Iowa City Association of Professional Firefighters Tentative Agreement Motion to approve a tentative agreement between the City of Iowa City and the Iowa City Association of Professional Firefighters, IAFF Local #610, subject to union ratification. Comment This is the settlement of the Fiscal Year 2023 and 2024 wage and insurance re-opener included in 5 year collective bargaining agreement for fiscal years 2020-2024. The re-opener settlement establishes wage and health insurance settlements for fiscal years 2023-2024 mirroring the Police union terms for those years,dental benefits consistent with AFSCME and non-union employees,an adjustment to the longevity pay schedule,and establishing a sick leave conversion provision starting in FY24 comparable to the sick leave conversion included in the Police union contract April 5, 2022 Iowa City City Council Agenda Page 3 6.b. Budgeted Positions - Communications Division 22-R l Resolution amending the budgeted positions in the Neighborhood Services Division of the Neighborhood and Development Services Department and the Communications Division of the City Manager's Office and the AFSCME pay plan by deleting one full- time Associate Planner- Neighborhood Services position, grade 15, and adding one 0.5 FTE Outreach and Engagement Specialist position, grade 12. Comment The adopted budget authorizes one full-time Associate Planner within Neighborhood Services to support neighborhood outreach,among other duties.The needs for this position have been refined and amendments to the budget and AFSCME pay plan are required.With approval of this agenda item,a 0.5 FTE Outreach and Engagement Specialist position will replace the 1.0 FTE Associate Planner- Neighborhood Services position and be added at grade 12 to the pay plan. 6.c. Procurement-Sewer Cleaning Truck 22_-? Z Resolution authorizing the procurement of one(1) Sewer Cleaning Truck. Comment:This Resolution will approve the procurement of one(1)new Freightliner 114SD/Vactor 2100i sewer deaning truck to be used by Wastewater Operations. Sourcewell cooperative contract#101221-VTR will be utilized for this procurement The total purchase price is$447,757.21,which exceeds the$150,000.00 spending authority of the City Manager,and so requires Council approval. 6.d. 2022 City of Iowa City Parking Garages Maintenance and Repair ZZ_g 3 Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the 2022 City of Iowa City Parking Garages Maintenance and Repair Project. Comment Bids for this project were received on Tuesday, March 22,2022 and the following bids were received: Western Waterproofing Co. Des Moines, IA $ 754,513.00 Engineer's Estimate $ 1,050,000.00 Public Works and Engineering awarding the contract to Western Waterproofing Company,d/b/a Western Specialty Contractors of Des Moines, Iowa. Pedestrian Mall Playground Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the Pedestrian Mall Playground Project. Comment:Bids for this project were received on Wednesday, March 23,2022 and the following bids were received: Woodruff Construction Tiffin, IA $227,250.00 McComas-Lacina Construction Iowa City, IA $377,491.10 Engineer's Estimate $234,000.00 Public Works and Engineering awarding the contract to Woodruff Construction of Tiffin, Iowa. Funding is available in the Pedestrian Mall Playground Account#R4383. 6.f. Dubuque Street Reconstruction Z _Y=Th Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an agreement by and between the City of Iowa City and Foth Infrastructure and Environment, LLC, of Cedar Rapids, Iowa to provide consultant services for the Dubuque Street Reconstruction Project. Comment This agreement authorizes Foth Infrastructure and Environment, LLC to provide consultant services including design development, preparation of construction documents bid phase services and limited construction administration services for the Dubuque Street Reconstruction Project. The Project generally indudes the reconstruction of Dubuque Street from Iowa Avenue to Washington Street.The negotiated fee is$292,600 and will be funded through account#S3939—Dubuque Street Reconstruction. 6.g. 2. 021-2023 Taylor Dr. condo declaration . 1 `) Resolution approving and authorizing the Mayor to execute and the City Clerk to attest a Dedaration of Condominium Regime for the 2021-2023 Taylor Drive Condominiums. Comment:As part of the South District Program,the City purchased a duplex located at 2021-2023 Taylor Dr.for the purpose of converting it to 2 condominium units and selling each unit to income eligible persons.This resolution approves the attached Declaration of Condominium Regime,the legal document that allows for the sale of a condo unit. Eastwood Drive and Southlawn Drive Intersection Improvements Resolution authorizing the acquisition of property interests necessary for construction of the Eastwood Drive and Southlawn Drive Intersection Improvements Project. Comment:The City of Iowa City must acquire right-of-way,fee title, permanent easements and/or temporary construction easements to construct the Eastwood Drive and Southlawn Drive Intersection Improvements Project.The project generally indudes complete reconstruction of the intersection of Eastwood Drive and South Lawn Drive,as well as improvements to the sidewalk,ADA curb ramps,storm sewer,water main. 7. Setting Public Hearings 7.a. Benton Street Rehabilitation 2Z -fig Resolution setting a public hearing on April 19, 2022 on project manual and estimate of cost for the construction of the Benton Street Rehabilitation Project [STP-U-3715(669)-- 70-521 directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment:The Benton Street Rehabilitation Project indudes a crack and seat of the existing pavement with a Hot Mix Asphalt(HMA)overlay, painting of on street bike lanes, ADA sidewalk improvements, and traffic and pedestrian signal improvements at the Benton and Sunset intersection.The estimated cost of construction is$4,200,000 and will be funded through account#S3947—Benton Street Rehabilitation Project. 7.b. North Westminster Storm Sewer Improvements Resolution setting a public hearing on April 19, 2022 on project manual and estimate of cost for the construction of the North Westminster Storm Sewer Improvements Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment:This agenda item begins the bidding process for the construction of the North Westminster Storm Sewer Improvements Project The estimated cost of construction is$1,350,000 and will be funded by the North Westminster Storm Sewer Upgrades account#M3633. Utility Rate Public Hearing Resolution Resolution setting a public hearing for April 19, 2022 on an ordinance amending Title 3, entitled "Finance, Taxation and Fees," Chapter 4, entitled "Schedule of Fees, Rates, Charges, Bonds, Fines and Penalties,"Artide 5, entitled, "Solid Waste Disposal," of the City Code to increase or change solid waste disposal charges and fees. Comment Title 3,Chapter 4 amendments indude an increase in residential solid waste collection fees for yard waste collection by$1.50 per dwelling unit per month,an increase of additional yard waste carts over 1,per month by$1.50 each,an increase of residential solid waste collection fees for curbside solid waste disposal by$1.00 per dwelling unit per month,an increase of additional refuse carts over 1, per month by$1.00 each,and an increase in residential solid waste collection fees for curbside recycling fees by$.50 per dwelling unit per month on July 1,2022. 7.d. Transit Funding Application Resolution setting a public hearing for the May 3, 2022 City Council meeting regarding the FY2023 Iowa Department of Transportation Consolidated Transit Funding Application for Iowa City Transit. Comment The Metropolitan Planning Organization of Johnson County will be filing a consolidated transit funding application on behalf of Iowa City Transit with the Iowa Depar tr r rent of Transportation.This is an annual process that Iowa City undertakes, outlining federal funds requested for operating and capital expenses and ensures projects become eligible for potential use of federal funds. In accordance with statutory requirements,this resolution will set the public hearing for the May 3rd,2022 City Council meeting.A notice will be published announcing the date of the hearing.
