2. Council Appointments
2.a. Ad Hoc Truth and Reconciliation Commission
Teague: And we have, um, an Ad Hoc Truth and Reconciliation Commission, one vacancy to fill
an unexpired term, starting April 23't, 2021 through June 30th, 2022. So I think we might
go ahead and ... at one point I was going to just kind of give us a recap of where we
were ... the last time we spoke, but some of those individuals that, um, kinda got a little
higher up on the, um, numbers of Council support, some of them are not available or
haven't been able to get in touch with. So thinking we might just open it up for
discussion and just a reminder that, uh, we'll (mumbled) appointments and then an
appointment that will start on the 23d of April. We do have a ... one female requirement,
um, and (mumbled) then another one. So ... yeah! We'll start there.
Thomas: Well the two, um, candidates that I have on my list would be, uh, Daph... Daphney
Daniel and, uh, Arianna Aron.
Weiner: Um, coincidentally those were the two people I ended up with too. Um, I thought that
Daphney Daniel has a really interesting set of skills, uh, in terms of fact-finding and other
background, uh, and Arianna Aron has, um, experience working at UAY, uh, dealing with
a lot of young people, as well as obviously her own family.
Taylor: Those were the two at the top of my list also.
Bergus: I just wanted to throw into the mix. I had a conversation yesterday with, uh, Christine
Nobiss, who's an indigenous member of our community.
Teague: Okay. Well, I could certainly support, um, the ... the two that (mumbled) suggested so far,
Daphney and Arianna.
Salih: I have on my list Arianna and Christine.
Teague: Okay. Any other...
Weiner: Laura, was there anything you wanted that would be helpful to share from that
conversation (mumbled)

Bergus: Yeah! So when I spoke with Christine yesterday, um, you may have noted from her
application that, you know, she was hopeful for indigenous representation on the
commission, and that that was lacking so far. Um, she also said that there was a
Meskwaki woman who had reached out and was interested in serving but hadn't, um,
been able to submit an application yet and they were in communication with each other.
So (mumbled) like having two, you know, individuals who at least through... through
myself had indicated, um, their interest. I thought it was important to elevate that
opportunity. Um, has anyone spoken with Arianna? I ... I had been in touch with her in
the fall, but um, not this last, most recent round. Just wanted to make sure that ... if we
know she's available.
Weiner: I texted, um, and did not receive a response. Usually what I've been doing to get in
touch with people is either email or text and then follow on with ... then follow on with a
phone conversation.
Bergus: And for Daphney Daniel, we've heard from her?
Weiner: I spoke with her yesterday.
Bergus: Great, thank you.
Mims: I think I would support Christine and Daphney.
Teague: And I can actually support Christine as well. (mumbled) I mean she has some attributes
that'll be positive (garbled) Because no one has actually spoke with Arianna, um,
directly... you know (both talking)
Salih:... and I can go with also, Christine (mumbled)
Teague: Okay. So it seem like we have support for Daphney Daniel and Christine Nobiss,
majority support for those two ... if I'm keeping track. All right! Well (laughs) this'll be a
historic moment. Uh, one second here ... so I just need a ... um ... one second. (noise in
background) I am so sorry. So we're gonna do appointments for Daphney and Arianna.
Can I get a motion please?

Mims: I thought we said Daphney and Christine.
Teague: Yes! Daphney Daniel and Christine Nobiss. Now we have to determine before we take
that motion, which one will be appointed immediate and which one will be on the ?
Mims: I would say do Christine immediate and do Daphney on the 23`a
Salih: Agree.
Teague: Okay (several responding) Okay. Could I get a motion to appoint Daphney Daniel, um,
on April 23`a, 2021, and Christine Nobiss to be immediately appointed to the TRC?
Mims: So moved.
Salih: Move.
Teague: So moved by Salih, seconded by....
Mims: (mumbled)
Teague: Second by Mims (mumbled) All in favor say aye. Any opposed? All right, moving on
to the...
Mims: Could I make one comment, Mayor? I would ... I would hope that we would invite
Daphney to attend the meeting on the 15a', um, even though she would not technically
and legally be part of the commission, but given that we're having that joint meeting, I
think it would be, uh, very appropriate for her to be there and be part of that.
Bergus: I agree with that (several responding)
Salih: Yes, good idea.
Teague: Yes, I ... I would agree. Yes. All right.
