Summary of Minutes
January 4, 2022
Iowa City City Council special meeting 8:00 a.m. at The Center — Assembly Room.
Council Members present: Alter, Bergus, Harmsen, Taylor, Teague, Thomas, Weiner.
Absent: None. Staff members present: Fruin, Jones, Kilburg, Goers, Fruehling.
Unless otherwise noted, all actions were affirmative and unanimous.
Moved by Taylor, seconded by Weiner, to appoint City Clerk Fruehling as Temporary
Chairperson. Temporary Chair Fruehling presiding.
The Temporary Chair announced that nominations were in order for the office of the
Mayor of the City of Iowa City. Moved by Bergus to nominate Bruce Teague for Mayor.
Moved by Weiner, seconded by Bergus, to close nominations. The Temporary Chair
declared the motion to close nominations carried unanimously, and stated voting would be
done in order of nomination. Individual Council members expressed their views. After a roll
call vote on the motion nominating Bruce Teague for Mayor, the Temporary Chair declared
Bruce Teague Mayor of Iowa City for a two-year term.
The Temporary Chair announced that nominations were in order for the office of Mayor
Pro Tem of the City of Iowa City. Moved by Harmsen to nominate Megan Alter for Mayor Pro
Tem. Moved by Thomas, seconded by Teague, to close nominations. The Temporary Chair
declared the motion to close nominations carried unanimously, and stated voting would be
done in order of nomination. Individual Council members expressed their views. After a roll
call vote on the motion nominating Megan Alter for Mayor Pro Tem, the Temporary Chair
declared Megan Alter Mayor Pro Tem of Iowa City for a two-year term.
The City Clerk administered the oath of office to Mayor Brue Teague and Mayor Pro Tem
Megan Alter. Mayor Teague now presiding.
Moved by Weiner, seconded by Taylor to consider a motion making two-year City Council
Appointments:
a. Rules Committee (2) 2022-23 appointees — Harmsen, Taylor
b. Emergency Management Commission - (1) 2022-23 appointee - Thomas
c. Metropolitan Planning Organization of Johnson County — (MPOJC -6 + 1 alternate)
City Manager, City Clerk, and City Attorney have served as alternates in past years.
2022-23 appointees — Alter, Bergus, Harmsen, Taylor, Thomas, Weiner
d. Iowa City/Coralville Visitors & Convention Bureau — (1) 2022-23 appointee - Teague
e. Economic Development Committee - (3) 2022-23 appointees — Alter, Bergus, Thomas
f. Metro Coalition of Cities — (1 plus alternate) 2022-23 appointee — City Manager Fruin,
with Teague as alternate
