J uly 1, 2021 Memo from Neig h b orhood & Devel opmen t Services Director: Update on th e Affordab l e Housin g Steerin g Committee AT TAC HM E NT S : Description Memo from Neighborhood & Development Services Director: Update on the A ffordable Housing Steering Committee Date: June 21, 2021 To: Geoff Fruin, City Manager From: Tracy Hightshoe, Neighborhood & Development Services Director Re: Update on the Affordable Housing Steering Committee Back in November of 2020 the City Council discussed the formation of an Aff ordable Housing Steering Committee to aid in our development of a new affordable housing plan. The task of the committee is to take a deeper look at our current policies and programs as they relate to affordable housing and consider what changes can be made to further our efforts to support affordable housing. The committee was formed, members noted below, and they have been meeting each month since February of 2021 with staff. Jessica Andino Residential Construction \ Iowa City Homebuilders Association \ Human Rights Commission Simon Andrew The Housing Fellowship \ Johnson County Affordable Housing Coalition Sara Barron Johnson County Affordable Housing Coalition \ Local Homeless Coordinating Board \ Manufactured Housing Task Force Heath Brewer Iowa Valley Habitat for Humanity Crissy Canganelli Shelter House \ Local Homeless Coordinating Board \ Johnson County Affordable Housing Coalition Denise Fuller Horizon's Financial Wellness Center Ellen McCabe Housing Trust Fund of Johnson County \ Johnson County Affordable Housing Coalition Peter Nkumu Housing & Community Development Commission Melissa Schooley Financial Institution \ Greater Iowa City Homebuilders Association \ Multiple Non- Profit Housing Related Boards Mark Signs Realtor \ Planning and Zoning Commission Terry Vargason Realtor \ Property Manager Ryan Wade Developer \ Property Manager The committee started by reviewing data from the 2020 MPO Update of the Affordable Housing Market Analysis, the City’s FY20 Year End Affordable Housing Report and the FY16-20 Summary Housing Tables, as well as the Iowa City 2019 Fair Housing Choice Study recommendations. After reviewing this data, the committee began to review the City’s existing programs and policies. The committee completed their initial review and a subgroup will further discuss the following three policies/programs: Affordable Housing Location Model, HCDC Allocation Process, and the Affordable Housing Distribution Formula (specifically the LIHTC set-aside). Working groups have been established for development regulations (zoning/code), affordable housing resources (public/private) and recommendations for housing for those at 0-30% median income, 31-60% and 61-100%. These groups will start meeting following public outreach. June 29, 2021 Page 2 This summer the committee will determine our public outreach strategy and initiate outreach to those who need affordable housing. It is our hope to complete public engagement this summer and finalize recommendations for Council review this fall.
