A public hearing was held. Development Services Coordinator Sitzman
presented a power point. The following individual appeared: Noah
Petersen. Individual Council members expressed their views.
Motion to give first consideration. Moved by P. Taylor, seconded by J.

Regular Formal Agenda
11. Resolution approving project manual and estimate of cost for the construction of
the Asphalt Resurfacing 2022 Project, establishing amount of bid security to
accompany each bid, directing City Clerk to post notice to bidders, and fixing time
and place for receipt of bids.
A public hearing was held. Civil Engineer VanDyke presented a power point.
Motion to approve Resolution 22-93. Moved by J. Thomas, seconded by L.
Bergus. Motion Passed. (7 Ayes)
12. Resolution authorizing conveyance of Auditor's Parcel 2022005 to Charles C.
Wunder and Marcia L. Wunder.
A public hearing was held. City Attorney Goers presented information. Individual
Council members expressed their views.
Motion to approve Resolution 22-94. Moved by M. Alter, seconded by J.
Weiner. Motion Passed. (7 Ayes)
13. Appeal of denial of application for permit to operate a mobile vending cart.
Mayor Teague announced that correspondence from the applicant withdrawing the
appeal had been received on April 1, 2022 and distributed in the late handouts on
April 4, 2022. No further action was needed.
Motion to accept correspondence from Mark Paterno. Moved by J. Weiner,
seconded by P. Taylor. Motion Passed. (7 Ayes)

"Peace Officer" to fill an unexpired term, effective upon appointment - June

Forest View Relocation Proposal
City Manager Fruin presented a power point regarding the Forest View Relocation Proposal which
included the project timeline, 2019 Conditional Zoning Agreement, current status of project, relocation
approaches, key issues, staff’s relocation proposal, future affordable housing on site and council
discussion questions. Individual council members expressed their views. Council concurred with the
relocation amount proposed by staff, as well as the 25%/75% split and the targeted December 9th
moveout date.
Action: Staff will explore eligibility scenarios for the following milestone dates, CZA execution, March
2020, March 2021, September 2021. Exploration includes possible funding sources, total cost
estimates, and other related variables such as taxability. Staff will reach out to the owner and tenant
association to assess residency records that will aid in this process.
Staff will further explore what data collection might be involved if the City moves away from self-
certification of income. Staff will also investigate if a higher income level may be possible under ARPA
and/or if those with incomes higher than the acceptable ARPA limit can be compensated through a
different funding source.

1. (IP1: Memo from City Clerk: City Council meeting location – City Council Tentative
Meeting Schedule). Mayor Teague requested council direction on going back to Emma
J. Harvat Hall. Individual Council members expressed their views. City Attorney Goers
provided information.
Action: Council meetings will move back to City Hall beginning with the April 19th
meeting.

Councilor Weiner asked for clarification on bill status. Assistant City Manager Kilburg
provided an update. Individual Council members expressed their views.

1. (IP4: Civil Service Examination: Community Outreach Assistant – Immigrant & Refugee
Communities) Councilor Taylor wanted to welcome individuals who were hired.

2. (IP5: Article from Councilor Thomas: Not Just Bikes – Where we’ve been living this
whole time). Councilor Bergus thanked Councilor Thomas for sharing article and video.
3. (IP7: Invitation: An Evening with Judy Heumann: Internationally Renowned Disability
Rights Advocate). Council Taylor highlighted the event on March 30th, 7:00pm at
Hancher Auditorium and March 29th at 6:30pm FilmScene offering a viewing of Crip
Camp an inspiring documentary about a summer camp developed for teens with
disabilities.
4. (IP4: Pending Council Work Session Topics). Mayor Teague requested to have the
GuideLink Center added as a pending work session topic. City Manager Fruin
suggested having it for a Joint Entities Meeting topic for all communities. Mayor Pro Tem
Alter requested adding an ARPA funds refresher from staff to present the community
feedback received to the pending work session topics.
Action: The Clerk will note the Council’s desire to request an update from Guidelink at
the next joint entities meeting (April 18). Staff will prepare an ARPA update memo for a
future work session (added to pending list).

March 22, 2022
Iowa City City Council special formal meeting, 3:00 p.m. held at The Center-
Assembly Room, 28 S. Linn Street. Mayor Teague presiding. Council members present:
Alter, Bergus, Harmsen, Taylor, Teague, Thomas, Weiner. Absent: None. Staff
members present: Fruin, Jones, Goers, Fruehling. Unless otherwise noted, all actions
were affirmative and unanimous.
Moved by Taylor, seconded by Weiner, to discuss the purchase or sale of particular
real estate where premature disclosure could be reasonably expected to increase the
price the governmental body would have to pay for that property or reduce the price the
governmental body would receive for that property. The minutes and the tape recording
of a session closed under this paragraph (Real Estate) shall be available for public
examination when the transaction discussed is completed; and to discuss as a public
employer, strategy regarding collective bargaining with city employee organizations, as
such discussion is exempt from the provisions of chapter 21. The Mayor declared the
motion carried and adjourned into executive session 3:01 p.m.
Council returned to open session 4:25 p.m.
