because a meeting in person was impossible or impractical due to concerns for the

10.a. Ordinance conditionally rezoning approximately 48.75 acres of land located
south of N. Scott Boulevard and west of N. 1st Avenue from Interim
Development Single -Family (ID -RS) to Low Density Single -Family with
a Planned Development Overlay (OPD/RS-5) zone. (REZ20-0016) (First
Consideration) [Deferred from 6/1/2021]
The following individuals appeared: Martha Norbeck, Adam Tarr - Nelson
Development, William Synan, Nandakumar Narayana, Dan Kauble, Joe Clark -

11. Resolution approving project manual and estimate of cost for the construction
of the Lower City Park and Kimball Road Storm Sewer Improvement Project,
establishing amount of bid security to accompany each bid, directing City Clerk
to post notice to bidders, and fixing time and place for receipt of bids.
A public hearing was held. Special Project Administrator Clow presented a power point.
Individual Council members expressed their views.

12. Resolution approving the project manual and estimate of cost for the
construction of the Nevada Avenue Sanitary Sewer Replacement Construction
Project, establishing amount of bid security to accompany each bid, directing

A public hearing was held. Senior Civil Engineer Welter presented a power point. The
following individual appeared: Gary Beckman. Individual Council members expressed
their views.

13. Resolution authorizing the Mayor to sign and the City Clerk to attest an
Amended and Restated 28E Agreement with the City of University Heights for
the sharing of property tax revenues.

Iowa City City Council special formal meeting, 4:07 p.m. via Zoom meeting platform.
Mayor Teague presiding. Council members present: Bergus, Mims, Salih, Taylor,
Teague, Thomas, Weiner. Absent: None. Staff members present: Fruin, Fruehling.
Unless otherwise noted, all actions were affirmative and unanimous.
Moved by Taylor, seconded by Weiner, to evaluate the professional competency of
individuals whose appointment, hiring, performance or discharge is being considered
when necessary to prevent needless and irreparable injury to that individuals'
reputations and those individuals requested a closed session. (City Manager and City
Clerk). The Mayor declared the motion carried and adjourned into executive session
4:08 p.m.

of the senior living component. Fruin stated staff would come up with an estimate.

1. (IPI, Council Tentative Meeting Schedule) Councilor Weiner asked for the timeline to
transition back to in-person meetings and if there would be a reduced summer schedule
for Council meetings. City Manager Fruin provided information. Individual Council
members expressed their views.
Action: The City Council will transition back to in-person meetings beginning with the
July 6th meeting. The meeting will take place in the Assembly Room at The Center.
Staff will evaluate a modified summer meeting schedule with the Mayor and Mayor Pro
Tem.

a. City Manager — City Manager Fruin congratulated Eric Goers on his appointment as
City Attorney and thanked Sue Dulek for her time as Interim City Attorney. Fruin also
thanked Deputy City Manager Monroe for her years with the City and wished her well
in her new role.
b. Deputy City Manager — Deputy City Manger Monroe thanked everyone for the
opportunity and noted how much she had enjoyed her time in Iowa City.
