S uccessful planning and administration of the additional federal f unding will require staff time which cannot be absorbed at existing staffing levels. Neighborhood Services is requesting a temporary 1.0 F T E Associate P lanner - G rants S pecialist position to administer the City’s HO ME-A R P funds and assist with administration of A R PA projects and partnerships. Background / Analysis: T he American Rescue P lan Act of 2021 (A R PA ) established the Coronavirus S tate and L ocal F iscal R ecovery F und (S L F R F) which provides significant resources to state, local, territorial, and Tribal governments to support urgent C O V I D-19 response efforts. T he U.S . Treasury allocated I owa City $18.3 million in A R PA funds. T he A merican Rescue P lan A ct additionally appropriated $5 billion to communities to provide housing, services, and shelter to individuals experiencing homelessness and other vulnerable populations. T hese f unds were allocated by f ormula to jurisdictions that qualified f or funding through the HO ME I nvestment P artnership P rogram (HO ME P rogram) f rom the U.S . Department of Housing and Urban Development. T he City of I owa C ity has been allocated $1,789,981 in “HO ME -A R P” funds. T he City of I owa City receives approximately $1.2 million in C D B G and HO ME entitlement funds annually which are administered primarily by our Community Development staf f . Due to the pandemic, C ommunity Development staff is also administering an additional $3.9 million in federal, state and local funds to address the impacts of C O V I D-19. I n recent years Neighborhood Services has taken on administration of the City’s Affordable Housing F und, S outh District Program, and compliance monitoring of all affordable housing units created through the Riverfront Crossings Affordable Housing Requirement, T I F, and annexation policies. Federal programs allow a certain percentage for administration. To date, the City has not used this reservation for additional staffing in order to get the full extent of the federal funds out to the community. T he annual budget increase f or this staffing change is expected to be $101,851. T he position will be funded through HO ME-A R P administrative f unds as well as A R PA f unds. Up to $268,497 (15% of the HO ME -A R P allocation) can be used on administrative expenses such as staf f salary through September 30, 2030. A R PA also allows funds to be used for administrative costs. I n order to receive HO ME-A R P funds, the City must submit an A llocation Plan to HUD which outlines how the funds will be used in accordance with grant requirements. S taff is currently getting input f rom stakeholders and expects to submit the plan in the Spring of 2022. A competitive funding round for HO ME -A R P funds is expected to be held in F ebruary 2022. The Grants S pecialist position will administer the HO ME -A R P f unds as well as assist with the administration, reporting and monitoring of the A R PA funds. Whereas, Resolution No. 21-73, adopted by the City Council on March 16, 2021 authorized budgeted positions in the Neighborhood and Development Services Department for Fiscal Year 2022; and Whereas, the U.S. Treasury has allocated $18.3 million in federal funding as part of the American Rescue Plan Act of 2021 (ARPA) to support urgent COVID-19 response efforts, replace lost public sector revenue and restore service levels, support immediate financial stabilization for households and businesses, and address public health and economic challenges caused by the pandemic and that have disproportionately impacted certain populations; and Whereas, the Department of Housing and Urban Development has allocated $1,789,981 in HOME-ARP funds to the City of Iowa City to provide housing, services, and shelter to individuals experiencing homelessness and other vulnerable populations; and Whereas, an additional staff position is necessary to administer this funding in accordance with federal rules and regulations; and Whereas, administrative fees may be paid from the city's ARPA and HOME-ARP allocations to cover the increased cost of an additional position; Now, therefore, be it resolved by the City Council of the City of Iowa City, Iowa, that: The budgeted positions in the Neighborhood Services Division of the Neighborhood and Development Services Department be amended by adding one full-time, temporary Associate Planner— Grants Specialist position and said position shall be funded from the city's ARPA and HOME-ARP allocations. Background / Analysis: T he intersection of F irstAvenue and S cott B oulevard is currently a four way stop. S ignificant traffic queuing occurs at the intersection and it is estimated to increase in the future without changes to the current traf f ic control. I n 2015, a f easibility study f or a roundabout at the intersection was completed, and the study indicated that a roundabout would perf orm well at this location. I n 2019, an I ntersection C ontrol E valuation (I C E) determined that a roundabout would perform as well as a signalized intersection during peak-hour traffic flow, and better than a signalized intersection during normal traffic f low, while reducing travel times, increasing safety, and reducing emissions. A s a result, a roundabout was selected as the preferred alternative and will be constructed as a part of this project. Background / Analysis: Each year there are, on average, approximately 60 water main breaks within the City. Street or sidewalk pavement typically needs to be removed and replaced in order to repair the water main. W ith limited resources and the emergency nature of the pavement repairs, the C ity combined the pavement repairs at multiple main break sites into a single project to more ef f iciently address pavement damage resulting from water main breaks. Types of pavement that were repaired included Portland Cement Concrete (P C C), P C C with Hot Mix Asphalt (HMA) overlay, full depth HMA, and brick paving with composite P C C and HMA base. Some locations also required the removal and replacement of sidewalk, driveway, and/or curb and gutter. T he original contract included pavement repairs at 25 locations, with the intention of adding new locations by change order as new water main breaks occurred. File Date: December 3, 2021 45 Day Limitation Period: January 17, 2022 BACKGROUND INFORMATION: The owner is requesting a rezoning of approximately 0.13 acres of property located at 421 E. Market Street. The owner has requested that the property be rezoned from Commercial Office (CO-1) to Mixed Use (MU). The property currently contains vacant office space on the ground floor, with an apartment on the second floor. The owner has requested the rezoning to allow for more flexibility should the owner wish to rent out both floors as apartments, or as a single-family residence in the future. The subject property is located in the City’s Central Planning District. The owner has used the Good Neighbor Policy and held a Good Neighbor Meeting on December 29, 2021. ANALYSIS: Current Zoning: The purpose of the Commercial Office zone (CO-1) is to provide specific areas where office functions, compatible businesses, apartments and certain public and semipublic uses 3 may be developed in accordance with the comprehensive plan. The CO-1 zone can serve as a buffer between residential and more intensive commercial or industrial areas. Multi-Family residential dwelling units in the CO-1 zone must be located above the street level floor of a building. The existing zoning would not allow multi-family residential dwelling units on both floors of the building. Proposed Zoning: The request is to rezone the subject property from the existing Commercial Office (CO-1) zone to Mixed Use (MU). The purpose of the Mixed Use zone (MU) is to provide a transition from commercial and employment centers to less intensive residential zones. The MU zone permits a mix of uses, including lower scale retail and office uses, and a variety of residential uses. This mix of uses requires special consideration of building and site design. Table 1 below shows how uses are permitted differently in the MU zone compared with the existing CO-1 zone. These uses are not currently allowed in the Commercial Office zone. If the existing structure is preserved and redeveloped, the structure could be redeveloped into a single-family residence or two-family use (also known as a duplex). The two-family use would be allowed as a provisional use in the Mixed Use zone, provided that additional criteria pertaining to additional standards in the Central Planning District and single and two-family uses in MU Zone are met. Alcohol oriented and sales-oriented retail uses would be allowed as provisional uses; however, these uses are limited to convenience stores associated with quick vehicle servicing uses. Given the narrow 40’-wide frontage of the subject property on a non-corner lot, future development of a quick vehicle servicing use at this location is highly unlikely. The proposed rezoning would eliminate the property’s ability to accommodate animal related commercial (general), commercial recreational uses (indoors), hospitals, and utility-scale ground- mounted solar energy systems. As the subject property is adjacent to the Mercy Hospital campus, the rezoning would eliminate the Hospital’s ability to expand onto the subject property in the future. However, the adjacent uses on both the east and west sides of the subject property are currently residential. At this time, the City does not have any reason to believe that Mercy intends to expand 4 its facilities south of Market Street where the subject property is located. Rezoning Review Criteria: Staff uses the following two criteria in the review of rezonings: 1. Consistency with the comprehensive plan; 2. Compatibility with the existing neighborhood character. Compliance with Comprehensive Plan: The current Central District Plan future land use map designates the subject property as appropriate for Office Commercial use. The Mixed Use designation does still provide an option for lower scale office uses that would be appropriate within the context of the less intense and more transitional character of the Mixed Use zone. Much of the existing Commercial Office zoned land in this area buffers the main property for Mercy Hospital. It is likely that the rezoning of the land around the periphery was primarily intended to allow for the development of supporting buildings and businesses for the main building on the Mercy Hospital campus. However, over time, many of these parcels, particularly along the north side of Bloomington Street, have maintained their preexisting structures and uses. The most recent building expansion with Mercy Hospital took place in 1990 for the property located at the southwest corner of E. Market Street and N. Johnson Street. While the Central District Plan does encourage the preservation of older homes in the Northside and Goosetown area from apartment conversion, the existing Commercial Office zoning would already allow for more intense uses than what may be allowed in the Mixed Use zone such as hospital facilities and basic utility uses. The Comprehensive Plan’s future land use map shows the property as appropriate for Mixed Use. Compatibility with Existing Neighborhood Character: The subject property is bordered by multi-family residential housing to the east, west, and south, with the Mercy Hospital main building to the north across E. Market Street. Mixed Use zoning can be found directly west and south of the property, with Commercial Office zoning located to the east and north. The subject property’s block is largely comprised of duplex and multi-family residential housing that has been retrofitted within 100-year-old homes. The additional residential uses allowed within the Mixed Use zone would not be out of character with the adjacent existing uses. NEXT STEPS: After recommendation from the Planning and Zoning Commission, the City Council will set a public hearing for the rezoning. Data collection determined that the street qualif ies f or the program based on traffic speeds. Staff discussed traf f ic calming with residents of Dover S treet at meeting held on October 21st. T he consensus of residents who attended the meeting was to move forward with a request for speed humps and to survey households along the street. On October 27th a survey was sent to residential properties along D over Street to measure support for the proposed speed humps. A map including the approximate location of two proposed speed humps was included with the survey. S urveys were sent to 42 households, with each household allowed 1 vote. Three surveys were returned by the US P S as vacant properties. I n all, 24 households returned survey postcards, representing a 61.5% response rate (24/39). A ll 24 postcards received by the deadline indicated support for the proposed installation of speed humps—a 100% approval rate. (Note: 2 postcards arrived af ter the deadline; 1 voting f or and 1 voting against speed humps. Background / Analysis: During the summer of 2019, residents of Dover Street submitted a qualifying petition to be part of the Traffic Calming P rogram. To qualif y for the Traffic C alming P rogram, the 85th percentile speed of traffic must exceed the posted speed limit by 5 MP H. Traffic data was collected in 2019 and again in 2021; both indicated that the street qualified for traffic calming. Details of the 2021 study are attached. Dover Street has a pavement width of 28 feet, which allows for parking on both sides of the street. Vehicles are frequently parked on both sides of Dover S treet, sometimes leading to a give-way situation in which vehicles traveling one direction must wait for opposing traf f ic to pass before continuing. Block lengths and the frequency of intersections can also influence speed. T he block length between Perry Court and the curve at the south end of the street is approximately 600 feet; I owa City’s current subdivision standards for residential block lengths are 300-600 feet. Staff reviewed the speed data and the street context with the City E ngineer, Streets Department, and the P olice and F ire Departments to consider appropriate ways to address the speeding issue. After review, staff concluded that speed humps would be the most saf e and ef f ective means for lowering speeds. AT TAC HM E NT S : Description Speed data and proposed traffic calming locations correspondence Resolution In evaluating locations for speed humps we consider distance from intersections and driveways, and locations of stormwater intakes. To be effective, speed humps should be spaced consistently approximately 300-400 feet apart. The goal in spacing speed humps is to encourage motorists to travel at a consistent speed along the length of the street. Speed humps do not interfere with on-street parking, turning movements, or access to driveways. Dover Street: proposed speed hump locations *85th percentile speed is the speed that 85% of vehicles are travelling at or below. Inversely, 15% of vehicles are operating above this speed. Cautionary signs mark locations of speed humps. Street pavement is marked so that speed humps are visible to drivers. Speed humps are designed to allow cars and trucks to comfortably pass over them at 20-25 MPH. I've been meaning to submit a written comment but several issues, including illness, have kept me from doing so until now. I hope it is not too late to include this comment in the meeting. I am the person who initiated the traffic calming study on Dover Street. I have lived right in the middle of the Dover Street straightaway since 2002. During that nearly twenty-year period, I have witnessed at least three traffic accidents, one of which killed a small dog and another of which resulted in an hours -long power outage when a driver under the influence struck a utility box. This is a densely -populated street; there are many families with small children and people who walk dogs and push strollers on the sidewalk. It has become a dangerous place for drivers, cyclists, and pedestrians alike. This stretch of Dover Street is a popular shortcut to avoid the ist Avenue/Muscatine Avenue intersection. We see especially elevated traffic volumes in the morning and the afternoon when City High, Southeast Junior High, Lucas Elementary, and Willowwind School begin and end their school days. As someone who cycles, drives, and walks along this street regularly, it is my considered view that the 25mph speed limit on this street is too high. Moreover, the motorists who use this street as a through -way rarely stop for residents exiting their driveways, or for pedestrians attempting to cross the street. My sense is that there is relatively little that we can do to improve conditions on Dover Street. But the two proposed speed humps—one of which will be located directly in front of my home—will serve to encourage greater driver awareness and, with luck, reduce speeds to more reasonable and appropriate levels.
