collaboratively with Willow & Stock, the mural will be a celebration of native flowers and plants endemic to this
area, and will help visually offset the loss of canopy cover and vegetation removed as part of the 2020 bridge
and creek bank restoration. The content for the mural will be bright, colorful, and uplifting – will resonate with
the values of the restaurant, while also not tied explicitly to the restaurant itself so that the mural might weather
any unanticipated relocation of the restaurant or new use of the space in the future. Our hope is that the mural
would humanize the space, support the success of a longstanding local business, and help broaden the
presence of public art into new neighborhoods in town. Design proposal images should be considered draft,
and if the project is funded by the PAAC, exact arrangement and specimen selection of the plants will be done
in coordination with Willow & Stock, documented, and then blown up and reproduced faithfully on the wall.
Imagery will be densest closest to the street facade of the building and overflow onto the main portion of the
wall where the seating is, and then dissipate as it expands across the wall towards a (real) existing vine. Similar
to past mural projects with the PAAC, I would plan to provide a finalized composition to the committee staff and
chair before commencing to confirm the design is true to the spirit of the application and concept.
The mural project on the wall of Trumpet Blossom Cafe will be located on the exterior west facing wall of their
building. What was once a somewhat tucked away spot has become quite prominent due to both bridge and
creek-bank restoration, combined with intense high density development in the area. There is a huge amount
of pedestrian foot traffic in this area, as well as vehicular traffic, and the mural would serve as a colorful and
freely accessible landmark in the area.

The Riverfront Crossings District is undergoing fast development resulting in many high density, large
residential structures with little granularity. The district is the only one in the City that contains a public art
development bonus, yet so far the area is relatively void of the human touch. Not only will this project help a
local business recover in spirit and color from the intense loss of canopy and vegetation in the area that used
to provide shelter to her cafe and patio, it will be a welcome visual respite for the many living and walking in this
urban area. Pops of color and humanity spread throughout our community are an important reminder that art
belongs in all areas of our City, not just the most prominent, and I feel this mural will incrementally help further
the expansion of public art beyond downtown and into the neighborhoods.

cleaning, priming, painting, and varnishing of the wall using professional, long lasting materials – this includes
scaffolding and ladders, pressure washer, and spray equipment. Material and equipment costs are estimated
at $1000 for this project, and a $3000 payment to the artist for design, coordination, and execution of the
mural, some of which will also be used to compensate collaborating artists on the project anticipated to include
local artists, Ezra Edgerton, Ali Hval, and Emily Magnuson, upon availability, as well as funds to Willow & Stock.
Funds awarded will also support a general liability policy to insure the project during its execution.

A successful project will be one that helps transform this corner of town and give a visual anchor point to the
start of the transition between the Riverfront Crossings District and portions of the Central District, leading into
the South Districts. Local media coverage and social media coverage will be used to gauge the impact of the
project, as well as quantitative and qualitative impact on the restaurant itself. After a similar PAAC funded
project, the publicity resulted in many inquiries from artists and community members inspired by the project to
work on similar things in other parts of the community. While hard to specifically measure, it is this kind of
inspiration-impact of the increasing prevalence of public art that is the most important to me as an indicator of a
project’s, and public art in general’s, success in our community. PAAC funded projects serve not just to enrich
the immediate area but also to inspire others to re-imagine the public spaces in their own corner of the city.

A mural on the building would be a good thing for my restaurant because it would make the
business unique and draw the attention of passers-by.The addition of artwork would be good for
our community of customers because it would add to the enjoyment of the space, creating
another aspect of the positive experience patrons would have while visiting the patio. The
community in our area would benefit from the art since the space used to be green and vibrant
but the plant life was torn up for the construction project that took place in 2020; a mural would
replace the parts of the environment that are no longer there.

As the weather improves and more people are vaccinated, Iowa Citians will be craving arts activities that have
long been absent from their daily lives. Red Cedar Chamber Music will present two outdoor performances and
one livestream performance of their concert program Music by the Gross June 18 to 20. These arts offerings
will be safe and free to the public. This program gathers together 11 Iowa (or Iowa-born) musicians to perform
small orchestral works (concerto grossi) by Vivaldi, Handel, and Corelli. Additionally, a newly commissioned
work by Iowa City composer Michael Kimber will round out the program.
The outdoor performances will take place on the front porch of 715 E. College St. (applicant is the owner). The
Musser-Dixon house, the physical address of Red Cedar (one of Iowa’s 43 Cultural Leadership Partners), is an
1890 Queen Anne Victorian with an ample porch and spacious front lawn. Visually, the porch serves as an
elevated stage and acoustically, the exterior of the house aids in the projection of the acoustic instruments’
sounds. The livestream performance will take place at the Englert Theatre in the heart of downtown. If safety
guidance allows, a small audience will be in attendance. Viewers can tune in live, or they can watch the concert
at their convenience at any time afterwards.
The audience will be seated (distanced) on the front lawn, with overflow in the driveway and the public parking
area. An application will be made to close the 700 block of College St for the afternoon to minimize traffic noise,
facilitate more seating, and create a block party atmosphere. St. Raphael Orthodox Church (across the street)
is considering hosting an ethnic food fair. Seating will be on a first come first serve basis. At the Englert
Theatre, reservations for a small in person audience will be taken (if conditions improve enough to allow). The
Englert performance will be live streamed through Red Cedar's YouTube channel, available free to all.

This concert is outside of Red Cedar’s normal programming model as it is not actually chamber music (being a
small orchestra), and it is scheduled to be performed outside in June (we normally don’t play outside or in
June). This project is intended to celebrate the local arts scene’s return to some normalcy.
Red Cedar markets its performances widely. Partnerships with local media organizations frequently yield
significant coverage (Press Citizen, Gazette, KCCK, Little Village, and other online events listings). Our email
list has 1,500 subscribers, and we frequently partner with local arts organizations to increase our reach.
College Street receives a lot of pedestrian traffic and our proximity to College Green Park will allow us to impact
many people who don’t intentionally attend the performances. Adding to the appeal will be the guest artists, all
of whom live in Iowa City or surrounding communities or have significant ties to the area. Several of the guest
artists are young adults who will be returning to Iowa for a professional engagement for the first time.

We're applying for funding to support artists’ fees and the production costs of a film in the spring of 2021
culminating in a free outdoor public screening in the late summer of 2021. It is to be held on the lawn of the
Pentacrest, directly next to the University of Iowa Museum of Natural History (MNH). The film features three
international artists, a choreographer, a filmmaker, and a composer as they come together to investigate the
wonder, beauty, and complicated histories of museum spaces, specifically the Mammal Hall of the MNH.
The pandemic has radically shaken the performing arts along with museum-going audiences. Live
performances and museum galleries have been shuttered. In an effort to provide the public a much-needed
opportunity to enjoy cultural experiences, we propose to take a cancelled performance project, MAMMAL HALL
and redirect this project away from live performance and towards the cinematic experience. This project
challenges the viewer by shifting our perspective from the human observers and prioritizing the viewpoint of the
animals, habitats, and physical characteristics of the gallery.
The project also challenges the standard of having one director organizing several collaborators, instead using
a non-hierarchical design with three artistic voices working in harmony with one another. The three artists
interact with the environment through fictional narratives and scientific data. The three artists also grapple with
the timeless quality of the space.
The final film will be shareable with a much wider audience than the original proposal of 15 audience members
per performance. A free outdoor screening will allow for appropriate social distancing and plenty of fresh air
circulation. It will also open the experience to the passerby and not exclusively those already familiar and
comfortable with our Museum programming. The location is adjacent to the downtown Iowa City/Coralville bus
exchange.

The film is appropriate for all ages and admission is free. Special efforts will be made to include a historically
underrepresented audience. Museum connections with community organizers and campus cultural
organizations will be leveraged to include BIPOC (Black, Indigenous, and people of color), immigrants, and
those with disabilities. Closed captioning and audio descriptions will be utilized to reach those with disabilities.
We are excited to work with Joel Snyder, PhD, President, Audio Description Associates and Director, Audio
Description Project, American Council of the Blind. Dr. Snyder is the winner of the 2014 Vernon Henley Media
Award for promoting and furthering the availability of audio description and has received a Career Achievement
Award in Audio Description of the American Council of the Blind. One of the first audio describers, Dr. Snyder is
a pioneer in the audio description field. He began describing theater events and media in 1981. A member of
Actors' Equity Association, the American Federation of TV and Radio Artists, and the Screen Actors Guild, and
a 20-year veteran of work as an arts specialist for the National Endowment for the Arts, he is perhaps best
known internationally as one of the first "audio describers" at the world's first audio description service.
Assisting with the audio description is Esther Geiger, a Certified Movement Analyst and dancer. Geiger has
collaborated and performed in several of Miracle’s past works. She has done the Audio Description for dance
companies such as AXIS based in San Francisco.
Audio description is still quite rare, especially in dance related projects, this would be groundbreaking for the
University Iowa to lead in providing accessible programing to the visually impaired. In fact, Dr. Snyder plans to
use this performance this as a special project of the American Council of the Blind (ACB) and its Audio
Description Project (ADP) to showcase the aesthetic and value audio description can bring to the arts.

Stephanie Miracle is an American born independent
choreographer working in the USA and Europe. Stephanie's
choreography has been described as “iconic and
nuanced…with an irreverence that makes you smile
unconsciously” (Rick Westerkamp review of
GROOVE,2014). Often in vivid Technicolor, Miracle’s works
are crafted with a cinematic sensibility. In addition to
creating choreographies for traditional proscenium theaters
her unique aesthetic finds special significance in common
spaces for example, parking lots, bus stops, woman's
prisons, hallways, staircases, and rooftops. Her projects
have been presented around the world, including Germany,
Mexico, Ireland, Italy, Turkey, Russia, Hungary, Portugal,
Los Angelos, New York City, and Washington DC. She is the
recipiet of a 2014/15 Fulbright Scholarship to Germany and
is currently a Visiting Assistant Professor in the Dance
Department at the University of Iowa.

compositional work is based around incorporating
‘experience’ as a fundamental concept through a non-
experimental approach in performance. Considering
phenomena such as instability, cultural identity, and
communicational language on one hand, and being inspired

instrument) player on the other, has led him to consider
indeterminate, improvisatory, and abstract structures in his
music to contrast or converge with post- or non-tonal forms.
He is currently in his fourth year as a doctoral student in the
Composition program at the University of Iowa, where he
has studied under Josh Levine and Sivan Cohen-Elias and
currently working with David Gompper. He holds a Master of
Arts degree in Music Composition from the University of
Tehran and a Bachelor of Arts in Iranian Music Performance

The events will be evaluated using a variety of methods. The first, and most simple, will be a headcount at the
public screening. Public screening attendees will be asked to use hashtags so that we can measure social
media traffic. QR codes will also be provided to the audience so that they may complete on-line surveys. While
the on-line screening and Q&A will be offered free of charge, participants will be required to register in order to
obtain the event link. A follow-up survey will be sent to all participants. Post-event feedback will also be solicited
from each of the departments.

Topophilia Walk : River/Roots as the length of a meditative nature hike. Topophilia is a geography theory
exploring the visceral idea of sense of place. You know the feeling you experience while walking along your
favorite trail, seeing the sun setting, maybe sitting under your favorite tree–in some natural places we feel like
the world speaks to us, we have a visceral feeling, a sensation of time, history or the brilliance of nature.
Topophilia translates to wisdom of land or place, it is a theory that acknowledges the reciprocal emotional
relation we have with nature. For Topophilia Walk, I will tap into the sensation of place transported from Turkey
Creek preserve to Iowa City. The audio guides will be available as a download via QR coded signs I will install
in downtown. The audio experience will be composed of field recordings, created sounds, and archival pieces
of Iowa nature woven together as a trail walking experience even in the bustle of the downtown. Through this
gentle experience, listeners sense themselves as part of nature–elevating our personal relationship with our
environment.
Topophilia Walk: River/Roots will be available as a free download via QR codes posted as small project-themed
signs around Iowa City. I will work with the downtown corridor, library, businesses, and residents to help
establish places for these small signs to live. Also, with the help of Bur Oak Land Trust, we will be able to
spread the word via social media about the audio experience. The Topophilia Walk signs can exist for up to 6
months in various locations around Iowa City. Pedestrians will be able to discover this experience to download
and listen to while on foot in town

As a nonprofit charged with restoring and managing Iowa lands forever, Bur Oak Land Trust’s interest in
this project is not simply that the sounds are recorded at one of our most beloved properties, Turkey
Creek Nature Preserve, but also that the audio Stephanie puts together will inspire listeners to connect
with the local outdoors and encourage them to support the protection of these critical spaces.
Stephanie, an accomplished artist, met with me and several other Bur Oak staff and AmeriCorps
members last summer to discuss the vision for her project. I was drawn to her idea of the audio guide
immediately because I believe there are always new ways to find a sense of place within an
environment. Through sounds of bird calls, rushing water and twigs snapping underfoot, listeners will
feel what Iowa City used to be pre-settlement and allow listeners to create their own internal visions of
these natural spaces.
Bur Oak Land Trust, formerly the Johnson County Heritage Trust, has been around for more than 40
years with properties open to the public to share the benefits of nature with the community. There are
individuals who support the organization who have been out to the properties many times and may
even have the features of certain areas memorized. What the audio guide will offer is a chance for them
to reimagine those spaces, whether they listen to the audio at Turkey Creek or not. The sound will allow
listeners to connect all of their sense memories to their favorite outdoor places and allow those who are
unable to visit Turkey Creek the ability to experience the feeling of nature around them.
Stephanie’s Topophilia Walk public art project just makes sense to us at Bur Oak because it also follows
a common saying in conservation and other outdoor industries, “leave no trace.” Because it’s an audio
guide that listeners access on their electronic devices, there is little to maintain and nothing that
disturbs the natural environment, making it an ideal public art project for us.
On behalf of Bur Oak Land Trust, we fully support Topophila Walk because it will bring a new method of
experiencing the outdoors to those in Iowa City and a greater sense of connection to this place we call
home.

The 1st Avenue Mini-Mall, built in 1979, has been a fixture on the east side of Iowa City. A new owner took
possession in October 2019 who began a revitalization of the property. In the summer of 2020, local artist
Jamie Boling embarked on a comprehensive repair and painting of the exterior wood and brick surfaces. The
project included a mural on the east facing exterior brick wall and prep of the west facing brick wall for a future
mural. (see attached photos)
The concept for the proposed mural is a celebration of the dynamic bicycle community of Iowa City. The mural
will include bicycle themes that highlight local cycling events like the Jingle Cross World Cup race, Old Capitol
Criterium, and the granGable. The final concept of the mural will be completed prior to any funding with
feedback from the bicycle community, the Iowa City Public Art program, and local businesses. The mural will
have one of two formats: a large single image (see example photo) or a triptych with three painted image
sections. The final rendering will get approval from the Public Art program.
The 100 ft. x 25 ft. exterior wall is visible from 1st Avenue, Lower Muscatine Road, and Mall Drive. The wall was
in poor condition, but has been restored, primed, and painted in summer 2020 and is ready for the mural to be
painted. Because it is an exterior wall, the mural will be publicly viewable 24/7. New lighting will be added to
highlight the mural at night for better viewing.
The mural is part of a revitalization of a large retail business on the east side of Iowa City. Aesthetically
appealing properties are important to communities as they reflect an intangible kind of investment and pride for
the people who live there. Introducing a mural that highlights cycling not only reflects the value it holds in our
community as a widely enjoyed activity, but it additionally promotes healthy living.

Project Details
The Topography of In Between is a planned piece of performance art exploring the unknown of in-between
spaces, gaps, or pauses in our lives. It is a site-specific performance piece at the Iowa City skate park and its
surrounding areas in Terrill Park. Calling on the collective experiences of this last year of pandemic living, the
site itself with its dips and contours, and the themes of cocooning/changing/ emerging, the piece aims to
express how we exist in transition, in unknown territory, together and alone.
The piece will be 30-40 minutes in length and composed of a collection of smaller vignettes. Dance, movement
and music will be performed live amidst the skate park and the land around it. The audience will be invited to
stand or sit on the perimeter of the skate park, or in other locations nearby that allow for a decent vantage
point.
This performance piece is site specific, and will take place in and around the Skate Park at Terrill Mill Park on
Dubuque Street in Iowa City. The 2-3 performances will be free and open to the public. Anyone can attend-
passersby or those who know of the event and plan to arrive at show time. The location is visible from City Park
river paths, as well as the Dubuque Street sidewalks.
We would need some support from the City of Iowa City to secure and reserve the site for rehearsal and
performance times during the week of June 12th-June 19th.
It is our hope that during the development and rehearsal process, especially the week leading up to the
performance, when we are in the area, that curious minds will inquire and come back to witness the
performance. Though, there can be some magic in witnessing the development and building of a piece, too!

This project is intended for the citizens of Iowa City and surrounding areas. It will be open and available for
anyone and all ages and performed before sundown. The area has accessibility for all bodies to attend - it is
wheelchair accessible and some parking is available nearby at the boathouse,
Since it has been over a year without many live, in person cultural events, this piece will also act as an re-
introduction to that sort of experience! Being outside, distancing and masks in place, we want to invite our
artists and audience to again have a collective public experience. The event will serve our community’s desire
to emerge and engage with art, performance, and each other in a way that feels safe and exciting.
The creative artists involved plan to market and spread the word about the piece to neighborhoods and
various communities to invite a diverse audience. Since the piece is mostly non-verbal, language is no barrier.
The themes of “in-between” are universal - especially since everyone is living during the liminal void of a
pandemic right now and everyone has experienced change in this past year.
There will be some component of audience participation, as well. How exactly this will unfold will be determined
with the collaborative team. Some ideas are drawing or painting in the skate bowls, writing brief responses to a
question on the theme of in-between, or offering their words to the performance itself.

The successful outcome of the project will be determined by 3 different factors:
1. Audience Impact - Any piece of art comes alive when there is an audience to receive and respond to it.
Having an audience for this live performance will be the key component for its fruition. If people show up, we will
have succeeded on some level! At this point, beyond the downtown summer festivals with bands playing and
Riverside Theatre’s outdoor Shakespeare performances, there is not much live, outdoor and public
performance happening in our community. We hope to introduce people to this sort of performance, and create
an engagement loop between the community and the spectacle.
Secondly, we will have the audience participate in their own creative act (how this happens will be determined
and developed during the development phase), it will allow us to invite their response in the moment. This will
either be something they take home with them, or that they leave behind for us to construct a collective piece.
2. Artist/Performer Fulfillment - One of Fannie’s main interests as an artist/creator is to forge and support
collaboration among artists and performers. After the performance dates, the production and development
team+collaborative artists and performers will participate in a post-mortem round table discussion. By asking
each participant to voice/write/share their response to a few follow up questions, the core team will be able to
gauge how they viewed the development process+performance outcome. If the artists and collaborators
involved felt that their creative voice was heard and honored during the process, and that their whole being
was nurtured (mind, body, and creative soul), then we will know the project was a success. We will also learn
from their honest feedback about how to move forward in future endeavors.
3. Next Phase development - Finally, a successful outcome of the project can be gauged by whether or not we
are ready to embark on another site-specific performance project in our community or enhance or expand on
this one! It is Fannie’s hope that this is the beginning of many performances, spectacles and events in our
community that benefit the people and cultural growth of this area. Hopefully, other participants or
organizations want to be involved in a Fall project, or we are able to forge some relationships for future
outreach and collaborations...networking, dreaming, and building with new and established collaborative
partners for the near future.

The full development and creation of this performance project
will be a collaborative effort among artists involved. With
Fannie Hungerford heading the creative team and the full
artistic vision of the piece, and Bri Atwood overseeing the
elements of production, implementation and design, the
content of the piece is in its nascent form at the time of this
application. However, through the course of gathering the
other creative artists and performers, the project will emerge
and be built in concept and scope as we go.
There is a planned 6-week creation/rehearsal process leading
up to the performance. Prior to that, during the month of
April, the lead creative team will be meeting frequently for
brainstorming, workshop-ing, and developing the ideas and
concepts for the performance. Due to this, there are some
details yet to emerge...for instance, how many performers will
there be, how long will the piece be, is the music going to be
live or pre-recorded, etc. Having worked on many original
performance pieces, Fannie and the team are skilled to build,
edit, and create the full experience. Similarly to an intended
outcome of the piece, the development and execution of this
performance project marks a return to live performance for
many of our collaborators. Therefore, we will all be coming
from the “in-between” time of this past year.
With the pandemic still a present factor in our lives, the early
production and development meetings will take place in an
online forum. Once the rehearsal process begins, the group
meetings (if held in person and indoors) will be limited to 12-14
people and masked. It is the hope that by late May and June,
many of the participants will be vaccinated, and the rehearsals
can move outside as needed.

On March 1st, the Iowa City Bike Library moved into its new home. The south-facing wall is a XX-foot wall that
can be seen from South Gilbert Court and will open out into a courtyard.
In May, the Bike Library will be launching the very first audio-guided, educational ride in a social justice ride
series titled, The Raise It Up Ride, honoring Black lives in Iowa City.
We recognize a continuing need for racial equity and awareness within the bicycling community, this
community, and the country as a whole. This ride series was created with the hope that each ride will prompt
riders to ask themselves hard questions involving race, place, and space.
Each ride will include:
Crafted routes with checkpoints significant to Black history (our history!), Black present, and/or Black-owned
businesses
A self-guided audio tour
Site-specific educational materials: research, narratives, exhibits
ArcGIS Storymap that provides digital educational resources, directions, and further reading
Volunteer-led riding opportunities for the public

Each ride will begin at the Bike Library; as a powerful visual entrance to the experience, we would like to turn
the south-facing wall of 1222 S. Gilbert Court into a mural honoring Black lives. This would include collages,

As this wall opens into the courtyard and functions as the largest publicly visible wall on the building, we’re
excited to transform it into not simply a mural, but a message. By partnering with the Multicultural Development
Center of Iowa and the South District, our plan is to use images, text, mixed media, and publicly available
brochures to bring the statements and stories of the Black lives—to whom we aim to lift up, prioritize, and pay
tribute—to life in our community.
For as long as the mural is up, its image will act as the backdrop for outdoor Bike Library and Bike-Library-
hosted events in the courtyard. The public can experience it around the clock whether the shop is open or
closed. And, as we are an alternative bike shop, our alleyway adjacent to the south-facing wall is meant for
pedestrians and for bike parking; car parking will not be permitted on that portion of the property.
The will serve as a message of solidarity with the Black community in Iowa City—especially located near the
South District. The piece will also communicate that this non-profit, this street, and ultimately, this community is
intended to be a space of inclusion, acceptance, and equity. We aren’t looking to just put up a lovely mural; our
aim is to share the stories of Black lives.
This will not be art for and about cyclists or cycling; instead, this will be a public art piece rooted in showcasing
people of color and prioritizing their lived experiences. The audience might be a community member who never
considered the cross-section between mobility justice, transportation equity, and social justice.
Those who frequent our shop and would consider themselves to be cyclists might begin to ask themselves: why
there aren’t more Black cyclists; why might access to certain transportation privileges like bike lanes, bike
boxes, safety education, good quality bikes, etc. not be afforded to Black members moving through the
community; what can I do to become a part of an equitable solution?
The audience might also be members (or future members) of Bike Club, a free Bike Library program where kids
receive a bike, a helmet, high-vis gear, and safety training in a series of camps throughout the summer. Since
the initiative began, over 90% of Bike Club riders have been children of color. The audience might be a child
who walks by the courtyard on South Gilbert, sees the mural, and sees the spark of a dream start to flourish.

The biggest line item that the matching fund will pay for is staff time to prep the site, organize volunteers in the

they featured for Black History Month.

We’ll measure how many Raise it Up Ride brochures were distributed, how many community members leave a
written review on our ledger, and how many riders of the Raise It Up Ride were first introduced to the mural.
Like many art pieces, many outcomes are positive, intangible ones, but those are a few measurable outcomes
we will track.

My name is S. Benjamin Farrar and I am a designer of scenery, lighting, and projection for live
performance and film. I am the resident designer for Riverside Theatre in Iowa City and Theatre Cedar
Rapids. I serve as the production manager and resident designer for the international dance company
Soledad Barrio & Noche Flamenca and am a recurring guest artist at Grinnell College. I am writing to
express interest in the Kiwanis Park Community Garden Art Project.
From my resumé and website you will see I have an extensive background is in theatrical productions.
For years, I have transformed various spaces using a great variety of materials. I have years of experience
working with various budgets and timelines and delivering stunning results. I have a great sense for light
and how light transforms a space. I know how natural light changes through the course of a day, in
various weather, and through the change of seasons. I use this knowledge in my theatrical work as well as
in my photography. I also have a great sense for the scale of the human body – various bodies of various
ages and sizes – and I use that knowledge to create drama and meaning through relationships on stage
between structures and performers. I can tell stories through light and form. I’ve been doing it for years.
I would love to extend these skills into an outdoor installation that meets – and exceeds - the needs of the
people who pass through and linger in that space. Though most of my productions have been indoors, I
have also done several outdoor festival designs and installations. Creating a permanent, outdoor
installation would be new for me and would require research on my part as well as reaching out to others
for advice on materials and process. Every project I undertake requires me to learn new skills and
undertake new processes. This constant learning is, for me, a great benefit of being a designer and I relish
the experience of expanded my horizons. But, I must honesty admit that my lack of experience in this
branch of design could certainly be considered a limitation.
Theatre is a collaborative art. I work with a team of other people to create wondrous images and tell
memorable stories. And I do this with limited budgets, limited space, and limited time. But these
limitations often feed my creativity and bring me to innovative solutions that I could not have discovered
otherwise.
I have mounted productions in over 90 radically-varied venues from music halls (The Royal Conservatory in
Toronto) to dance clubs in Rio de Janeiro, to postage-stamp-size cabaret stages (Joe’s Pub in NYC), to
magnificent jewel-box theatres (The Majestic Theatre in Boston and Auditorio Fundación in Rosario,
Argentina), to large performing arts centers (Zellerbach Hall in Berkeley, CA), to enormous semi-outdoor
venues (Wolf Trap Park in Vienna, VA). I have also designed in various “found spaces,” houses of worship,
and I have assisted at pop-up commercial ventures in Manhattan, the Metropolitan Museum of Art, and
prestigious commercial spaces that include the Cartier flagship location on Fifth Avenue and the Shops at
Columbus Circle. I have designed, advanced, and mounted productions in Europe, Australia, South
America, and throughout North America, including some of the premier performance venues in the United
States. My design and technical work has received positive press in The New York Times, The Village Voice, The
Washington Post, The New Yorker, The Wall Street Journal, Lighting and Sound America, The San Francisco Chronicle,
and Backstage Magazine.

Kiwanis Park Community Garden Art Project
Statement of Interest
From the freedom I felt behind the handlebars of my bike zipping around the trails, to
learning patience standing still in Willow Creek trying to sneak up on minnows, and in the joy of
endless neighborhood games in the fields: this park is where I grew up. Kiwanis Park is where
some of my most formative memories were made. I explored every inch, learned independence,
and gained grit in this park. I know what this park means to the neighborhood, the community.
Growing up with this park across the street from home felt like I had an entire world to explore,
learn and grow in. I would be honored to be a part of continuing this park’s tradition of bringing
joy and connection to all that visit.
Since my years of romping in the park, I found my path in technical design. I have been
designing, budgeting and building tradition theatre sets (indoor and outdoor) across the nation at
a variety of levels for more than 10 years. In theatre design, I have learned the importance of
designing with a narrative. I have worked with many producers, directors, and actors to create
the physical design of their visions in pursuit of the ultimate communal experience. I have also
been a part of the design and build team of multiple Smithsonian Folklife Festivals, the largest
annual cultural event in the U.S. capital that brings the wonder of a Smithsonian museum to life
on the National Mall every summer. In my tenure at the Smithsonian, I have worked to bring
inclusive design to the National Mall at every step, from the preplanning stage to swinging
hammers at installation. The overarching theme of all my work has been that the most impactful
art is not about the fanciest technology or biggest budget, it is about the connection of the subject
and audience.
I envision the Kiwanis Park Community Garden Art Project as a project where
community from near and far can find a place to be together in nature, a thing of both beauty and
utility that is a celebration of the land itself and those who are there to experience it. It should
invite visitors to stay for awhile and come back often. Community art is successful when it fits
right into its environment so much so that you forget what was like without it. While I have some
idea of what that would look like, I am excited to work with the community to create something
that is born of those it serves.
I have both the experience and passion to plan and execute this project with the
community from which I came. If I am selected for this opportunity, it would give me a chance
to show my appreciation to the park in which I grew up.

Dear Neighbors,
After tending my own community garden plot over at Chadek Green for the past four years, and
spending as much time attempting to entertain and contain my children in the process as I spent
weeding, I am absolutely delighted by the possibility of an opportunity to create an art
installation at the Kiwanis Park Community Gardens that is firmly rooted in a sense of joy,
community collaboration, and safe accessibility for citizens of all ages.
My children suggested a field of sunflowers, and I believe through the magic of mathematics,
perspective, and imagination, we can perhaps create a gentle slope embedded with
yellow-glazed terracotta stones that embody the cheery and optimistic spirit of sunflowers. Or,
maybe we’ll put our heads together as a group and steer this in a different direction! What I do
know is that I miss the exciting energy that can be almost palpable when a group of caring
humans put their hearts and creative energy out into the world to create something special. I am
particularly interested in creating multiple paths for everyone, and especially children, to
participate in the conceptualization, fabrication, and installation of our work of art as possible.
I have worked in the theater for many years, in both Iowa City and New York, and have twenty
years of experience guiding projects to completion on a very large scale, in a very timely
manner, while pleasing all stakeholders with both the process and final project. It’s generally a
pretty tall order, but it’s possible when everyone is working together, and that is why I am very
excited to talk further with the neighborhood about what we can accomplish together.

Statement of Interest
Ryan Bentzinger
I am a Teaching Artist because I love creating art as much as teaching and advocating for the Arts.My
goal in life is to be an activist and contributor to my community. It is extremely important to me to
include everyone that is a part of a community. My skills and talents lie in art-making and managing large
groups. I feel community art projects are the best way to succeed in my goals. I work passionately to
create public works that enhance community and promote kindness and justice.
I have lived in Iowa City for fourteen years. I have nine years of professional experience teaching
children art, as well as building my own career as an artist. I am a full-time artist during the summers,and
can dedicate all of my time this summer to this project.I am flexible, patient, and a very hard-worker. I
hold my artwork to very high standards, and am sure all my project goals are met. I would be grateful and
honored to work on this project at any capacity that is available.

Exhibition focus will be rooted in queered, racialized and sexualized bodies, roleplay, sadomasochism and sadism and the agency
of the ‘other’ and ‘othered’ bodies. This exhibition will investigate the power situated within the abject, primarily through
queerness. There is a focus on the combination of death and eroticism, ‘looking’ at the ‘othered’ body and the imperative
implication of the ‘gaze’ in creating visual media. With a focus on the inherent power and alluded attraction to the perverse, the
sexual and the violent.

Letter of Interest
We are Herrera +Depujols,an interdisciplinary artists artistic duo with a
combined practice that encompass painting,photography,sculpture,video,text and
interactive installation.As bicultural/bilingual individuals with a backgrounds in
literature and architecture,as well as longtime IC resident,we understands the deep
connections that Iowa City has as a global cultural center in the middle of the
Midwest with global literary and artistic traditions.We are excited about the
opportunity to display those connections in an artwork to be part of the Kiwanis
Park Community Gardens.
With more than twenty years of combined experience as artists in the United
States,our artistic practice is invested in projects that promote a more gender
inclusive word,through the questioning of the social doctrine regarding gender roles
and expectations.
Both,Juan Herrera and Bernadette Depujols are Venezuelan artists graduated
from the Universidad Central de Venezuela and the California Institute of the Arts
(CalArts).Herrera is a writer and visual artist with a BA in Literature from UCV that
settled in Iowa City since 2009 to pursue an MA in Spanish Literature at University
of Iowa.
Herrera has moved out of IC temporarily a couple of times;once to Chicago in
2016,to pursue an MA at the School of the Art Institute of Chicago (SAIC)where he
took active participation in public art project Senior Park,collaboration between 21st
Century Academy,Gary Senior Housing and SAIC with professor Jan Tichy by seeking
input in the design of seating areas and benches from middle school students for a
senior citizen park,scouting the location,and creating benches/artwork,and in
2019 when he was awarded two scholarships to study an MFA at the California
Institute of the Arts (CalArts).
Bernadette Depujols,is an architect graduated from the UCV and an artist
with an MFA from CalArts,with a sculptural background specialized in concrete
pouring in muted tones.Her work encompasses nuances and subtleties that revolve
around the cultural perception of women.Her sculptural and interactive works are
playful,attractive and functional as well as thought provoking.Despujols taught
Architectonic Design at the School of Architecture at the UCV.
Due to the pandemic,in February of 2020 Herrera cut short his stay in LA and
returned to Iowa City,where he continued his MFA program and directing the Paul
Brach Visiting Artist Series at CalArts from his home in Iowa City.Organizing artist
talks with artists around the world,participating in physical and virtual exhibitions
without being at the scene,and soon graduating from CalArts virtually,while living
in Iowa City, has made Herrera a local artist connected globally to the art world.
We believe that the combined experience of public art design to enhance
public spaces and the connection to several of the most vibrant global centers of
culture such as Los Angeles,New York,Chicago and Miami makes Herrera +Depujols
the ideal artistic duo to represent the diverse population and preserve and interpret
Iowa City’s rich heritage through a project that a visual attraction within the
community garden space and would look to emphasis the importance of gender and
cultural solidarity in an era that has been marked by the impossibility of gathering
and sharing as a community.

Dear Iowa City Public Art Advisory Committee and the Ty’n Cae Neighborhood Association
I’m interested in design and creating a public art installation for the Kiwanis Park Community
Gardens. Is a great opportunity to combine my multidisciplinary careers, my background as a
Biologist is always present in my artistic process.When I have the opportunity to create art in an
area surrounded by nature inspires me.
My mission as an artist is to create sustainable and inclusive work that inspires others to create
a better world.
Although in Iowa my work as a photographer has been the most widely known, I have a lot of
experience in large 3D art. I have been sculpting sand and other materials since 2010. As a
coach for Sand in the City, I have traveled around the country making large-scale sand
sculptures, and working with nonprofits organizations.As well as an Iowa Arts City Council
grantee I have experience demonstrating my commitment to planning, meeting goals, and
managing budgets to achieve and complete large artistic projects.
Working with local arts organizations, like the Iowa City Public Art program and as a current
board of directors, member for Summer of the Arts has given me a lot of knowledge and
experience in the importance of engaging and helping to build a community that values the arts
and advocates for them, enriching the culture in our community.
I understand the nature of this project and goals to create a space where neighbors and
community visitors had a space to connect with nature,allowing kids to interact with art as well
as be part of the creative process in partnership with the community.
I’m completely confident that my creative mindset and my multidisciplinary work on visual art
can provide an excellent design and work that highlights the Kiwanis Park Community as a
landmark of the city.

8.0 Deaccession/Relocation/Temporary Storage
8.1 Policy and Procedures on Deaccessioning of Artwork
After due consideration, the PAAC may recommend, and the City Manager may authorize, the removal
of work from the City’s art collection. It is Iowa City’s policy to remove a piece only if one or more of the
following situations exist:
● the artwork in its present state poses a safety hazard to the public or the environment
● restoration of the work aesthetically and/or structurally is not feasible, or the expense of such
restoration would be disproportionate to the value of the work
● the architectural support (building, wall, streetscape) is to be destroyed and relocation of the
work is not feasible
● prolonged protest of the work persists to the extent that the work detracts rather than
enhances the site and the community
● the work acts as an encumbrance to the use of public property
● the public use of the site has changed or is proposed to change in a manner that is no longer
compatible with the artwork.
If a work is to be moved/modified, the artist must be notified before the change, if at all possible. If the
artwork is to be placed in temporary storage, the Public Art Administrator shall be given the opportunity
to inspect the storage location and methods used to protect the artwork. In the instance that a work
must be removed from the City’s collection, the artist must be notified and given the opportunity to
purchase the art from the City. In all situations, the rights of the artist will be respected as defined in the
Visual Artists Rights Act of 1990, unless waived by the artist.
