Personnel Policies Update - June 2021 15� Resolution rescinding the 2019 Personnel Policies and adopting updated Personnel Policies. Comment The City's Personnel Policies have reoently been reviewed and updated to incorporate best practices and to better communicate organizational epectations. Jazz Fest-Alcohol Agreement Resolution approving an agreement with Summer of the Arts, Inc. to allow the sale, consumption, and possession of beer and wine on City streets during Jazz Fest. Comment The City Code authorizes Council to approve agreements that allow the sale and possession of alcohol on City streets under limited circumstances. This resolution allows Summer of the Arts, Inc. to sell beer and wine in a demarcated area on Clinton St. and Iowa Ave. during Jazz Fest on July 3. 7.c. 2021 Water Pavement Patching Resolution awarding contract and authorizing the Mayor to sign and the City Cleric to attest a contract for construction of the 2021 Water Pavement Patching Project. Comment: Bids for this project were received on Tuesday, June 8, 2021 and the following bids were received: All American Concrete, Inc. Bud Maas Concrete Engineer's Estimate West Liberty, IA $117,240.00 Iowa City, IA Non -Responsive $132,000.00 Public Works and Engineering recommend award of the contract to All American Concrete, Inc. of West Liberty, Iowa. Funding is available in Water Division operation funds. 7.d. Wetherby Restroom Shelter, and Playground Upgrades -2Resolution accepting the work for the Wetherby Restroom Shelter, and Playground Upgrades Project. Comment The project has been completed by Peak Construction of North Liberty, Iowa, in substantial in accordance with the plans and specifications. The Engineers Report and Performance and Payment bonds are on file with the City Clerk. • Project Estimated Cost: $ 585,000.00 • Project Bid Received: $ 496,843.00 • Project Actual Cost: $ 528,731.28 June 15, 2021 Iowa City City Council Agenda Page 4 Te. Energy Efficiency TIF Grant Agreement: Adamantine Resolution approving agreement by and among Hodor's Holdings LLC, an Iowa limited liability company doing business at 2726 Independence Road, Iowa City, Iowa 52240, Adamantine Spine Moving, Inc. and the City of Iowa City. Comment In August of 2020, the City amended the Scott Six Urban Renewal Plan to include an economic development grant program funded by the tax increment in the area, to assist in energy efficiency improvements by companies in the urban renewal area. Adamantine Spine Moving and Hodor Holdings have applied for a solar array installation. 7.f. Energy Efficiency TIF Grant Agreement: Iowa City Storage LLC Resolution approving agreement by and between Iowa City Storage, LLC and the City of Iowa City. Comment In August of 2020, the city amended the Heinz Road Urban Renewal Plan to indude an economic development grant program funded by the tax increment in the area, to assist in energy efficiency improvements by companies in the urban renewal area. Iowa City Storage LLC has applied for an LED lighting project and a solar array installation. 7.g. Energy Efficiency TIF Grant Agreement: Mondo's New Union Resolution approving agreement between Mondo's New Union Brewery, LC, and the City of Iowa City. Comment In August of 2020, the City amended the Heinz Road Urban Renewal Plan to include an economic development grant program funded by the tax increment in the area, to assist in energy efficiency improvements by companies in the urban renewal area.Mondo's New Union Brewery has applied for a solar array installation project 7.h. Energy Efficiency TIF Grant Agreement: Oral B Resolution approving agreement between Oral B Laboratories and the City of Iowa City. Comment In August of 2020, the City amended the Sycamore and First Avenue Urban Renewal Plan to include an economic development grant program funded by the tax increment in the area, to assist in energy efficiency improvements by companies in the urban renewal area. Oral B plans to replace an air compressor that would save 354,317 kWh per year by being responsive to system needs and able to run at varyiable speeds depending on the need. Resolution amending Subdividers Agreement Resolution approving an amendment to the Subdivider's Agreement for Sandhill Estates, Part Four, Iowa City, Iowa. Comment This amendment will allow ownership of the mailbox cluster outlot by the adjacent properly owner, rather than the HOA 7.j. Extension of Fire Protection Agreement - University Heights Resolution authorizing the Mayor to sign and the City Clerk to attest Amendment Number 1 to the 28E agreement for fire protection services between the City of Iowa City and University Heights. Comment This resolution extends the agreement in place beginning July 1, 2016 for an additional five years through June 30, 2026. 8. Setting Public Hearings 8.a. 2021 Summer Sidewalk Repair Resolution setting a public hearing on July 6, 2021 on project manual and estimate of cost for the construction of the 2021 Summer Sidewalk Repair Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This project generally includes removal and replacement of the eAsting sidewalk marked for repair as part of the Citys Sidewalk Inspection Repair Program. The repair sites indude squares which are the City responsibility and those squares which the property owner did not repair. The estimated cost for this project is $100,000 and will be funded by Account #22710220 — Sidewalk Operations. 8.b. Glendale Parte Improvements Resolution setting a public hearing on July 6, 2021 on project manual and estimate of cost for the construction of the Glendale Park Improvements Project, directing City Cleric to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This project generally includes removal and replacement of the eAsting playgrounds with a concrete path to the playground. Petsel Place Storm Sewer Improvements Resolution setting a public hearing on July 6, 2021 on project manual and estimate of cost for the construction of the Petsel Place Storm Sewer Improvements Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This agenda item begins the bidding process for the Petsel Place Storm Sewer Improvements Project The project involves upsiang the edsting storm sewer and replacing associated pavement on Petrel Place. Planning and Zoning Matters If a majority of the Council is inclined not to concur with the Planning and Zoning Commission recommendation a consult with the Planning and Zoning Commission should be offered before the close of the public hearing. 10.a. Rezoning - Hickory Trail Estates Ordinance conditionally rezoning approximately 48.75 acres of land located south of N. Scott Boulevard and west of N. 1 st Avenue from e' Interim Development Single -Family (ID -RS) to Low Density Single - Family with a Planned Development Overlay (OPD/RS-5) zone. (RE720-0016) (First Consideration) [Deferred from 6/1/2021] Comment At its May 6, 2021 meeting, by a vote of 6-1 (Martin in the negative), the Planning and Zoning Commission reoommended approval of this rezoning subject to conditions related to woodland management, trail connections, traffic calming, right-cf way trees, and platting. This rezoning was considered by the Commission three times due to concerns about its compatibility with the neighborhood and consistency wth the comprehensive plan's concept for a single -loaded street in this area. The Commission recommends approval of this version of the plan, which is responsive to the concerns they and the public raised. Lower City Park and Kimball Road Storm Sewer Improvement Resolution approving project manual and estimate of cost for the construction of the Lower City Parr and Kimball Road Storm Sewer Improvement Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Comment: This project will replace the storm sewer outfall in Lower City Park from the access drive to the river, two storm sewer intakes will be placed on Kimball Road east of the Gilbert Street intersection to improve drainage and a private driveway immediately north of Kimball Road will be replaced to remove an existing large dip. Comment This project generally indudes: sanitary sewer pipes, sanitary sewer manholes, sanitary sewer service reconnection, street pavement, driveways, seeding, and sidewalk. Amendment to 28E with University Heights Resolution authorizing the Mayor to sign and the City Clerk to attest an Amended and Restated 28E Agreement Wth the City of University J2� Heights for the sharing of property tax revenues. �+y - Comment At Council's April 6, 2021, Council approved the annexation of an approximate 3.6 acre parcel of land that was contemporaneously severed from the corporate limits of University Heights, subject to a 28E agreement for the allocation of property taxes for 40 years. The City Development Board of the State of Iowa approved this boundary adjustment at its meeting May 12, 2021.
