7.a. Motion to approve disbursements in the amount of $12,156,807.63 for the period
of August 1 through August 31, 2021, as recommended by the Finance Director
subject to audit. Disbursements are published and permanently retained in the
City Clerk's office in accordance with State Code.
7.b. Motion notifying the Iowa City Planning & Zoning Commission of the
petition for the establishment of the South District Self -Supported
Municipal Improvement District filed with the City Clerk on October 7,
2021 and referring said petition to the Planning and Zoning Commission
for the preparation of an evaluative report for the Council on the merit
and feasibility of the project, all in accordance with Chapter 386.3(3) of
the Code of Iowa.
7.c. Resolution authorizing the City Manager to sign and City Clerk to attest a
28E Agreement with the Iowa Alcohol Beverages Division for Tobacco

7.d. Resolution amending budgeted positions in the Information Technology
Services Division of the Finance Department and the Administrative and
Confidential pay plan by adding one full-time Information Security

Opticos Design Inc., Senior Planner Russett and Associate Planner Lehmann
presented power points for agenda items 8.a and 8.b. City Manager Fruin provided
additional information. The following individuals appeared: Sara Barron, Executive
Director Johnson County Affordable Housing Coalition, Kelcey Patrick -Ferree,
Robert Domsic, Alex Hachtman, Joleah Shaw, and Alicia Trimble. Individual
