Continuation of meeting protocol discussion
City Attorney Goers provided an overview of the memo and draft meeting rules that was distributed in
the 1/27/22 Information packet. Council had discussions on ensuring rules do not infringe on first
amendment rights, public comment and public hearing time limits, in addition to discussions on
disruptive behavior and germane comments to the agenda items. Individual council members
expressed their views.
Action: Staff will prepare a revised draft of Council meeting rules/protocols and convene the Council
subcommittee for review. The revised draft will return to Council at a future work session. Once a
revised draft is complete, staff will begin developing informational guides for the public.
Clarification of Agenda items
Item 9.a. Proposed South District Self Supported Municipal Improvement District (SSMID) — Mayor
Teague noted Councilor Bergus would be recusing herself.

1. (IP7, Memo from City Clerk: Proposed Council Meeting Schedule, April — December
2022) Councilors discussed the tentative schedule for April through December.
Action: The following changes were made to the 2022 City Council meeting schedule.
— The June 7th meeting has been moved to June 6th.
— July 12th will be on the only Council meeting in the month of July
— The October 4th meeting has been moved to October 3rd
The December 20th meeting has been cancelled. December 6th will remain as the
only meeting in December.
University of Iowa Student Government (USG) Updates
Elizabeth Miglin, USG Alternate Liaison, presented USG updates.
Council updates on assigned boards, commissions, and committees
Council members reported on various assigned boards, commissions, and committees.
