Discussion of Johnson County Direct Relief Program Mayor Teague provided a brief introduction. City Manager Fruin outlined the memo from Assistant City Manager Kilburg which was provided to Council in the January 13'h information packet (IP3) and presented additional information regarding the US Treasury's final rule of the direct assistance program. Councilors discussed $1400 or$2000 payments. City Manager Fruin provided additional information. The Council had discussed an allotment of$1.5 million to give to Johnson County and the County recommended the City pay based on a reimbursement process instead of giving a lump sum up front. Individual council members expressed their views. Johnson County staff provided additional information for council and answered questions. Action: Staff will work with County staff on logistics concerning a $1.5 allocation of ARPA funds to expand the pool of residents that will be able to access the planned $1400 direct relief program. As the County program comes into focus, City staff will report back on progress and seek formal approval. Staff will develop an ARPA grant agreement based on the Community Mobile Crisis proposal that was in the information packet. Continuation of budget discussion City Manager Fruin mentioned the max levy proposed by staff and the discussion needed if Council wished to raise the levy. Fruin also noted the memo in 1/18 late handouts regarding the Market/Jefferson Street project. City Manager Fruin provided additional information on the project, discussed moving the project up and a path forward for completing in the 2024 construction season. Individual Council members expressed views. City Engineer Havel provided information regarding Dodge/Governor Project. Council members discussed not making any changes to CIP or the levy. Action: Staff will move forward with preparing the maximum tax rate actions consistent with staffs budget proposal document. Similarly, the CIP will remain unchanged from staffs original proposal. Continuation of meeting protocol discussion Mayor Teague gave a brief update and stated the discussion would be at the next Council meeting. Action: Staff will carry forward the meeting protocol discussion to the February 1 work session. The City Attorney's Office will lead further discussions with the Council subcommittee of Teague, Alter and Weiner. Council Work Session January 18, 2022 Page 2 Clarification of Agenda items Item 11. Proposed South District Self Supported Municipal Improvement District (SSMID)— Mayor Teague noted Councilor Bergus would be recusing herself. Information Packet Discussion [January 6, January 131 > January 6 1. (IP3, Memo from Neighborhood & Development Services Director: Security Deposit Assistance) Councilor Bergus mentioned she was glad to see this allocation and that it was continuing to fill the need. > January 13 1. (IP5, Memo from City Manager: City Council Strategic Plan) City Manager Fruin stated he was seeking direction on timing, having a facilitator, coordinating with the 2030 Better Together visioning process, considering a 5-year plan and having an annual review. Individual Council member express their views. Action: Staff will work to find a facilitator for the Council's next strategic plan, which will focus on a five-year time horizon and include annual reviews. Staff will also look to incorporate ties with regional planning efforts underway from EICOG and Better Together 2030. 2. (IP7, Memo from City Clerk: Joint Entities Agenda Items for January 24) Council members discussed topics to add to agenda: Opioid Crisis Settlement Funds, COVID updates from entities, ARPA Fund decisions/updates, local childcare solutions and discussions. Action: Staff will report the following as requested agenda items for the January 24th Joint Entities meeting: o COVID Update from Johnson County Public Health and Municipalities o ARPA Updates from Municipalities o Determination of Interest for Childcare Presentation and Discussion at Next Meeting Council updates on assigned boards, commissions, and committees Council members reported on various assigned boards, commissions, and committees.
