8. Planning and Zoning Matters
8.a. Resolution to amend the South District Plan, a part of Iowa City's
Comprehensive Plan, to facilitate development that follows form -based
principles. (CPA21-0001)
A public hearing was held. Tony Perez, Director of Form -Based Coding, from
Opticos Design Inc., Senior Planner Russett and Associate Planner Lehmann
presented power points for agenda items 8.a and 8.b. City Manager Fruin provided
additional information. The following individuals appeared: Sara Barron, Executive
Director Johnson County Affordable Housing Coalition, Kelcey Patrick -Ferree,
Robert Domsic, Alex Hachtman, Joleah Shaw, and Alicia Trimble. Individual
Council members expressed their views.
Motion to approve Resolution 21-263. Moved by J. Thomas, seconded by L.
Bergus. Motion Passed. (7 Ayes)
8.b. Ordinance amending Title 14, Zoning Code and Title 15, Land Subdivision, to
create form -based zones and standards consistent with the South District Plan.
(REZ21-0005) (First Consideration)
A public hearing was held, no one appeared. The presentation for item 8.b
was given along with the previous item 8.a. Individual Council members
expressed their views.
Motion to give first consideration. Moved by S. Mims, seconded by P. Taylor.

Regular Formal Agenda
9. Ordinance amending Title 9, entitled "Motor Vehicles and Traffic," Chapter 3,
entitled "Rules of the Road," Section 6, entitled "Speed Restrictions,"
Subsection B, entitled "Exceptions," to modify the 35 MPH speed zone for
Rochester Avenue. (First Consideration)
City Manager Fruin provided information. Individual Council members expressed their
views.

September 21, 2021
Iowa City City Council special formal meeting, 4:00 p.m. held at The Center -
Assembly Room, 28 S. Linn Street. Mayor Teague presiding. Council members present:
Bergus, Mims, Salih, Taylor, Teague, Thomas, Weiner. Absent: None. Staff members
present: Fruin, Jones, Goers, Fruehling. Unless otherwise noted, all actions were
affirmative and unanimous.
Moved by Taylor, seconded by Salih, to evaluate the professional competency of
individuals whose appointment, hiring, performance or discharge is being considered
when necessary to prevent needless and irreparable injury to that individuals'
reputations and those individuals requested a closed session. (City Manager and City
Clerk). The Mayor declared the motion carried and adjourned into executive session
4:03 p.m.
Council returned to open session 5:10 p.m.
Moved by Salih, seconded by Taylor, to adjourn special meeting 5:11 p.m.

FY 2023 Budget goals and Priorities
City Manager Fruin introduced the item and briefly noted the budget timeline and asked Council to
share any changes to goals or specific projects for staff to reconsider. Individual Council members and
USG expressed their views.
Some common themes from the budget discussion included growing affordable housing efforts,
exploring greater contributions to childcare solutions, continued focus on strategic plan objectives and
other areas of focus such as social justice, climate action, mobility, public safety, and healthy
neighborhoods.
Action: Staff will review specific suggestions that were offered and will communicate budgetary
changes needed to individual departments and the budget team.

decision and vote of the 9/2/21 Truth and Reconciliation Commission meeting.

16. Report on Items from City Staff
a. City Manager
City Manager Fruin welcomed Redmond Jones II as the new Deputy City Manager
and thanked Assistant City Manager Rachel Kilburg for pitching in and taking on
the additional workload over the last four months. Fruin also noted the Climate
Fest activities and encouraged all to get involved with items of interest.
b. Deputy City Manager
Deputy City Manager Jones stated he was excited for the opportunity and was
looking forward to working with everyone.
c. City Attorney
City Attorney Goers welcomed Jones and noted he was looking forward to working
with him.
d. City Clerk
City Clerk Fruehling also welcomed Jones to the City.
