Intensive Commercial (CI -1) for land located west of the intersection of

11. Ordinance amending Title 3, "Finance, Taxation and Fees" of the City Code to
add a new Chapter, to establish the South District Self -Supported Municipal
Improvement District (SSMID) pursuant to the provisions of Chapter 386, Code
of Iowa; and providing for the establishment of an operation fund and the levy
of an annual tax in connection therewith. (Pass & Adopt)

Summary of Minutes
January 4, 2022
Iowa City City Council special meeting 8:00 a.m. at The Center — Assembly Room.
Council Members present: Alter, Bergus, Harmsen, Taylor, Teague, Thomas, Weiner.
Absent: None. Staff members present: Fruin, Jones, Kilburg, Goers, Fruehling.
Unless otherwise noted, all actions were affirmative and unanimous.
Moved by Taylor, seconded by Weiner, to appoint City Clerk Fruehling as Temporary
Chairperson. Temporary Chair Fruehling presiding.
The Temporary Chair announced that nominations were in order for the office of the
Mayor of the City of Iowa City. Moved by Bergus to nominate Bruce Teague for Mayor.
Moved by Weiner, seconded by Bergus, to close nominations. The Temporary Chair
declared the motion to close nominations carried unanimously, and stated voting would be
done in order of nomination. Individual Council members expressed their views. After a roll
call vote on the motion nominating Bruce Teague for Mayor, the Temporary Chair declared
Bruce Teague Mayor of Iowa City for a two-year term.
The Temporary Chair announced that nominations were in order for the office of Mayor
Pro Tem of the City of Iowa City. Moved by Harmsen to nominate Megan Alter for Mayor Pro
Tem. Moved by Thomas, seconded by Teague, to close nominations. The Temporary Chair
declared the motion to close nominations carried unanimously, and stated voting would be
done in order of nomination. Individual Council members expressed their views. After a roll
call vote on the motion nominating Megan Alter for Mayor Pro Tem, the Temporary Chair
declared Megan Alter Mayor Pro Tem of Iowa City for a two-year term.
The City Clerk administered the oath of office to Mayor Brue Teague and Mayor Pro Tem
Megan Alter. Mayor Teague now presiding.
Moved by Weiner, seconded by Taylor to consider a motion making two-year City Council

Discuss meeting protocol
City Manager Fruin provided a summary of the City Attorney Goers' memo regarding meeting protocol,
current meeting practices, State of Iowa Code requirements and options moving forward. Council
members discussed hybrid meeting options and enforcement of meeting rules. City Attorney Goers
provided guidance and further explanation of options of enforcement. Individual Council members
expressed their views.
Council members Bergus and Harmsen volunteered for the virtual listening post.
Action: Staff will coordinate a transition to City Council hybrid meetings with the goal of having things
ready for the January 18th meeting. Councilors Teague, Weiner and Alter will work with staff on
developing meeting rules for future City Council consideration. Staff will coordinate a date for a virtual
Council Listening Post with Councilors Harmsen and Bergus.
Clarification of Agenda items
Item 9. Proposed South District Self Supported Municipal Improvement District (SSMID) - Councilor
Bergus advised she would be recusing herself and Councilor Alter noted she spoke with the City
Attorney and she has no conflict of interest as she is a resident of the south district and can participate
in the discussion and vote.

➢ December 16
1. (IP5, Ad Hoc Truth & Reconciliation Commission: December 2) Councilor Bergus
seeking parameters for direct payments to individuals from Emergency ARPA funds as
noted in the recommendation from the Ad Hoc Truth & Reconciliation Commission.
Action: The January 18th work session will include a discussion item related to the City's
priorities for the planned County direct relief program. Staff will forward the latest public
information from Johnson County on this program to the Council.
2. (IP2, Letter from U.S. Dept of Housing and Urban Development (HUD): Consolidated
Annual Performance Evaluation Report (CAPER) - Program Year 2020) Councilor Taylor
thanked staff for working on increasing availability to housing for marginalized
populations. Councilor Alter mentioned the City exceeded the target and did 270%
helping 1300 people with housing, affordability, and eviction prevention.

Action: Staff will work to promote facts from the CAPER report through various
communication channels.

Electronic Meeting (Pursuant to Iowa Code section 21.8)
An electronic meeting was held because a meeting in person was impossible or
impractical due to concerns for the health and safety of council members, staff and the
public presented by COVID-19.
BUDGET OVERVIEW AND HIGHLIGHTS
Mayor Teague welcomed members of the public for tuning in and gave a brief rundown of how
the day would proceed. City Manager Fruin noted the time and effort from staff that was put into
pulling together the budget and noted items for Councilors to keep in mind during the
presentations. City Manager Fruin reviewed the budget review schedule, the budget document,
fund structures, Recent Budget Initiatives, and Fiscal Year 2023 concerns. Assistant City
Manager Kilburg reviewed Revenue. Deputy City Manager Jones reviewed expenditures
followed by City Manager Fruin going through Enterprise Funds. Assistant City Manager Kilburg
touched on Areas of Focus and City Manager Fruin wrapped up with items looking forward, and
next year's budget. Individual Council members expressed their views. [Power point of FY2023
Budget coincided with overview.]
Interim Finance Director Davies was also present for discussion.

01/06/22 Info Packet); and page number in parenthesis refers to pages in the Proposed Financial
