Amend Budgeted Positions - Neighborhood Services ' Resolution amending the budgeted positions in the Neighborhood Services Division of the Neighborhood and Development Services Department by adding one full-time, temporary Associate Planner- Grants Specialist position. Comment: Neighborhood Services is requesting a temporary 1.0 FTE Associate Planner-Grants Specialist position to administer the City's HOME-ARP funds and assist with administration of ARPA projects and partnerships. 6.c. Statewide Urban Design and Specifications 2022 z Z_ - I 1 Resolution adopting the Statewide Urban Design and Specifications (SUDAS) Standard Specifications (2022 Edition), as revised by the SUDAS General Supplemental Specifications and the revised City of Iowa City Supplemental Specifications (January 2022). Market Street Motion setting a public hearing for February 1, 2022 on an ordinance rezoning approximately 0.13 acres of land located at 421 E. Market Street from Commercial Office (CO-1)to Mixed Use (MU). (RF721-0010) Comment:At its January 5 meeting,by a vote of 5-0(Nolte and Padron absent),the Planning and Zoning Commission recommended approval of this rezoning.Approval will allow for future redevelopment of the property under the Mixed Use zoning designation, which will allow for single-family residential and two-family(duplex)residential uses in addition to general and medicaUdental office uses. Iowa City Public Works Material Storage Bins '-F- Resolution setting a public hearing on February 1, 2022 on project manual and estimate of cost for the construction of the Iowa City Public Works Material Storage Bins Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment The Iowa City Public Works Material Storage Bins Project indudes the base bid of one 1,600 SF covered storage area to allow for the improved storage of sand/salt mixture and other materials.The project consists of selective demolition, pavement rework,electrical site lighting to assist with 24/7 operations, improved drainage and new storm sewer.An alternate for an additional 1,600 SF is induded in the final plans.The estimated cost of construction is$400,000 and funds are available in the Sand/Salt Storage Bunkers account#P395. 7.c. Utility Easement Conveyance- Lot 37, Park View Terrace Subdivision, Iowa City, Iowa 1 Resolution of intent to consider the proposed conveyance of a utility easement to MidAmerican Energy Company across Lot 37, Park View Terrace Subdivision, Iowa City, Iowa, and setting a public hearing on said proposed conveyance for February 1, 2022. Comment:The City desires to upgraded its West Park Lift Station electrical service.To facilitate that project,the City proposes to convey to MidAmerican an underground utility easement across the City-owned property at Lot 37, Park View Terrace Subdivision, Iowa City, Iowa. 8. CPRB-Expand Membership Ordinance amending Title 8, entitled "Police Regulations," Chapter 8, entitled "Community Police Review Board," to increase the composition !j e of the board from five members to seven members. (Second -e f Consideration) Comment The CPRB recommended to Council that the board be expanded from 5 to 7 or 9 members.At the Oct 19 work session,Council directed staff to draft an ordinance increasing the membership to 7.This ordinance also decreases the 5-year waiting period before a former member of the Police Dept may be appointed to 2 years. Farmer's Market- Insurance Ordinance amending Title 10 of the City Code, entitled "Use of Public Ways and Property," Chapter 11, entitled "Farmer's Market,"to require all SL 6 vendors to carry insurance. (First Consideration) )th(CL Comment:The City Code currently requires only grilling vendors to carry liability insurance.This ordinance will require all vendors to carry insurance to ensure a level of protection for both the vendors and customers in case of potential daims due to the actions of a vendor.The insurance requirement is consistent with vendor requirements of other farmer markets held in municipalities similar in size to Iowa City. Downtown SSMID Amendment Ordinance amending Title 3, "Finance, Taxation and Fees", Chapter 7, "Iowa City Downtown Self-Supported Municipal Improvement District", Section 4 "Operation Fund" of the City Code to conform to amendments in Iowa Code Chapter 386 regarding multi-residential properties. (First e4 Consideration) Comment: Since adopting the Downtown SSMID ordinance in 2015,properties classified as multi-residential for property tax purposes have been assessed and have paid the SSMID tax levy. Pursuant to state code, the SSMID tax has not been levied against property assessed as residential property. Recent state code changes reclassified multi-residential properties as residential,but gave the City the authority to continue levying the SSMID tax against such properties.This amendment is appropriate to track the state code changes, thus preserving the status quo. Dover Street Traffic Calming ZZ— i g Resolution authorizing the installation of speed humps on Dover Street, between Perry Court and Muscatine Avenue. s.e-C Comment: Residents of Dover Street have successfully completed the City of Iowa City's Traffic Calming Program. Data collection determined that the street qualifies for the program based on traffic speeds.On October 27th a survey was mailed to households along the designated portion of Dover Strcct in order to measure support for the proposed speed humps. In all, 61.5%of occupied households responded to the survey; 100%of those surveys returned by the deadline indicated support for speed humps.
