Resolutions and Motions 5.a October 2021 Disbursements Motion to approve disbursements in the amount of $12,938,333.17 for the period of October 1 through October 31, 2021, as recommended by the Finance Director subject to audit. Iteris Vantage NEXT Vehicle Detection System Bundle Resolution authorizing the procurement of an Iteris Vantage NEXT Vehicle Detection System Bundle for the City of Iowa City Public Works Department. Comment: On March 17, 2020 the City awarded a contract to Mobotrex for the purchase of Iteris Vantage NEXT Vehicle Detection Systems via a sole source request at an initial cost of $37,014.00. Throughout the contract additional purchases were added bringing the total cost of the contract to $111,042.00. There are additional Iteris Detection Systems that need to be purchased during the contract period that will bring the total over $150,000.00. This resolution authorizes the City Manager to effectuate future purchases and renewals. 5.c. Tire Repairs and Replacement Resolution authorizing the procurement of Tire Repair and Replacement Services for the City of Iowa City. Comment: This Resolution will approve the procurement of Tire Repair and Replacement for the City of Iowa City. The contract will be awarded to Linder Tire for one (1) one-year term with the option to renew for (4) four additional one-year terms. This purchase will exceed the City Manager's spending authority of $150,000.00 thereby requiring City Council approval. The City expects to expend approximately $600,000.00 over a five-year period. 5.d. Highland Court Sidewalk Infill Resolution authorizing the acquisition of property interests necessary for construction of the Highland Court Sidewalk Infill Project. Comment: The City of Iowa City must acquire right-of-way, be title, permanent easements and/or temporary construction easements to construct the Highland Court Sidewalk Infill Project The project generally includes the construction of 4 -foot wide sidewalks along Highland Court adjacent to 424, 1202, and part of 1210 Highland Court. 5.e. Fairchild Street Reconstruction Resolution authorizing the acquisition of property interests necessary for construction of the Fairchild Street Reconstruction Project. January 4, 2022 Comment: The City of Iowa City must acquire certain property rights to construct the Fairchild Street Reconstruction Project. The project generally includes complete reconstruction of Fairchild Street, from Clinton Street to Linn Street, as well as improvements to the sidewalk, ADA curb ramps, storm sewer, water main. Access Control Upgrade Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the Access Control Upgrade Project. Planning and Zoning Matters If a majority of the Council is inclined not to concur with the Planning and Zoning Commission recommendation a consult with the Planning and Zoning Commission should be offered before the close of the public hearing. 7.a Rezoning - IWV Road SW Ordinance conditionally rezoning approximately 53.36 acres from County Agricultural (A) to Intensive Commercial (CI -1), approximately 17.03 acres from County Agricultural (A) to Interim Development Commercial (ID -C), and approximately 9 acres from Rural Residential (RR -1) to Intensive Commercial (CI -1) for land located west of the intersection of IWV Road SW and Slothower Road. (Pass & Adopt) Comment At its October 21, 2021 meeting, by a vote of 5-0 (Martin and Nolte absent), the Planning and Zoning Commission recommended approval of this rezoning, subject to conditions related to platting, dedication of a buffer easement, certain landscaping and screening, and cost contribution to Sbthower Road. Approval will allow for intensive commercial development within the eastern portion of the subject property, with interim commercial zoning designated for the western portion. Staff is requesting deferral to 1/18/22. Action: January 4, 2022 Iowa City City Council Agenda Page 6 Regular Formal Agenda 8. Landfill Gas Collection System Expansion Resolution approving project manual and estimate of cost for the construction of the Landfill Gas Collection System Expansion Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Comment: This project will increase the reliability of the gas collection system for the Landfill by installing additional gas collection system piping around the south and west portions of the site. The estimated construction cost is $648,000 and will be funded by the landfill replacement reserve. 1. Public Hearing Action: 2. Consider a Resolution Action: 9. Proposed South District Self Supported Municipal Improvement District Ordinance amending Title 3, "Finance, Taxation and Fees" of the City Code to add a new Chapter, to establish the South District Self - Supported Municipal Improvement District (SSMID) pursuant to the provisions of Chapter 386, Code of Iowa; and providing for the establishment of an operation fund and the levy of an annual tax in connection therewith. (Second Consideration) Comment On October 11, 2021 the City received a petition by property owners within the South District to establish a Seff Supported Municipal Improvement District (SSMID). Council sent the petition to the Planning and Zoning Commission for an evaluative report. P&Z recommends approval. A public hearing is required before adoption of the ordinance establishing the SSMID. Action: January 4, 2022 Iowa City City Council Agenda Page 7 10. CPRB-Expand Membership Ordinance amending Title 8, entitled "Police Regulations," Chapter 8, entitled "Community Police Review Board," to increase the composition of the board from five members to seven members. (First Consideration) Comment: The CPRB recommended to Council that the board be expanded from 5 to 7 or 9 members. At the Oct. 19 work session, Council directed stafto draft an ordinance increasing the membership to 7. This ordinance also removes the 5 -year waiting period before a former member ofthe Police Dept. may be appointed. Action: 11.
