Re: Update on the Affordable Housing Steering Committee
Back in November of 2020 the City Council discussed the formation of an Aff ordable Housing
Steering Committee to aid in our development of a new affordable housing plan. The task of the
committee is to take a deeper look at our current policies and programs as they relate to
affordable housing and consider what changes can be made to further our efforts to support
affordable housing. The committee was formed, members noted below, and they have been
meeting each month since February of 2021 with staff.

The committee started by reviewing data from the 2020 MPO Update of the Affordable Housing
Market Analysis, the City’s FY20 Year End Affordable Housing Report and the FY16-20
Summary Housing Tables, as well as the Iowa City 2019 Fair Housing Choice Study
recommendations.
After reviewing this data, the committee began to review the City’s existing programs and
policies. The committee completed their initial review and a subgroup will further discuss the
following three policies/programs: Affordable Housing Location Model, HCDC Allocation
Process, and the Affordable Housing Distribution Formula (specifically the LIHTC set-aside).
Working groups have been established for development regulations (zoning/code), affordable
housing resources (public/private) and recommendations for housing for those at 0-30% median
income, 31-60% and 61-100%. These groups will start meeting following public outreach.

This summer the committee will determine our public outreach strategy and initiate outreach to
those who need affordable housing. It is our hope to complete public engagement this summer
and finalize recommendations for Council review this fall.
