MINUTES
SENIOR CENTER COMMISSION
October 21, 2021
Assembly Room, Iowa City/Johnson County Senior Center
Members Present: Jeannie Beckman, Zach Goldsmith, Lorraine Dorfman,

CALL TO ORDER:
The meeting was called to order by McConville at 4 PM.

APPROVAL OF MINUTES FROM THE AUGUST 19, 2021 MEETING:
Motion: To accept the minutes from the August 19, 2021 meeting. Motion
carried on a vote of 6/0. Beckman/Goldsmith.
PUBLIC DISCUSSION:
None.
OPERATIONAL OVERVIEW:
The Senior Center’s annual budget request for fiscal year 2023 is due this week
to the City’s finance department. A full-time marketing and fundraising position
has been requested. This position would take on marketing of the Senior Center,
which is currently spread between multiple staff members and has grown in
recent years. Additionally, this position would assist in fundraising goals through
stewardship, planned giving, and capitol campaigns. Part time staff for evening
and weekend building coverage has been requested.
The program calendar for November and December will be available in the next
few weeks, it will be translated into Spanish and Arabic. DeLoach thanked
maintenance staff for painting the Assembly Room. A new recumbent stair

stepper has been purchased to replace one that is over 10 years old. Quotes are
being sought for a new front desk and additional furniture for the reception area
on the ground floor. The Senior Center has been awarded a $10,000 grant from
the Community Foundation for hybrid classroom technology needs.
DeLoach reported OPN is finalizing the building master plan report. The total for
exterior, kitchen, HVAC, ADA updates, interior remodeling and updating is being
estimated at between 10 and 15 million dollars. Currently the Senior Center has
been awarded 1.9 million dollars in Capitol Improvement Project funds. DeLoach
requested additional CIP funds during this year’s CIP budget request to reflect
the new estimate.
No major repairs or projects have been undertaken since the building opened as
the Senior Center in 1981. DeLoach believes that the exterior of the building will
be repaired with CIP funds currently available as the City wants to be a good
steward of this historic location. DeLoach noted she has also asked for funding in
the administration budget for a feasibility study for a capitol campaign to help with
the cost of the budget projects. Additionally, she has asked OPN to give various
options for the interior building remodel to better understand which projects are
crucial and which could potentially be scaled back. DeLoach noted that this plan
does not address some overarching issues with this location such as parking and
building access.
COMMISSION DISCUSSION:
Dorfman stated parking is a serious concern for the Senior Center. Vogal
inquired about the US bank parking lot and if that might be a potential location for
a parking ramp. DeLoach said she was uncertain what the plan is for that
location was but knows it is currently for sale. Vogel stated it may be time to
discuss the possibility of the Senior Center changing locations. Goldsmith asked
where would be an ideal location. McConville noted it may be most helpful to
confirm the final price of the building master plan and then collect information on
how much it would cost to renovate or build a new facility, then weigh the pros
and cons of each option. She noted that if you move a facility from a city center
you may lose some of the appealing aspects of the organization. The
Commission discussed a few potential options including a “spoke and wheel”
approach. Ideas discussed included having Senior Center fitness locations
around the community and partnering with other City departments for space.
DeLoach stated OPN is planning on presenting their report to the Commission in
December. DeLoach noted the overall building renovation plans will depend on
final cost analysis and the amount of funding that can be provided with CIP funds
as well as contributions from Friends of The Center. She would like to have
future conversations with the Commission regarding these issues.
DeLoach reported that Susan Eberly resigned from the Commission. This leaves
one open seat currently. At the end of the calendar year 3 terms end, including

the Johnson County appointment. Commissioners discussed recruitment of new
commissioners.
McConville reported she attended a City Council meeting in September to
receive the proclamation for Senior Center Month.
McConville is planning on presenting to the Johnson County Board of
Supervisors on November 3rd at 9 AM regarding the Senior Center’s work in the
community. She asked if anyone else is able to join her, noting only 3
commissioners at one time could attend. McConville reported she is planning on
reviewing the overall mission and vision of the Senior Center and the impact on
the community the Senior Center has had throughout the pandemic. She gave an
outline and asked for feedback. All agreed it sounded like a complete report.
Beckman asked who decides if the additional staffing will be approved. DeLoach
stated the budget requests, including staffing requests, first go to the City’s
finance and city management, after that the City Council had final approval.
