December 2021 Disbursements Motion to approve disbursements in the amount of$14,043,799.98 for the period of December 1 through December 31,2021, as recommended by the Finance Director subject to audit. Disbursements are published and permanently retained in the City Clerk's office in accordance with State Code. 6.b. Mobile Vender Fccs Resolution establishing mobile vending permit and ambulatory vending permit fees and rescinding Resolution No. 16-15. Comment The fees for mobile and ambulatory vending permits are set by resolution. Staff recommends increasing the annual fee for mobile vending carts from$1,500 to $1,575.The fcc was last increased in 2016. 6.c. Good Neighbor Policy 2_2_- Resolution approving the good neighbor policy. Comment On February 2,2022,the Planning and Zoning Commission recommended approval of the good neighbor policy by a vote of 5-0(Nolte&Martin absent). 6.d. Red Cross Pool Usage Agreement 22- - Z� - Resolution authorizing the City Manager to sign a pool usage agreement with the American National Red Cross. Comment This resolution approves a 3-year agreement for the Red Cross to provide trainings at Mercer Pool at no cost to the City. 6.e. Procurement—Track-Type Tractor 22_ - Resolution authorizing the procurement of one (1)track-type tractor for Landfill Operations. Comment This Resolution will approve the procurement of a new Caterpillar track-type tractor for the Landfill Operations.OMNIA Partners cooperative contract#161534-01 will be utilized for this procurement The total purchase is$993,132.00,which exceeds the $150,000.00 spending authority of the City Manager,and so requires Council approval. Procurement- Concrete Materials 2 Z >> � Resolution authorizing the award of a contract for the procurement of concrete materials for the City of Iowa City. Comment This Resolution authorizes the award of a contract for the procurement of concrete materials primarily used by the Streets and Traffic Engineering Division of the Public Works Department to Iowa City Ready Mix, Inc.The contract is for one year with the option to renew for four additional one-year terms.The first year expected cost will be $226,000,thereby exceeding the$150,000 spending authority of the City Manager and requiring Council approval. 6.g. Procurement- Enterprise Asset Management Software Resolution Authorizing the Procurement of Enterprise Asset Management Software. Comment This Resolution will approve the procurement of Asset Management Software and subsequent maintenance and licensing fees.The contract will be awarded to Cartegraph for one five-year term.This purchase will exceed the$150,000 spending authority of the City Manager,thereby requiring Council approval.Over the course of this contract the City expects to expend approximately$530,891.76. 7. Setting Public Hearings 7.a. 2022 City of Iowa City Parking Garages Maintenance and Repair 2-Z " > _ Resolution setting a public hearing on March 1, 2022 on the project manual and estimate of cost for the construction of the 2022 City of Iowa City Parking Garages Maintenance and Repair Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment:This item will set the public hearing for the 2022 City of Iowa City Parking Garages Maintenance and Repair Project.The project generally includes:concrete crack repairs,corrosion inhibitor placement,electrical and mechanical equipment scanning,epoxy filler with membrane placement, horizontal spall repairs,joint sealant with membrane placement penetrating sealer placement, post tension repairs,steel beam replacement,and other miscellaneous rehabilitation on the Capitol Street Chauncey Swan, Court Street Transportation Center, Dubuque Street,and Tower Place Parking Ramps.The estimated construction cost is$1,050,000 and will be funded through account#T3004. Chadek Green, Whispering Meadows& Court Hill Parks Improvements Resolution approving project manual and estimate of cost for the construction of the Chadek Green, Whispering Meadows & Court Hill Parks Improvements Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. -1 ( Comment This project indudes improvements to the Chadek Green,Whispering Meadows&Court Hill Park and indudes new playgrounds,a restroom,water hydrants and an accessible parking lot. American Rescue Plan Act- Mobile Crisis Outreach Subaward ''A _ Resolution authorizing the Mayor to sign a State and Local Fiscal Recovery Fund (SLFRF)grant agreement with CommUnity Crisis S Services to expand its Mobile Crisis Outreach program. Comment As part of the American Rescue Plan Act(ARPA),the City was awarded State and Local Fiscal Recovery Fund(SLFRF)dollars to respond to impacts of the COVID-19 pandemic. This resolution authorizes a subrecipient grant agreement with CommUnity Crisis Services for $939,082 to expand its Mobile Crisis Outreach(MCO)program. Assessment Schedule Resolution adopting an assessment schedule of unpaid mowing, dean-up of property, snow removal, sidewalk repair, and stop box repair charges and directing the Clerk to certify the same to the Johnson County Treasurer for collection in the same manner as property taxes.
