Approval of FY2O21 Interfund Transfers 21- 12 5 Resolution Amending and Adopting FY2O21 Inter -fund Transfers. 7.b. 2-1 -fZC 7.c. ZI- IZ� 7.d. Comment Iowa Administrative Code requires that the City Council adopt all inter -fund transfers by resolution. Energy Efficiency TIF Grant Agreement Resolution approving an Energy Efficiency TIF Grant Agreement between United Natural Foods, Inc. and the City of Iowa City. Comment In August of 2020, the City amended the Heinz Road Urban Renewal Plan to include an economic development grant program funded by the tax increment in the area, to assist in energy efficiency improvements by companies in the urban renewal area. United Natural Foods Inc. has applied for funding to upgrade lighting in their plant to LED. Purchase - Nimble Storage Upgrade Prosect Resolution authorizing the procurement of equipment to upgrade the storage area network for ITS operations. Comment The Nimble Storage Upgrade Project will create additional required storage space for the current storage area network, enhance performance, enhance redundancy, and provide greater expansion options for future growth. The total cost of this purchase is $256,898.47 which will be funded with ITS Operations Server Hardware funds. Investment Policy Amendment Resolution adopting the Investment Policy for the City of Iowa City and rescinding Resolution No. 18-219. Comment Amending the InvesUnent Policy that was last updated in 2018. 7.e. Burlington and Madison Intersection Improvements Resolution correcting the final contract amount reimbursing CRANDIC for work performed on the Burlington and Madison Intersection Improvements Project. Comment This resolution corrects the final reimbursement amount to be $187,422.75. Funds for this project are available in the Burlington & Madison Intersection Improvements account May 18, 2021 Iowa City City Council Agenda Page 3 7.f. 2021 Paying Agent Agreement 21 - 130 Resolution Appointing Paying Agent, Bond Registrar, and Transfer Agent, Approving the Paying Agent and Bond Registrar and Transfer Agent Agreement and Authorizing the Execution of the Agreement. Comment: This resolution provides final authorization for US Bank of St Paul, Minnesota to act as paying agentfor the City of Iowa City in regard to the issuance of $11,325,000 General Obligation Bonds, series 2021. 2 t t 3 i 7.g. 2021 Bond Authorization Resolution Resolution authorizing and providing for the issuance, and levying a tax to pay the Bonds; Approval of the Tax Exemption Certificate and Continuing Disclosure Certificate. Comment: This resolution provides final authorization for the issuance of $11,325,000 General Obligation Bonds. The Tax Exemption Certificate sets out in detail a number of facts, promises and obligations that must be met and agreed to by the City in order to maintain these bonds as tax exempt. The Continuing Disclosure Certificate is being executed and delivered for the benefit of the holders and beneficial owners of the bonds and in order to comply with Securities and Exchange Commission (SEC) rule 15c2-12. 7.h. University Heights Transit Service Resolution authorizing the Mayor to sign and the City Cleric to attest the FY2022 agreement between the City of Iowa City and the City of University Heights for the provision of transit service within the corporate limits of University Heights. Comment This resolution approves the FY2022 agreementfor Iowa City Transit to provide transit service within the corporate limits of University Heights. The level of transit service provided will remain the same as in FY2020. The proposed FY2021 contract amount of $40,682 is a 1.61/o increase from the FY2021 amount based on the National Consumer Price Index. University Heights approved this agreement at their April 13th, 2021 City Council meeting. 7.i. Sidewalk Cafe Policy Z I i Resolution adopting a policy for use of public right-of-way and City Plaza for sidewalk cafes and rescinding Resolution No. 20- 30. Comment This is an amendment to the sidewalk cafe policy to allow the City Manager to approve use of an elevated planter for a cafe in limited situations. It also clarifies that it is the commercial condo unit owner that must approve a tenants cafe if the building is a condominium regime. May 18, 2021 Iowa City City Council Agenda Page 4 7.j. FY22 28E Agreement for Mobility Coordinator Position 2 I - j ` Resolution authorizing the Mayor to sign and the City Clerk to attest the FY22 28E Agreement between the City of Iowa City and Johnson County for the Mobility Coordinator position. 7.k. ZI-13Cv 7.1 Comment This is a resolution to continue thejoint funding agreement with Johnson County Social Services for the Mobility Coordinator position which provides transportation and mobility referrals, education, and community outreach in Iowa City and across the metro area. Iowa City will contribute $35,610 of the total cost of the position in FY22, which is 35% of the total cost, while Johnson County will oontribute 50% and Coralville will contribute 15%. Marketing Agreement with MidAmerican Energy Resolution authorizing the City Manager to sign the Marketing Agreement between the City of Iowa City and MidAmerican Energy. Comment This resolution establishes a three-year marketing agreement with MidAmerican Energy to apply an exterior graphic wrap to (4) of the CVs new elechic buses scheduled to arrive this fall. On -street Parking Meter System Replacement Resolution authorizing the procurement of a replacement On -street Parking Meter System Electronics for the City of Iowa City Transportation Services Department. Comment This Resolution will authorize the procurement of an On -street Parking Meter System Replacement for the City of Iowa City Transportation Services Department. During the initial 5 -year contract period this purchase will exceed the $150,000 spending authority of the City Manager, thereby requiring Council approval. Over the course of this 5 -year contract, the City expects to expend approximately $494,325. Year one will include $192,705 for the meters and $60,324 for the maintenance fees. Maintenance fees for year (2) two through (5) five will be $60,324 per year. May 18, 2021 Iowa City City Council Agenda Page 5 8. Setting Public Hearings 8.a. Rezoning - Hickory Trail Estates Motion setting a public hearing for June 1, 2021 on an ordinance 8.b. 21- tai 21 -13g 8.c. conditionally rezoning approximately 48.75 acres of land located west of N. 1 st Avenue and south of Scott Boulevard from Interim Development Single -Family Residential (ID -RS) to Low Density Single -Family Residential with a Planned Development Overlay (OPD/RS-5). (RE720-0016) Comment At its May 6, 2021 meeting, by a vote of (6-1, Martin in the negative), the Planning and Zoning Commission recommended approval of this rezoning subject to conditions related to provision of a woodland management plan, provision of trail connections, incorporation of traffic calming devices, installation of right-cf-way trees, and approval of final plat for the subject property. Motions to approve the proposed rezoning failed by a vote of (1-6) at the March 18th and (0-7) at the February 18th Planning and Zoning Commission meetings. The applicant submitted revised OPD plans for the March 18th and May 6th meetings. Sale of 520 N. Dodge St. Resolution setting public hearing for June 1, 2021, on a proposal to convey a single-family home located at 520 N. Dodge Street. Comment: The UniverCity Neighborhood Partnership Program is a project to encourage home ownership and reinvestment in designated neighborhoods surrounding the University. The City purchases rental units located in designated neighborhoods, rehabilitates them, and then sells them to eligible buyers. The City has renovated 520 N. Dodge St. and has received an offer for $227,000. Curb Ramp 2021 Resolution setting a public hearing on June 1, 2021 on project manual and estimate of cost for the construction of the Curti Ramp 2021 Project, directing City Cleric to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This project indudes the construction and replacement of sidewalk curb ramps at locations throughout the City to improve accessibility and comply with the Americans with Disabilities Act (ADA). The estimated cost for this project is $165,000 and will be funded by Account #fS3822 - Curb Ramp Construction - ADA. May 18, 2021 Iowa City City Council Agenda Page 6 8.d. Public Housing Pavement Repair Resolution setting a public hearing on June 1, 2021 on project manual and estimate of cost for the construction of the Public Housing Pavement Repair Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This project incudes sidewalk and driveway repairs at 34 City owned public housing units located throughout Iowa City. Zoning code amendment related to single-family site development standards x(� Ordinance amending Title 14, Zoning of the Iowa City code related to single-family site development standards. (RE721-0003) Comment On May 6, the Planning and Zoning Commission will consider an amendment to the single-family site development standards. Zoning Code Amendment - Nonconforming Drinking to Establishments Ordinance to amend Title 14 Zoning regarding nonconforming drinking establishments in a Historic Overlay District (OHD) zone and vacant for at least tAto years. (RE720-0015) (Second Consideration) Comment This proposed ordinance would allow drinking establishments that are legally nonconforming due to the minimum separation distance requirement to continue where they are on property in a Historic Overlay Dishic t (OHD) zone and where they have remained vacant for at least two years. These uses can also expand into spaces that meet those two requirements. The purpose is to inoenhvize historic preservation downtown and to fill vacant storefronts where the market has not resulted in conforming businesses moving into vacant drinking establishments. Comment This project includes pavement repairs associated with water main breaks on various streets throughout lava City. Types of pavement that need repaired indude: Portland Cement Concrete (PCC); composite pavement consisting of PCC and Hot Ma Asphalt (HMA); and full depth HMA pavement Some locations will also require the removal and replacement of driveway, sidewalk, curb ramps, and/or curb and gutter. Park Hours Ordinance amending Title 10, entitled "Public Ways and Property," Chapter 9, entitled "Parks and Recreation Regulations," to make park closure hours uniform (First Consideration) Comment Park hours vary depending on the park, and the Parks & Recreation Commission recommends having uniform park hours. This ordinance doses all parks at "dusk" with the following 3 exceptions: a) Blackhawk Mini Park, Chauncey Swan Park, and College Green Park never dose; b) Trails can be used as transportation; and c) The City may allow a park to remain open for an event, such as a softball tournament.
