Preliminary Discussion on 2022-2027 Strategic Planning Process City Manager Fruin provided information regarding a facilitator with East Central Iowa Council of Government (ECICOG) and provided Councilors with timeline of the 2022-2027 Strategic Planning Process. Fruin also noted moving from a two year to a five-year plan and reviewed the timeline for the process to adopt the five-year plan in May/June of 2022. Individual council members expressed their views. Action: Staff will move to finalize the strategic plan facilitation services agreement with ECICOG. Staff will also work to schedule a City Council April kick-off meeting and coordinate preparatory work with Department Directors, including scheduling a half-day retreat prior to the Council kick-off meeting. COVID-19 Updates – Latest CDC Masking Guidance Mayor Teague noted the latest CDC guidance on masking requirements, advised that the City’s mask mandate has been lifted as of 3/1 and announced the county vaccination rates. Teague also noted masking requirements still apply to Transit as it is a Federal regulation that is keeping that mandate. Individual council members expressed their views. Clarification of Agenda items Mayor Pro Tem Alter mentioned the Housing & Community Development Commission January meeting minutes and highlighted legacy agencies. Councilor Thomas stated it was nice to see what they had done downtown. Councilor Weiner noted the safe seed distribution.  February 24 1.
